Officials outline emergency plans for LNG terminal

Coos Bay officials haven’t endorsed the local liquefied natural gas terminal project, but they have been working with the developer on emergency plans if the facility gets built.

The Coos Bay City Council will discuss Tuesday whether to enter into non-binding agreements with Jordan Cove Energy Project.

The city would need additional training, equipment and emergency response personnel if Jordan Cove decides to build, Acting City Manager Rodger Craddock wrote in a staff report. The agreements would ensure the city is compensated by Jordan Cove, but wouldn’t be a show of support for the project, he wrote.

“This action does not require nor imply the City’s endorsement of the project; it merely aids the City in recouping any costs or impacts should the project become a reality,” he wrote.

The council also is considering a 2.8 percent trash collection rate increase. Customers with a 35-gallon cart would pay $18.35 a month starting in December if a proposed resolution is adopted. The current rate for such users is $17.85 per month.

The meeting starts at 7 p.m. in council chambers at City Hall, 500 Central Ave.

1313 - My intension was not to brag. I just wanted to make a point that the American Dream is still alive in many areas of the US along with the rest of the world. Communities need to keep working on attracting businesses and building a tax base rather than asking for handouts from the State and Federal agencies. I find it comical (not really) that one of the Coos County Commissioner’s idea of generating income is to send the Federal Government a tax bill for the O&C land (Wagon Trail). Now that is thinking outside the box – reefer madness!

What are the chances of an explosion and fire at the LNG facility? This gas is a very powerful explosive substance. The chances are enough that it shouldn't be allowed except in an industrial zoned area away from the population. I lived in Empire when Georgia Pacific caught fire in Bunkerhill. I lived on Camman next to Sunset Middle School. The fire was so huge that it lit up the whole eastern sky fro miles. It was catastrophic. The Bandon fire that got started in the Gorse pile burnt the entire South Coast to the ground from Bandon to Reedsport. Look at the archives. Stuff happens! New Carissa? What if that had been LNG on board? And you want to put it where? If this project goes forward I guarantee you that the legal fees to fight injunction after injunction will break the bank. Remember the Billion dollar dam project and the 2" snail darter fish that stopped it? Common people, start researching every little loophole for stopping this thing and getting rid of the folks who are pushing it.

And speaking of potential disaster, I'd like to see a serious plan for deer and elk collisions. And let's not forget the geese at the airport. And sidewalks are now slick with oil and moss, and can someone do something about our town sinking every time they dredge? And what about.....

The facility is going to be built on the north spit in North Bays' Fire District not in Coos Bay, yet the City of Coos Bay wants equipment, training and personnel. Whatever the City of Coos bay gets you can bet that North Bend is going to want it also, and we might as well include Charleston too. What is reasonable? Seems like everyone just has their hands out trying to get something for free at the expense of this project.

A tank full of LNG subject to heating from a fire can burst causing what is known in firefighting as a BLEVE, short for "Boiling Liquid Expanding Vapor Explosion."
How big of a BLEVE would a LNG tanker and/or storage tanks cause? Does anyone know?

I am never surprised by the gullible people who read and write here. Had you spent one minute visiting the assessors web site before spending many minutes here, you would know that your friend "Ronnie Montrose" does not own property in Coos County or elsewhere where any LNG terminal is planned. And, my wife and I who will match him property for property are opposed to the insanity of local LNG.

It is clearly stated above by LNG that LNG has had accidents before. Inside the blast area of 2-1/2 miles is two schools, Madison Elementry and Sunset Middle School. There is a definate possibility of an accidental or even intentional explosion.( New Carissa) (San Juau explosion last week) This fireball would kill hundreds of little kids who have no say in where they go to school or what dangers are located near them.(along with many more people) Let them figure out how to relocate these schools away from the danger area before there is an accident. Let them convince the school district that there is absolutely NO RISK whatsoever to these children. Nonsense, it can't be done. Are you telling me you can't have childmolesters, guns or drug dealers near schools but you can put an LNG facility next to them in Coos Bay, Oregon? I say somebody needs to make a list of everbody who is for this LNG facility anyway. Let the community know who their real enemies are!

What does Mr. Montrose have to lose here in this SCAM anyway? He claims to be so "independently wealthy" and owns three more homes across the country, right? If, God forbid this thing blew up and us peons lost everything we owned, most of us would be left with nothing. All he would have to do is high tail it outta here and move to one of his other "homes" in another part of the country and be safe and sound!

I hate to throw out the "T" word here but what protection will LNG have from TERRORISM ATTACK! You know like a boat with explosives pulling up to the dock with a two-dollar timer and bag of fertalizer? How about a tracer bullet following an armor piercing round? How about Natural gas being pumped into the water supply lines and seeping in through the toilets and sinks and being ignited by a cell phone in the waste basket inside the facility? Careless smoking? Road flares dropped from planes? How do you protect something as explosive as this Substance? Why inside of our Bay? Why not Build docks out in the water away from our community? Why did everyone else turn you down?

To EVERYMAN - I am independently wealthy, and my home in North Bend is only one of the four homes I own across the country. I made my wealth in communities that put a lot of effort in attracting businesses. Something this area needs to do more of. I have never seen a more underutilized asset such as Coos Bay. Excuse the pun – but we are really missing the boat here. As far as the LNG project, I am in favor of it!
Everyone should rent the movie “Idiocracy”, and then people may realize what is happening to this community. The CAVE people know what they don’t want, but are unable to offer a rational or logical business plan to pull the area out of a death spiral.

If FERC doesn't require a FEMA plan prior to getting local approval of the LNG terminal then there something very wrong in the process. It needs to be addressed. You must not allow your Port Commission to move forward without it. It could be decided that you would need an advanced firefighting facility located on the North Spit with its own water and power supplies....and you would have to pay for it. Unless the Port clarifies this points immediatly and shows the community it is behaving resposibly then we will file an injunction in court halting the process until those issues and who is gonna pay for it are addressed. Let LNG prove to the court that no emergency plan is needed.

Please Mr. Coos Bay city manager explain how you will fight fires on the North Spit when there is an earthquake caused catastropic event and the water pipe from Empire is ruptured? Or how will you fight the fire when there is a catastrophic event off of the Empire dock area and there is a one mile wide fire ball? Or how you will and other families use the planned Empire Hollering Point that juts into the estuary and near approaching LNG vessels. Who reimburses the city for all of the Homeland Security and other agency demanded LNG docks security. And don't believe Mr. Braddock when he says there is a law that says he must pay. There is no such law.

There is a major FERC "cart before the horse" flaw accompanying agreements between communities and LNG developers: Although FERC requires LNG terminal developers to devise a "cost-sharing plan," FERC does not require community Emergency Response Plans until after an LNG terminal is permitted. Communities end up making financial agreements with the project developers before anyone knows what the actual requirements will be.

Taxpayers are likely to end up paying for more than they bargained, while the developer is likely to compensate the community for less than their fair share of the actual costs.
