Dune lakes off limits to ATVs

There will be no more joyriding around the Beal and Snag lakes on the south end of the Oregon Dunes National Recreation Area.

Off-road enthusiasts who get a thrill skirting the perimeters of those dune lakes could face a fine of up to $5,000 or six months in jail for disturbing sensitive plant communities. The Siuslaw National Forest is implementing a Forest Closure Order prohibiting all vehicles from riding near the lakes because of the bog blueberry and other sensitive plant species.

The plant is rare on the Oregon Coast and Northern California, according to a press release from the USDA Forest Service, Pacific Northwest Region. Forest Service officials say motorists pose a considerable threat to fragile habitats.

“If it is rare and particularly sensitive, sometimes you have to exclude certain uses,” said Megan Harper, Bureau of Land Management spokeswoman.

BLM oversees a portion of the North Spit where similar restrictions apply. Certain areas there are closed to vehicles from March to September to protect the threatened Western snowy plover.

The Forest Service order also provides protection to a variety of unique species, such as the Western pond turtle, hoary elfin butterfly and bald eagles. Bog clubmoss, adder’s-tongue and the western lily are also protected under the measure.

There was a lengthy public comment period on the matter, but it was more than a decade ago.

Other forest management actions, such as the alcohol ban, have taken priority, prompting the agency to postpone putting the measure into effect.

“We’ve been remiss in not posting these orders for the last 15 years,” said Sharon Stewart, a recreation supervisor for the Central Coast Ranger District/Oregon Dunes National Recreation Area.

The restrictions stem from a 1994 Oregon Dunes Management Plan, the goal of which is to restore plant, fish and wildlife habitats in Management Area 10(F), which also includes Siltcoos, Loon, Carter, Lost, Perkins and Elbow lakes and the Tahkenitch Dunes.

The measure restricts motorists from 300 acres around Beal and 75 acres around Snag.

Horsfall Lake has been restricted for some time.

Signs are posted near the lakes advising motorists not to enter. Though hikers are still welcome.

Richard Burkholder, co-owner Spinreel Dune Buggy and ATV Rental in North Bend, isn’t worried about the restrictions hurting business.

“We’re on the north end (of the dunes) and none of our riders go down that far,” he said. “They’re not allowed.”

Others feel the measure takes that much more sand away from the ATV community.

“They start with a little, then they end up taking a lot,” said Doug Parker, owner of Parker’s ATV & Cycle in North Bend. “Slowly, they cut you off completely.”

Is the access road that goes from Hauser to the beach part of this closure. It would be hard for poeple camping at Horsfall to get to the beach or go to Spinreel without loading and unloading the ohv's

To Dan Milburn you said "You and I both know that unless you go balls to the wall through the sand you will get stuck!" Any one who plays in the sand know this isn't true, yes, there are idiots out there that that's all they do is go wide open out there. But between my few friends & I we have 8 trucks & 4 OHVs & when we decide to go all out it's going up steep hills. That's when you have to put the pedal to the metal.

It's a good thing they are doing this now while the dune fest and sand fest was gathering steam. Is there any way that we can slow things down any further? It's like the all the environmentalists have been banished to Oregon. Spotted Owl, Snowy Plover, Sea Lions at Bonneville, and who knows what else.

oregonduner wrote on Oct 14, 2009 6:48 PM:

honestly, i dont think it will effect most riders anyway. i dont think there is a trail or dunes all the way around either of these lakes. back in the day, we used to swim/take baths in beale lake when camping at hauser. there is only a few small places where it is accessable from the dunes. i can think of only one place that snag lake is accessable. depending on where the closers start, it will make little difference to us atvers.

No they didn't. They were bending down and just kinda gently holding them as to not hurt them and so they could get their little noses down there to smell them. And they were being supervised too!
Why don't you ride those rice burning noise makers in the dessert? You and I both know that unless you go balls to the wall through the sand you will get stuck!

As a person who came to the area in 1979, I have seen the Death of Logging, after Coos Bay lead the world in wood exports. The decline of fishing, and the absence of Shipping due to old docks. I moved to California due to no future in the area. The poeple who want their grandchildern to enjoy the area, won't have their wish come true because people will have no reason to go there. Florence, Newport, Cresent City/Brooking. That where poeple go who doesn't enjoy the dunes. Understand ODNRA is not Glamis, not would ATVER's would it to be either. There's a balance and the environmentist, there's no give.

Hey Milburn,

The little kid would have already beat me at destroying those flowers as soon as he/she ripped them from the ground.

You're a funny guy.

dan milburn wrote on Oct 14, 2009 2:18 PM:

The point is these "pools" as you call them are actually small lakes with a very fragile ecosystem. They are just two more pieces of the envirenment that will be completely destroyed by selfish acts of stupidity. Whats more important, a small area off limits to ATV riders out of virtually miles and miles of places open to riders - or just one more piece of this area permanently destroyed by short sided stupidity? Why don't you just walk up to a small child who is holding some flowers in their hand, marveling at their beauty and fragrance - and rip them out of their hand, throw them on the ground and grind them into the dirt with the heel of your ATV boot! Ruin your own world all you want but leave the grandchildren's future alone!

The Brutal truth , I doubt Mr Milburn or c.b. businessman understands the environment has been changing for millions of years long before those blasted internal combustion engines were thought of , if not we would be living with the dinosaurs and living in igloos in Coos Bay wondering if Pterodactyls were going to dive bomb us , and yes it would be nice if c.b. businessman would say what business's he owns so we could stay away from them , and I wonder how his business doesn't destroy the environment I am assuming its in a building thus destroying the habitat that was there before the building .

The Brutal Truth wrote on Oct 14, 2009 9:58 AM:

Milburn you're really blowing this out of proportion.

Not once have I mentioned sacrificing the environment for econmic growth. I would actually consider myself somewhat of an environmentalist. I love the outdoors, and do not want to see our natural beauty tarnished or our resources ruined.

But a couple of puddles in the dunes? Please.....

I'm not quite sure how you came to the conclusion that I'm some raving lunatic, hell-bent on keeping up the cashflow to the area at all costs, simply because I stick up for the ATV'ers in the dunes who are slowly losing their rights to recreate on THEIR OWN PUBLIC PROPERTY.

Its also comical that you somehow came to the conclusion that I live at home, frequent social networking sites, and watch Fox News.

Silly assumptions like that really put a ding in your credibility, and make you look like a ranting fool.

By the way if you are trying to mock my spelling of the word "environment", well, time to break out a dictionary buddy!

redman wrote on Oct 14, 2009 9:00 AM:

I actully remember when there were alot more areas out on the north spit & other areas in Coos County where you could go 4-wheeling but now the areas you can go are alot smaller.

thanks to the tree huggers & environmentalists

dan milburn wrote on Oct 14, 2009 1:10 AM:

Sorry about that confusion there hiluix
and brutal truth- given the nature of your arguments I should have minded my manners and used much smaller words. The fact is the "ENVIRONMENT" whether it be ocean shorlines, or rivers lakes and streams - is playing second fiddle to your area's need for " MONEY" and you don't seem to give a hoot what precious little envirenmental resources you spend to get it. You have traded your envirenmental soul for more "visitors money" to line your ignorant pockets with. What do you leave your grandchildren when there is nothing left? Answer that question or leave your mommy's computer tuned into myspace, facebook and fox news! Sorry to break this news to you but you are already too late. You can't bring back dead and you can't fix stupid!

"A well regulated militia, being necessary for the security of a free state, the right of the people to keep and bear arms, shall not be infringed." In this form it was submitted to the Senate, which passed it the following day.

Recall that the founding fathers came from a place of little security and to power full a government.
".

Standard Model scholars also stress that the right to keep and bear arms was seen as serving two purposes. First, it allowed individuals to defend themselves from outlaws of all kinds--not only ordinary criminals, but also soldiers and government officials who exceeded their authority, for in the legal and philosophical framework of the time no distinction was made between the two.[27] Just as importantly, the presence of an armed populace was seen as a check on government tyranny and on the power of a standing army. With the citizenry armed, imposing tyranny would be far more difficult than it would be with the citizenry.
Currently we as Americans find our self very close to losing all to a very corrupt government. Is it time to protect our sons and daughters from this new world order?

To c.b. businessman I guess those sand dunes where always there ? and not a function of erosion and tidal changes throughout thousands or hundreds of thousands of years , real geologic time not human time .

c.b. businessman wrote on Oct 13, 2009 2:18 PM:

To Brutal and Hiluix: Sorry boys, Dan Milburn's got it right on this one. Get rid of all the ATV's. They've totally destroyed the environment, and, everything in their way.

RedMan wrote on Oct 13, 2009 1:45 PM:

Just goes to show you how much bureaucratic BS is going on around here. I am a local off road enthusiast, I have a decent truck I take to the sand. With the price of gas around here & the more & more areas they are taking away pretty soon we wont be able to do anything fun

Hiluix wrote on Oct 13, 2009 12:08 PM:

Yes Mr Milburn ATVs are the sole source of all the evils in the county , fun will not be tolerated in the county of Coos .

The Brutal Truth wrote on Oct 13, 2009 12:03 PM:

Yet another brilliant post from the Peanut Gallery.

Dan, you think ATV's are to blame for killing off tide pool life & crawdads?

That ATV's are going to "finish off" whats left of the environment here?

Complete lunacy!

dan milburn wrote on Oct 13, 2009 9:40 AM:

When Governor Tom McCall ran things, it was cool. He had signs on I-5 telling people to NOT move here. His was the idea that our ENVIREMENT was more an important resource than economic expansion. I remember sea urchins and star fish in abundance at Sunset Bay. I remember Crawdads keeping the rivers clean. Guess what - you ruined it! You killed it with your greedy short-sitedness. Now enjoy the exhaust fumes and the racket these rice burners make while they finish off whatever is left before your grandchildren grow up.

Are we also going to outlaw the next tsunami that rolls through the sand dunes and destroys everything ?

The Brutal Truth wrote on Oct 12, 2009 8:42 AM:

MINDTWISTED,

You don't get it, and I can tell by your generalization that all OHV enthusiasts love to destroy the environment, that it isn't worth my time to argue with you.

I would also have to add that the use of the word "joyride" in the first sentence of the article was inappropriate. That term implies that the activity was illegal, which it has not been until now. I take it as a slant against ATV'ers.

MindTwisted wrote on Oct 12, 2009 7:43 AM:

Oh no, now the poor ATV riders only have a few thousand acres left to ride on with those cute little toy cars of theirs. What ever will they do? What fun is playing with an ATV if you can't destroy something beautiful while you're at it?

Mark Smith wrote on Oct 9, 2009 8:20 AM:

Oh come on guys so what if they get rid of ATVing. The local left is working on making this a cerebral area, not a physical area. We should do arts and crafts and give back to the land. Tourists just harm things, bring jobs which distract our community from the purpose, to sit and enjoy our california made money.

Now quit it before you upset the apple cart, once ATV's are gone, fishing will be next, those fisherman trample river grasses. And crabbing damages the sea floor. Hiking, the local fauna, hunting hurts tree bark with every miss.

The Brutal Truth wrote on Oct 8, 2009 7:55 PM:

What a joke.

LAME LAME LAME!!!

Doug Parker is right. They just take a little (or a lot, like everything between Spinreel & Winchester Bay) at a time until someday they'll probably shut it ALL down.

Duck wrote on Oct 8, 2009 7:32 PM:

Here we go. Soon they wont let us on the dunes AT ALL! The darn dunes have been used by ATV's FOR YEARS and now all of a sudden we pose a huge risk to this darn PLANT!! When they take the dunes away coos bay will just wither away that more lol. We drive from brooking and buy gas, food, and more when we visit but I am slowly running out of reasons to visit.

All the people from other states moving here and wanting things the way they were where they came from. So why'd they leave? I think they should all move back, and let us get back to being Orygun. Seemed to be getting along just fine without them 30-50 years ago.

It's too bad plants and animals have more rights than people. Pretty soon, there will be no riding in the sand whatsoever because of one reason or another. Can't drive on the beach and go have a bon fire like when we were kids. What a blast we had as a family doing that. My grandchilden don't get to enjoy that. Can't afford to take them to a State Park anymore either. Oh well....
