Bandon police levy fails

27-vote margin kills tax

Bandon voters narrowly defeated a measure that would have provided more money to the city’s police department.

The Coos County Elections Office released totals Tuesday night that showed 51.5 percent of voters were opposed to the tax, while 48.5 favored the measure. About 53 percent (903) of the city’s registered voters cast ballots.

“Obviously, we are disappointed,” Bandon Mayor Mary Schamehorn said. “But we are also pleasantly surprised that it only failed by 27 votes.”

“We will think about bringing it back for another vote in May,” she said.

City Administrator Matt Winkel said Bandon has several options, with the first being asking the council whether it wants to float another levy request.

“We’re disappointed it didn’t happen, but heartened it was that close. We did no campaigning,” he said.

Another option the city will consider proposing is a transient occupancy tax or motel tax. It would tax anybody who stays in a vacation rental or recreational vehicle park, with the money funding the police department and tourism promotion.

Regardless, Winkel said, the city is moving up its timeline for doing budget projections. Staff will pull out budget data early next year, hoping to know in January or February exactly how revenue declines will impact the department.

Police Chief Bob Webb was not available to comment, but the department was hoping to use the money to keep its six officers on duty around the clock. The city has said a tight budget next year might prompt layoffs, perhaps an officer or an officer or a records clerk. Since no other towns are close by, mutual aid agreements for emergencies won’t necessarily keep the town covered at all times.

 “We’ll just have to try harder next year,” Bandon council member Mike Claassen said of another levy attempt. “A little bit more effort on our part and a little bit more diligence, and I think we could get it passed.”

The 5-year, $1.1 million operating tax levy would have increased Bandon’s property taxes by 56 cents per $1,000 of assessed property value, collecting $221,025 each year beginning in 2010-11.

It costs approximately $100,000 per year to maintain a police officer in Bandon.

Coos County voters rejected a similar levy in 2007 that would have supported the sheriff’s office.

If you can count, you would find the vote against the levy was NOT on a 2 to 1 ratio.

The current budget, if you hadn't noticed, does not include any funding for the former chief, that issue is in the past.

Maybe you should try to step into the present, and maybe if you have an axe to grind with the police you might try obeying the law. I'm sure the cops won't mind.

The Bandon PD does a very good job. The vote, in my opinion, was against the way the City does business with the citizens of Bandon, not against the Police Department.

If the Bandon cops are keeping their noses clean today, then hooray for them. However the past problems are recent past problems and it takes a LONG time to regain trust.


Negativity: Lots of negative things go on. I observe them and comment on them. Hope that helps your "wondering" problem...LOL! There are times I reek of sunshine and smiles when something Really Great happens too. Sorry I can't make your day every day but hey, your happiness is your problem, not mine.

You seem to be well versed on history, but what do you know about the PD in the past couple of years? Have you taken the time to meet the Chief, or any of the street cops? Doubtful.

Rather than taking the time to tear down the PD for past sins, and adding sarcasm (you know, the ol' donut thing), get off your duff and engage yourseld in the community.

Have noticed a lot of your posts reak of negaivity. Can only wonder why???

The Bandon police chief from some years ago had his BPST certs revoked for violating game laws and was found guilty. The Explorer program sex scandal in Bandon did it's share of damage for public trust as well. There is not a long time clean past of police conduct in Bandon.


Shallow Al, if you want to believe the current PD does well, that's fine but you won't find that over half of Bandon thinks the same way. If they did, the vote would have gone to the ayes. Budgets, bonds and such are tough enough to sell when times are good and everyone behaves perfectly. That's not the case in Bandon 2009.

In my opinion, this vote does not reflect on the Bandon Police Department, which does a very good job.

The outcome of the election is a direct response by the voter to the way the City Council, the Mayor and the City Administration treats the citizens of Bandon.

The City should step back and look at this lesson. Go ahead and bring another ballot up next spring. The results will be the same until some honest, possitive changes are made.

The real reason this thing didn't pass was because our property values in Bandon dropped about $100,000 yet our property taxes went up $100!

I don't want to hear a word about raising my property taxes from our city council again until my property value goes up $100,000 or my property taxes drop by about $1000.

You have citizens in Bandon, myself included, that would be lucky to sell their house for $250,000 right now, yet our property taxes are over $3500.

If I didn't know better I'd say the county is trying to bankrupt us and our city council is there to help them out.

To our wonderful officers of Bandon, please have many benefits and charity events so that the people that can afford to, and want to help you, can.

Serves the cops right to lose this election. See what happens when too many bad cop-no donut stories are out there? Credibility goes down and so do the ballot measures.


Come back after showing 10 years of outstanding professional behavior and maybe these elections go 52/48 the other way. Right now the suspects wear the badges...LOL!
