Freeman lands job in Wash

Coos Bay’s former city manager has found a job as manager of an irrigation district in eastern Washington.

The Kennewick Irrigation District offered a $105,000 contract to Chuck Freeman on Tuesday morning to head the organization. He is slated to start his new job Nov. 2, if he accepts the post.

The district started searching for a manager after firing the previous officeholder in March, according to an article in the Tri-City Herald newspaper.

Three finalists had interviews with the district board and selected members of the water agency’s staff in recent weeks, said John Jaksch, president of the district board.

"We have a lot of infrastructure needs and he has a good track record with that," he said. "We need someone who is forward thinking."

The Coos Bay City Council fired Freeman Sept. 23 without a stated cause. Two days before his firing, Freeman told Mayor Jeff McKeown he shouldn’t be “f---ing with me,” and said he’d cause more heartburn than a former city employee who filed a lawsuit alleging wrongful termination.

Jaksch said he had read about Freeman's firing.

“It sounds like an unfortunate situation that happens in a professional career,” he said.

Freeman was absent from the meeting where he was fired, saying he had family matters to attend to in Washington.

Freeman could not be reached for comment on the latest development.

He received a $123,000 severance package from Coos Bay, but if he accepts the job in Kennewick, he’ll have to pay some of it back, said Coos Bay’s acting city manager Rodger Craddock. Freeman would keep a little more than $81,000, which is the equivalent of eight months’ salary. But he also received eight months worth of benefits. Freeman would have to pay a portion back if he takes the job in Washington.

The Mayor should keep his fingers out of everything. There is nothing worse than a micromanager to discount and eliminate what should have been a team of people (all who had ideas) for the betterment of the City. Good for Freeman, I wish him well. C.B. Business (as usual) Are you the head of the local NIMBY society here? What did you get? A parking lot?? Free Advertisement? Did you get to keep a monopoly on something? Contract? What was it? There are some of us that have heard from some of these people, we have heard the other side of this. The Mayor can be a busybody in matters.

I am going to let you have the last word but I really needed to be sure everyone was aware of your confusion, must be all that Vino..I have no respect, no support, and will be there daily at the court proceedings cheering Freeman, Howard, McClure and anyone else in this lawsuit against the Dis-Honorable Mayor of the Town of Coos Bay. Im sure when the litigation begins we will all know much more than what has appeared in this one sided newspaper. Get your bucket of popcorn and sit back and lets all watch together. And yes I will defend Mr Freeman And Scott Mcclure and all the ones left in the path of this Rogue Mayor and council. Noone will be sweeping anything under the rug what will happen is you and all the rest of the good ol boys will eat crow and hopefully a little some thing else...

Action Jackson, the story is not complete until the epilogue is told and that ending is some ways off. If you want to be a big time defender of Freeman, that's fine but I want a more complete picture when this story is told than you apparently wish to know. No sweeping of ANYTHING under the rug! A complete post-mortem is called for.


Then the voters can make an informed decision regarding how to handle any of Freeman's fallout, the mayor, the city council as well as the entire idea of these golden parachutes being part of the deal.

Gosh you know what is so funny about this whole situation? Everyone is so mad a furious with Mr. Freeman but has anyone thought about who caused this mess? The CEREMONIAL MAYOR Decided it would be in the best interest to fire Mr. Freeman when he was out of town. Also, Who cares what Mr. Freeman was doing on his vacation. I didnt know that everyone had to keep tabs on everyone else.
Yes, Mr. Freeman was paid out with a 6 figure deal but thats the price you pay when you have a majority of ignorant council members. They knew what the penalty was for firing without cause and they still followed through. If anyone should have to pay back the money to the taxpayers, the four brillant represenatives on the council should be the ones to blame.

"OBSERVER", I worked with Mr Freeman and if the money was paid in error there is no doubt he is upstanding and would take care of it. However, get a copy of his contract,he was fired without cause so yes lets look into why he was given 6 figures... The fact is the Mayor handled this very poorly and people like yourself cant see that and want to try to make an issue on Freeman. Have the Mayor write you a check and every other citizen that he has cost money, Freeman wasnt the first contract paid out and my guess he wont be the last. Alls I said was let Freeman get on with his life. His next job is really none of anyones Business

Action Jackson, since the sums of money run into 6 figures regarding this mess, there will be no "letting it go" and disappearing into the mists by citizens concerned with where their tax dollars went. att Fast Checker: maybe you people should get a life. If Mr Freeman chooses to go to another City because he was bullied by a Mayor that is his choice. If kennewick has issues that is their problem. The whole point is this City of Coos Bay needs to get on with their life as Freeman is doing. Also, reread and rewatch the meeting, Mr Freeman told the Mayor he couldnt attend his firing he had plans the Mayor chose to do it without him present. The Mayor had already confirmed his 4 votes before the meeting(illegal)and that is on the record. So please keep researching and get all the facts but lets get correct facts and as far as Freeman.. Let it go, Good luck Mr Freeman and hope you never look back at this situation again.

A review of past news articles in the Tri-City Herald indicate that the Kennewick Irrigation District has a far worse track record with managers than Coos Bay. These reports cite an over bearing board chairman as the culprit. It would seem Mr. Freeman has jumped from the frying pan into the fire. If he had such a problem with a mayor with an alleged domineering personality why would he choose to trade it for another? A review of the minutes of the irrigation district indicates that it is likely that Mr. Freeman was unable to attend the Coos Bay meeting because he was interviewing for his new job. Did he disclose he was about to get a new job and firing him would be a waste of tax money?

Please remind the readers that Mr. Freeman asked that his upcoming firing take place when he returned to town from his previously made plans. Mr. Mayor felt he had to move forward quickly and without Freeman in attendance, maybe it was hard to look him in the eye when he did another injustice. Well too bad for Coos Bay it is the mayors 100K mistake. Already it is apparent Freeman went to work for a more intelligent group. they looked at the great track record he came to Coos with and not the nightmare he walked into. You lost a good man, look at what he did before he got to Coos and watch what he does now that he has left. Do you really think this very employable man suddenly became a horrible employee, hello your city mayor hired him! Your silly mayor has so much ego that he could not even wait one week to right the supposed injustice to him. Everyone write a check for the mayors stupidity. And Mr. Freeman, I am confident you will do Kennewick proud Congratulations to them and you!

Why was the paragraph about Freeman using the "f" word necessary? Why can't the World editor understand that business owners read the local papers before getting serious about relocating. That paragraph served no purpose other than to tell us for at least the third time in as many weeks that Freeman's use of the word was heard by a World reporter. So what.

"Just An Observer" needs to get a life. How about paying attention to what is happening with you instead of waiting for information on what happens with Chuck Freeman and the Kennewick Irrigation District. It is none of your business.
If Mr. Freeman pusues a suit against the city of Coos Bay, I am sure The World will report on it. Until then, take care of your own house.

A severance package is just that severance package....the City should not ask for ANY of it back. I would call that Indian Giving. Or more typically like the Government...they give you something and then they want to take it back. Coos Bay...get over it and move on. However, I think Mr. Freeman did an excellent job with WHO and WHAT he had to deal with. Personally, I hope he does sue the City. They fired him for no stated reason? Just shows that there wasn't anything he did wrong...just Mayor McKeowen wanted him OUT.

There are a ton of takes I could make on that statement. All I want to know is what Freeman does in Kennewick over the next few years. Maybe The World will do a long term followup so we get a clearer picture of the current conflict's participants. McKeown isn't going anywhere so keeping up with him should be easy.


I also hope The World will keep us informed on how the severance payouts go and whether Freeman files any lawsuits.
