Facilitator says divisiveness is a detractor

COOS BAY — A facilitator with the League of Oregon Cities has given Coos Bay city councilors an incentive to resolve their differences.

A dysfunctional city council could negatively impact one of its primary goals: economic development, she warned. Prospective developers look for cities that function well.

“If you get grid-locked, they are going to be moving on to another town,” Jennie Messmer told councilors.

Messmer was in town to help the Coos Bay City Council move beyond the decision to fire its city manager.

Councilors on Monday considered ways to improve city business, such as holding work sessions with the entire council, instead of standing committees with only three councilors, and avoiding conversations via e-mail.

It also revisited the 4-3 vote that left the city without a permanent city manager.

Councilor Mark Daily said he and fellow dissenters Stephanie Kramer and John Pundt had not received the same information other councilors considered in their decision to fire Chuck Freeman.

“It was obvious we were not in the loop whatsoever,” he said. “I don’t know how I would trust any of these four people.”

Kramer said it was like a slap in the face when Mayor Jeff McKeown, and councilors Jon Eck, Gene Melton and Joanie Johnson voted to fire Chuck Freeman.

“You’ve got right now a totally split council,” she said.

McKeown disagreed. He pointed to the fact that councilors voted unanimously to appoint Rodger Craddock as the acting city manager and members shifted alliances when debating a city gas tax.

“We have a responsibility to go forward in a positive fashion,” he said.

Pundt appeared more willing to move past the vote, though he was frustrated there wasn’t more of an investigation, especially in light of Freeman’s $123,000 severance package.

“I’m not of any voting bloc. I’m here to work with all of you,” he said.

“But I do want to make better decisions.”

The council fired Freeman without cause and so an investigation was unnecessary, McKeown said. He took exception to the suggestion the decision was made in haste.

“Was this a frivolous, last-minute decision? Absolutely not,” McKeown said. “I felt this was the best decision for Coos Bay if the council agreed.”

Johnson disputed the suggestion the majority had conspired to fire Freeman. She said she thought the special meeting would be a normal performance review. She also accused Freeman of lying about where he would be and then goaded the council into firing him.

“I feel it was orchestrated,” she said.

Messmer said rehashing old decisions was counterproductive.

“You have to be committed to making it work or it’s not going to work,” she said.

She encouraged the council to make good communication skills a requirement for any future city manager and that it define what individual councilors should discuss with him.

She walked the councilors through a discussion of the city’s charter and offered tips on how to communicate well and avoid embarrassing situations.

The meeting attracted a few people familiar with city politics. Former councilor John Muenchrath attended, as well as the South Coast Development Council director, Sandra Messerle, and former council candidate Steve Pickering. None of them spoke.

Messmer’s not done yet with City Hall problems on the South Coast. She’s meeting with the Lakeside City Council tonight.

No, I don't mind your asking at all. Chuck Freeman is my neighbor "HERE" because we both "LIVE" in Washington. No I don't live in Coos Bay. I went to school with Jeff and we were choir boys together in church. As a person Jeff McKeown has been a great guy for the 50-plus years I have known him. I know three generations of Mains and yes I graduated from SWOCC. I was executive director of the Housing Authority for the Coquille tribe but I am Coos Indian and Cheroke. The reason I align with the Coquille tribe is because at one time we were all confederated. Coquille tribe went off on their own in the 1990's because they wanted a Casino. My tribal brother and chief of the Coos Tribe Chief Brainard chose not to. I live in the best of both worlds. But I don't live in Coos Bay. My children had to move on in order make a decent living because Coos Bay has serious problems. It took me 50-years and the death of my wife to wake up and move on. I have never been sorry.

This has been an issue since Verger was mayor and did not have anything better to do with her time than to argue with North Bend about who was going to get what parts of the New Carissa (flag or anchor). It seems some things never change. Wake up people! The Coos Bay city government does not care about us! They are not working for the betterment of our city and it citizens'. Their 'best' is not cutting it anymore.

I live in Coos Bay, I like it here, though not for the government...
But our business is in the county. Our business is environmentally very friendly, non-polluting and employs 17 people at good wages and benefits. When we wanted to expand in 1996 I went to CB city, and the only thing I got was a zoning map and "Good Luck in finding something". North Bend was even worse. We found a property there, but they said they would not accommodate us with zoning and basically told us to beat it.

The key to successfull business relationships within the community hasn't changed one bit. The "key" is customers go where they are invited and stay where they are well treated. Are customers being invited? Are customers being well treated? About the rest of these issues - I have a solution. Yes, a real down and out solution to fix things. Give Jeff McKeon a list of things to fix in like maybe 30-days. Make the city quit sinking, provide a multi-million dollar stimulus package to get the economy moving, fix the pot holes and do something about the weather. Go to meetings and require a progress report each week. PS, could somebody provide a list of the memebers of the good ol' boys club? Do they have a clubhouse? How do you get in it?

Having come from a smaller town than this a year ago in New Hampshire, I can effectively say to whoever commented on attending town meetings that that theory will not work. Almost everyone in our little community in New Hampshire attended the monthly town meetings, offering their opinions on new retail developments, and other suggestions for our community. Almost all of them got shut down immediately. What it comes down to is the richer people who provide the money to area businesses and sites have more of a say than the average Joe who loves their town/city.

Individual councilors on the governing body in a council/manager form of government cannot do anything by themselves. It takes a majority, thus singling one out as being ineffective is a waste of time, as are recalls when we have the ability to accomplish the same thing every two years (for no additional cost -- this isn't Wal-mart we don't need it immediately). Each member of the siting council was elected by us, the majority. Posting rantings without facts (btw your opinion is not a fact only your perception) is merely venting, reader beware.

c.b. businessman must be associated with one of the do nothing patronage receiving organizations like the Chamber or SCDC. Iwanttoknow, why there are so many folks that come up with the correct (in their opinion)answer while setting on a computer but cannot get out to attend a work session/regular meeting of the committees/counsels that study these concerns (what ever they maybe)before the decision(s) are made. All public meeting have a 'public comment' part. The only time this 'public comment' is taken away is during 'executive session.' Take advantage of public comments to share your wisdom or run for public office, that way everyone will tell you what is wrong with you. This is my opinion and I'm stickin' to it.

I love this city - which includes both CB and NB to me. We have a paradise here. Contrary to what I read about decisions the council makes, I would like to see it grow and prosper. I doubt that can happen with the 4 people always throwing down road blocks to progress. I continue to hope tho.

The restaurants are terrible, the shopping consists of a conglomerate of thrift stores, the workforce are uneducated inbred tweakers & drunks, your entire downtown should be condemned because it is sinking, your city council is run by Jerry's Kids, your school system is failing, your property tax is insanely high, your doctors are second rate bottom feeders cast aside by the big cities, your roads are a mishmash of patches, your drinking water is brown tinged toilet water, your sewer dumps regularly in the bay & the countryside is littered with junked out cars & double wide trailers.

The only thing you are going to attract is a hazardous waste disposal company.

It seems that everyone thinks the Mayor, the Council and the City Manager have god-like powers to somehow make the economy soar if only they had their act together. The reason our economy stinks is because there is such a small consumer base in the area and we are geographically isolated from population centers. That isn't going to change with new politicians. We have to elect people to the council that are hungry. People that are impacted by the poor economy. People with comfortable income levels, especially in CB/NB are not, nor have never been, effective leaders. The decisions they make have to impact them financially. As long as people keep voting for Mr. McKeown because of the accomplishments of his parents, he will be there. It's time that he agreed to be the mayor, not GOD, not a bully, not a dictator. The World reported that he has done his best imitation of Pontius Pilate and washed his hands of the mess that HE created. He will probably cost this city many hundreds of thousands of your tax dollars and the councilors who follow him like sheep who were elected to represent all of us don't seem to care. The problem with the City of Coos Bay can be boiled down to one factor - Jeff McKeown. Too bad the Good Ole Boys Club in this town wasn't bright enough to see that. Personally I think I might just move over to North Bend. They seem to have it more together than Coos Bay ever will!
