BUNKER HILL — The cold doesn’t bother Mark Kralicek, but speeding drivers do.

They really get on his nerves when he sees them while dropping two of his kids off at Bunker Hill Elementary School.  So the Coos Bay ironworker has made it his mission to get them to slow down to the 20 mph speed limit on U.S. Highway 101 in front of the school.

He started one day last spring after watching a speeding driver.

“This guy was flying and he slid right up to the curb,” he recalled.

Kralicek’s children had already scampered up the steps to the school, but Kralicek looked down the street and saw other students walking along the same sidewalk, unprotected from reckless drivers.

“Most people are pretty good, but some people have no respect for the school zone,” he said.

So once or twice a week, Kralicek takes a post behind the chain-link fence shielding the school’s parking lot from the highway.

His shoulder-length blond hair whips from side to side as he watches cars go by. When a driver slows down, Kralicek shoves his thumb into the air and smiles. When one doesn’t, he waves his arms up and down and points to the school.

If he notices a commercial truck speeding, he’ll call the company. The next time the company rig goes by, it’s driving the speed limit.

Not everyone is pleased with the work he does, he said. There are young guys who give him the finger or scream at him. One woman called the police Tuesday to report a suspicious man standing near the gate of the school yelling at traffic to slow down. But there also are parents who thank him for braving the cold weather or wave as they go by.

Eric Stinnitt accompanied his 9-year-old daughter to Bunker Hill on Monday. While he didn’t realize what Kralicek has been up to, he agreed speeding is a problem.

Highway 101 is patrolled by the Oregon State Police, which makes its presence known at the start of every school year. Lt. Steve Smartt also visits the school to make sure people are obeying the speed limit and wearing seat belts. If he notices too many speeders, he tells his troopers to increase enforcement.

“We have to inform people and educate them to watch for the sign,” he said.

Smartt visited the school Tuesday and spoke to Kralicek. He said he’s fine with what Kralicek is doing, as long as he doesn’t distract drivers.

“If he’s bringing attention to the school zone, we don’t have a problem,” he said.

Former bus driver Buford Conway, who stopped by the school Monday, doesn’t understand why the district doesn’t reopen Eastside School and move students away from the highway. He also said he’d like to see the district hire someone to do what Kralicek does.

“I think they should have had someone like this a long time ago,” he said.

He’s talked to some other parents about joining him, but the idea hasn’t caught on.

Superintendent Bob De La Vergne said he only learned about Kralicek this week. He agreed the location is not ideal for a school, but the district invested too much money to build a new auditorium to leave it vacant. The district hasn’t discussed assigning someone to urge traffic to drive slowly, but he appreciates that Kralicek has taken it upon himself to help.

Kralicek won’t be around much longer. He has a job lined up in Eugene that starts in January.

Until he leaves, Kralicek plans to keep a presence outside the school, even if that means putting up with a little wind and rain.

“I try to make a difference,” he said. “I’m hoping it does.”

Mark Kracilek, If you happen to read this, I have an idea for this school zone.. I can be reached at my e-mail: ccccandidate2010@yahoo.com

WOO HOO!! Way to go!! I think what Mark is doing is VERY commendable! He is doing what any concerned parent SHOULD do! Anyone who is flipping him the bird or screaming at him should be placed in the speeding traffic blindfolded!

balashark wrote on Nov 21, 2009 9:34 PM:

good for this guy! i dont have kids in school anymore but i do drive by the school often enough to know this is a major problem. if the school is still in the city limits can a set of low speed bumps be put up at both ends to slow traffic?

dan milburn wrote on Nov 21, 2009 9:34 AM:

MFD Chief?
Your response is in a way humerous, but nonetheless every bit a lie. I have never been a cop, and your "crew" was sitting in front of "FILLED WITH FUN" crammed shoulder to shoulder in your brown flatbed truck with almost zero markings on it while a lovely Female State Patrol Officer driving a new Camaro was standing roadside with her book out and letting them know that at best their vehicle looked like a ghetto tow truck and they were speeding. They were not on any official business, it was a lunch run. I was at the fuel station getting fuel. I spoke to the officer.

CLUTCH69RS,You must NOT" have any kids at this school, because you would think of these other kids.. I have seen people on their cell phones as they drive through this school zone when there is a flashing Yellow Light.. HANG UP YOUR ******* CELL PHONE WHEN YOU ARE IN A SCHOOL ZONE!!!!!

MFD Chief wrote on Nov 20, 2009 2:18 PM:

Officer Dan Milburn is right about the school zone. If it hadn't been for his early retirement from the police force we wouldn't be talking about this matter. As stated for 9 years his vigilant patrol of the zone made it a very safe place. Day in and day out he wrote ticket after ticket. On his watch never and accident, fender bender etc. so there'd be no reason for the Millington Fire Dept. to be on the roadside with the police getting info about the fender bender after the cars were out of the roadway and we saw no need to sit in the traffic lane blocking it. Sorry Dan, we now know why they gave you an early retirement. We never got a ticket that day or any day. We're the ones flashing our lights and blasting our siren to slow the drivers down!!

clutch69rs wrote on Nov 20, 2009 1:06 PM:

Here's an idea to put this allegedly annoying civic warrior out of business. Put up a speed limit sign with a flashing light to warn drivers it is a school zone. One could be put up at the north and south end of the school zone.

Oh wait. People are too stupid to obey the clearly posted speed limit with flashing lights and this guy feels it necessary to do what he can about it.

He would go away if you obeyed the speed limits like you are supposed to. But we can't have that, can we?

1313 wrote on Nov 20, 2009 6:54 AM:

Waving your hands does distract people driving, maybe a BIG SIGN with BIG LETTERS you can read easy would be better. Just say SLOW DOWN on it. And maybe put your hair in a pony tail and look a little more authoritative! ! !

IWanttoknow wrote on Nov 19, 2009 4:39 PM:

IWanttoknow if the school district is going to use the property that was condemned several years back? I was glad to read, school buses now load and unload at other location. Could students parents do the same? If a person(s) wants to park in the parking lot in front (?) of the school or across the highway then do so at their on risk! The DOT spent millions of dollars making 101 South safer to Hwy 42 yet, the school district won't give up a less expensive gym for safety. Why, is the 50mpr limit still in effected after all the Dollars spent to make the road way safer? My opinion....Bye

The Brutal Truth wrote on Nov 19, 2009 11:52 AM:

Oh yeah, back on topic with the article.

I agree this guy needs to go away. He's just causing an unecessary distraction.

The Brutal Truth wrote on Nov 19, 2009 10:51 AM:

With how crazy the Blossom Gulch traffic can get, I bet there's more chance of a kid getting ran over there than at Bunker.

The Brutal Truth wrote on Nov 19, 2009 10:50 AM:

You guys are clowns.

There's nothing unsafe (at least not more so than any other school) about Bunker Hill.

loventhecoast wrote on Nov 19, 2009 9:58 AM:

I really do not believe that he should be allowed to be there...i thought he was waving around like a mad man or that there was a dog in the road. The car in front of me slammed on their brakes when they saw him too. and we were doing around 18mph at that time. I think this needs to be left to our many OSP officer to take care of.
You are going to cause a wreck and someone is going to get hurt if you keep this up.

amadeus wrote on Nov 19, 2009 9:14 AM:

for the record I do not own a porn shop. It is so hard to type with these tears (laughing my a** off)in my eyes...it is amazing how quick to attack y'all are by a simple tongue in cheek (har dee har har) statement like the one I made...It's called sarcasm guys. and irony (pronounced I-run-nee not I-er-nee.) sheesh. Get a sense of humor. I was insulting the presence of the porn shop across from the school. you guys are just standing there with torches and pitchforks, aren't you?

lmarr wrote on Nov 18, 2009 10:18 PM:

Funny, I would have thought the life and safety of just one kid or the families coming and going would be worth more than a new gym... if I had children who would have to go to that school, I think it would be worth my time to investigate alternative education possibilities.

orecoast007 wrote on Nov 18, 2009 7:11 PM:

AMADEUS,I do not have a problem with your buisness, but I do not think the county should have allowed it across from an elementary school (BUNKER HILL SCHOOL). Better yet, the school board should have kept EastSide Elementary School open.....

fisches wrote on Nov 18, 2009 7:09 PM:

Hey, get a job and stop causing a traffic hazzard. Has there been a rash of kids running over the fence, through the parking lot and into 101?
If I was a teacher there I would be distracted by someone waving their hands and wandering around the school property. If he doesn't have business about his child at the school, he is loitering and needs to leave, find something else to do...like go to work.

Action Jackson wrote on Nov 18, 2009 6:58 PM:

Amadumass: Now I get why you are the way you are.. You own the porn shop, explains alot about your blogs. Thanks for the insight

Daniel Baumann wrote on Nov 18, 2009 3:32 PM:

GREAT JOB MR.KRALICEK,I just hope more parents will join you in your efforts..Maybe OSP,CBPD,or CCSO should have an unmarked/marked vehicle during the times of the flashing yellow light. DRIVERS:Please slow down in "ALL" school zones,so our children could be safe....

clairecat wrote on Nov 18, 2009 2:37 PM:

Tsunami and Just An Observer are exactly right. There is a plaque hanging in the gym with names of people who donated the money. Those people just happened to be on the school board/city council at the time the decision was made to close Eastside. Go figure. Maybe they'll move the school to I5.

clairecat wrote on Nov 18, 2009 1:33 PM:

I lived in CB when the school board decided to close Eastside and keep Bunker Hill open. Childrens safety and location were obviously not considered during this vote. how many lockdowns does a school need before people can open their eyes. It was a stupid decision.

themom wrote on Nov 18, 2009 1:09 PM:

The line that really got me was: "He’s talked to some other parents about joining him, but the idea hasn’t caught on." Sad, they'll only get involved AFTER something bad happens as a result of a speeding car, then scream bloody murder that something should have been done sooner.

tsunami wrote on Nov 18, 2009 1:09 PM:

the world is in collusion with the superintendent in promoting the auditorium over the safety of our kids.

amadeus wrote on Nov 18, 2009 12:58 PM:

can anyone tell him to direct the cars to the other side of the street where I am everyday, waving my arms trying to attract customers?

The Brutal Truth wrote on Nov 18, 2009 12:39 PM:

As it states in the article, the District chose to close Eastside instead due to the fact they had just spent quite a bit of money building the new gym/cafeteria at Bunker. It wouldn't make much sense (cents?) to close the school after making such an investment.

I don't think Bunker Hill is in any way unsafe due to its location. The buses load and unload out back of the school, far far away from the highway.

If anybody has some statistics documenting an alarming number of accidents or injuries from traffic at Bunker Hill, please post them up.

If not, I suppose you can always go back to complaining that the school is located across the street from a porno shop.

carefree highway wrote on Nov 18, 2009 12:13 PM:

This school is located in a bad place. Definitely need more VISUAL enforcement for the area.

Mr E wrote on Nov 18, 2009 12:07 PM:

First, there are less hazardous ways to slow traffic than to have a man screaming and pointing on the sidewalk, such as increasing the markings denoting that drivers are in a school zone, increasing lighting, striping, etc. That, or if you're really paranoid, one could find money to put "guard rails" between the sidewalk and the highway.
Second, apparently he's not upset that there are reckless drivers on this stretch, but that there are people likely going 35-40 MPH... while obviously above the speed limit, 35 is certainly not "reckless." Let's be honest, unless someone is traveling 75+ MPH (which isn't happening), their speed is going to have little to do with whether they drive out of a lane and jump a curb. Inattentiveness, though...

Here's the simple fact, Mark: if you want to improve the safety of the highway, perhaps you should talk to someone who knows something about traffic engineering, instead of squawking like a chicken. YOU are making that stretch of road slightly more dangerous, because YOU are distracting traffic.

Just An Observer wrote on Nov 18, 2009 12:00 PM:

Can someone make this guy a brightly painted sign that says "PLEASE SLOW DOWN FOR KIDS"? No point in having him ID'ed as a crazy guy on school grounds after all.

I'm surprised the PTA hasn't come on board for this. Or is there even a PTA any more? Where's the MADD women? They should step up to the plate on this one.

A question about why District 9 did not fix up the Eastside School in the first place is in order. Who in their right mind wants an elementary school on 101?

CB Lifer wrote on Nov 18, 2009 11:59 AM:

Awesome! Too bad we couldn't have an officer there all the time during school hours writing tickets! People run the red light there and the next one every morning as well. We need more attention to keeping our kids and grandkids safe!!

dan milburn wrote on Nov 18, 2009 11:37 AM:

What a load of crap! Put one of those radar signs there that show your speed as you enter the SCHOOL ZONE. If you are over the speed limit in the SCHOOL ZONE then you pay a ticket. PATROL IT! GIVE tickets! I went around that corner every day for nine years. I've seen it all from the church video taping the sinners across the street to the day the Millington Fire Department got a ticket for speeding in their brown flatbed truck. Quit talking about it and start writing tickets. The proceeds of the tickets will pay for the cost! I'm sick of hearing excuses from the cops. TICKETS MAKE BETTER DRIVERS!!! Do your dam job!

Just Me wrote on Nov 18, 2009 11:33 AM:

Way to go on your effort Mark, I applaud you!

tsunami wrote on Nov 18, 2009 11:20 AM:

does investing in a new auditorium make it worth risking our children to traffic hazards. i strongly believe that the superintendent has screwed priorities. we need people to look out for our children.
