FERC ignores Coos Bay LNG issue - again

Federal regulators won’t consider this month whether to allow development of a liquefied natural gas terminal proposed for Coos Bay.

The Federal Energy Regulatory Commission released the agenda for its Nov. 19 meeting Thursday and Jordan Cove Energy Project failed to make the list of topics. The decision to postpone consideration of the local project came despite numerous requests from local businesses, individuals and elected officials to provide an up or down vote.

The Oregon International Port of Coos Bay issued the first formal request to have the project put on the Nov. 19 meeting, followed shortly by Jordan Cove. A volley of letters followed, with 55 total coming from individuals, timber companies, small businesses and elected officials, joining the chorus of groups not necessarily endorsing the project, but calling for a vote.

Jordan Cove’s absence on the agenda came as somewhat of a surprise to Mike Gaul, executive director of the port. Speaking for himself, Gaul said he had expected some movement.

“I’m surprised and somewhat disappointed they are not responding to the community,” he said. “The community deserves to have an answer, whatever it is.”

Jordan Cove may not be on FERC’s agenda, but it will be discussed by the port at its meeting Thursday. The port, Jordan Cove and Weyerhaeuser Co., have negotiated a new deal that would extend a land purchase option agreement through the middle of 2011.

Both Gaul and Bob Braddock, Jordan Cove’s project manager, said they don’t expect Thursday’s announcement to affect the agreement.

“I don’t think it changes anything with us,” Gaul said.

The LNG developers continue to work on other aspects of the project, Braddock said. Last week, he met with state officials regarding construction permits, provided the project gets FERC approval.

“Other issues are being dealt with,” he said. “We attempt to keep everything independent from what has been going on with FERC.”

Opponents of the project insist the FERC Environmental Impact Statement for Jordan Cove’s project is incomplete. Among those unhappy with the final product is Gov. Ted Kulongoski, who has called on FERC to address concerns about the pipeline route and potential impacts on endangered species, according to a policy advisor in the governor’s office.

But Braddock said FERC officials have said they don’t need any more information from the developers. That has led to some    frustration.

“If you have unresolved things you can do something to resolve them,” Braddock said. “Right now we don’t have a clue. There has been no communication from them.”

FERC issued its final EIS for the project in May and Jordan Cove first asked to be on an agenda in July. Thursday’s meeting will be the fourth one since then without Jordan Cove on the agenda.

Braddock previously suggested FERC Chairman Jon Wellinghoff may be waiting until the commission has a full board. John Norris of Iowa, who President Barack Obama nominated in June, has been awaiting confirmation by the U.S. Senate since early October.

FERC has a policy of not commenting about the scheduling of its agenda.

Requests for meeting

The Federal Energy Regulatory Commission received dozens of requests in the past four weeks to schedule the Jordan Cove Energy Project on its November agenda. Many of the letters appear to have been based on a form letter provided to property owners whose land would be crossed by the pipeline. Their entries have a * next to them.

Rianza?

Madoff didn't seize innocent citizens' property for his "pipe dreams" now did he?

You think Bob Braddock has a right to seize Oregon Citizens' land?

Braddock doesn 't give a hoot, he's gittin a paycheck every week.

Rianza, Rianza, Rianza...They don't feel the need for those pesky things called facts...and they will NEVER answer questions or address issues head-on..

For example; I've asked how the "2x more expensive" claim can be legit? After all, haven't the value of most things changed in the last 3 years (that's when they first started screaming about it). The silence has been deafening.

I also asked about the employees; locally hired or moved here from elsewhere...won't they pay local taxes? Won't they send thier kids to our schools? Won't they buy local homes?

And if no locals qualify because of lack of education, as CS claims, won't that just drive our kids to get good educations so they can move back here to try and get jobs later in life?

You can ask for answers all you want, Rianza...all you will get is screaming, I'm afraid...

Dear MadHatter and Common Sense

Instead of merely taking pot-shots at those who disagree with you, please support your stance with some statistics and facts. You continue to use the word "scam" to describe this project. Please explain. Bernie Madhoff ran a scam. How does an LNG depot relate?

@Rianza

You ignored everything I said but one the fact I did move here. You are the ONLY unkind person I have met in Coos County, and I hope it stays that way.

As for LNG, its obvious even new people to the area can see it is a bad idea unless you have a vested ($$$) interest in it.

People so often think short term, and not 7 generations ahead. Too bad, so sad.

Dear MadHatter,

So you visited here for the first time - the only time? - one month ago? You don't live here, own a business here, don't pay taxes here, don't depend on the local economy to live and raise a family here?

Thank you for your input but you don't get a vote; both figuratively and literally. You are, like so many, opinionated but uninformed.

MadHatter wrote on Nov 18, 2009 5:32 PM:

Well RIANZA, this isn't about how much comes out of CA as waste, this is about Oregon. It's easy to confuse geography when talking about a global economy, but we are talking about local health and destruction to an environmental impacts. My first time to this city was roughly 1 month ago, and I wasn't appalled, I was captured by the beauty so much so I moved here. I found friendly, kind people who love the area and its nature. They don't want to see it destroyed and neither do I.

Local LNG supporters will face the voters, their neighbors and their political futures by continuing to receive special interest money, Real Estate commisions and legal fees for a project that endangers the Oregon Coast.
FERC isn't in a hurry to sign off on something that the Governor of Oregon says has issues that need to be resolved first. And federal folks just don't shove stuff like this past governor's noses without approval. Without the Governor's signing off on the project FERC won't shouldn't budge. EIC hasn't been completed, there is no MSDS information out there, there is no emergency plan evaluation. So how do supporters plan on getting approval before these things are completed? Obviously WEYCO and a few others have nervous bookeepers. The local LNG supporters are afraid the money the backers are flashing to grease the wheels of this explosive disaster waiting to happen are gonna miss their pockets. For some of them it's their only hope of graduating from political stooge to full time schills.
Call the Governor and tell him you don't want the same thing that happened in San Juan to happen here. What if the New Carissa had been carrying LNG?

"..destroy the beauty of the Oregon Coast and Coos County.."?!!! Have you taken a good look around lately?! Trust me - first time visitors to Coos Bay are appalled by the condition of this City. And you're worried about an LNG project in a tsunami zone? Give me a break. Do you have any idea how much hazardous material comes and goes out of SF/Oakland or Los Angeles ports each day? We are such a fickle lot - LNG is bad, but railroad tankers full of acid or natural gas, sitting in front of Tower Ford all those years - now that's OK. Let's not destroy the beauty of the Oregon coast - but let's not clean up our ravaged town that looks like post hurricane New Orleans. Get with it, folks. We have a lot of work to do if we're going to save this area from certain demise. And the LNG project is the perfect start.

MadHatter wrote on Nov 17, 2009 9:07 PM:

The more I learn about LNG, the more I realize it will destroy the beauty, and the county of Coos Bay.

Putting it in a Tsunami zone? Having those huge ships come in during winter storms? It doesn't take someone very long to realize this is a outrageously bad idea.

Coos County, and the Bay Area should focus on making green jobs, and recreation for the masses. Put this place on the map in a greener manner, not a destructive one that could ruin the bay and all we hold dear so easily. For example, if Cruise ships go to tiny little town in Alaska, why can't they come here, we have just as much if not more to offer!!!

For a Better Oregon wrote on Nov 17, 2009 11:02 AM:

If FERC does rule on this, then this project should be REJECTED outright due to the following:

EIS report flawed/incomplete.

No need for this project to Oregon or it's citizens for this EXPENSIVE gas.

Bob Braddock has always changed his so called facts on this project to try to slide it through the back door on everyone involved.

Air polluter that violates Oregon air quality laws.

Placement in Tsunami zone that violates 2002 Safety building requirements.

Finally, NO vote on this project even though the "MAJORITY" Oregon citizens are against this project.

P.S. To EVERYMAN (In the pipe business) There's a nice factual letter written about the FLAWED EIS report titled "Jordan Cove EIS lacks analysis" by Ron Sadler in the World newspaper's archives. You can come on here with every color of lipstick you want, these are your neighbors WHO ARE IN FAVOR OF Y0UR OREGON NEIGHBORS' LAND BEING SEIZED FOR CORPORATE PROFIT.

Braddock has already admitted no more than a handful of family wage jobs will even be offered locally.

It's no more than this corporate(and that is an exaggeration for these clowns)Circle-Jerk the citizens are being asked to pay for with their tax dollars AND THEIR PRIVATE PROPERTY.

So next time you see that Chamber logo, go in and ask these people why they want a foreign corporation to take their Oregon Neighbors' land.

Shame on you all, using this bully pulpit in your pocket to further the 'taking' of our private land through imminent domain.

Because your voice is allowed to be louder than ours, doesn't make it good for the people.

I have seen a number of comments on this subject that imply the poster speaks “for the people.” I am a people and you do not speak for me so those posters are clearly wrong. Other times people post that they speak for the majority, but I have seen no evidence to back that up. In fact a preponderance of evidence points to the opposite. There has been polling done in Coos County that indicated support. No Bay Area candidate identified as “anti-LNG” has been elected to local office, unless you count Bob Main. We will see how he does when his opponent isn’t a jerk (and that is all I have to say about that). Whereas pro-LNG candidates have been elected as have neutral candidates. Kevin Stufflebean has voted for LNG issues, was he recalled? I would submit to you that a majority of locals either support LNG or don’t care enough about it to base their votes on it. Let’s see some proof, not just opinions because even Dick Cheney has an opinion, and just having one doesn’t mean the majority shares it.

So EVERYMAN is in the pipe business?

Makes sense then why he is so pro for this Lng SCAM at Jordon Cove! Great points by Common Sense on why this project shouldn't be approved fast or at all (In my point of view)! I especially like the Democratic point of view on a state vote deciding the outcome of this project, since the majority will have to live with it (If by miracle it goes through after all the upcoming delays)! The WORLD newspaper has had 3 voting polls & every time this Lng at Jordon Cove has lost every time & other polls around the state it's been a loser for all the minority pro Lng'ers out there! EVERYMAN must have some special deal set up with Bob Braddock by his factLESS double talk in here that everyone can see is a desperate attempt to support this project anyway he can for obvious person gain being in the pipe business.

You have been saying the "2x more expensive" line for almost 3 years now...so am I to believe that although the ENTIRE economy has re-shifted values of commodities like oil, gold, corn, and even hog futures...that the price of Natural Gas has remained constant?

Please tell me the polls you site...

EVERYMAN (In the pipe business)...

You better read the article again, because there is a GOOD reason for this California LNG SCAM not to be ruled on yet (& shouldn't be ruled on yet):

1) EIS report has so many legal flaws & unanswered questions (More then answered questions) that if approved will immediately go into the court system to fight.

2) The UNANSWERED critical question, how many LNG terminals does Oregon/USA need when LNG is OVER 2X more expensive then USA's HUGH reserve/supply of domestic gas it has. Even story teller Bob Braddock admits his suppliers are not a 100% guananteed if there is any delay (Which there will be ALOT more coming in the future) in this project.

3) MOST importantly the MAJORITY of Oregon citizens are against this, thus your own Oregon leaders & FERC should respect that point of view & act on that point of view! If they are not sure if the majority wants this project, then let a vote decide it BEFORE FERC/Oregon permitting process decides it!

See EVERYMAN, maybe you should get informed/educated on the bigger picture here sorry....

If Jon Barton had not championed the letter writing campaign, half of those sending in form letters would not have. Did you notice how many of those Barton approached did not send letters. I wonder how many ORIGINAL letters could be generated in opposition? Not from all over the state, but just within sight of the planned project. And not form letters. I also wonder how many letter writers would have attached their name if they knew it would be published?

Bad assumption, Kay. It is not safe to assume that all those names are pro- or anti- LNG. Those are lay people or elected officials who wrote letters to FERC asking them to simply make a decision. They could just as easily be property owners who are anti- as they could be business owners who are pro-...either way, they just want the respect of a timely decision from FERC.
