Coos Bay fires city manager

The city of Coos Bay needs a new city manager, after the former officeholder lost his job during a tense special session Wednesday night.

By a 4-3 vote, the city council fired Chuck Freeman. Councilors gave no reason for their decision, fearing a lawsuit. Mayor Jeff McKeown joined with councilors Jon Eck, Gene Melton and Joanie Johnson in voting to fire Freeman. Councilors Mark Daily, Stephanie Kramer and John Pundt voted nay.

The council then unanimously appointed police Chief Rodger Craddock to serve as acting city manager.

The firing came a little more than two years after the council hired Freeman away from Airway Heights, Wash., where he had served as city manager.

The council’s decision will cost the city between $140,000 and $170,000, according to estimates from Pundt. Freeman’s contract provides minimum severance pay of eight months salary, as well as benefits, and accrued sick leave and vacation.

McKeown said the funds could come out of the city’s carryover balance, though the final decision will be up to the council.

While McKeown and those in his voting bloc remained mostly mum, Freeman and his supporters held little back.

Freeman, who said he was with family in Washington state, communicated his displeasure over a speaker phone.

He said it was unfortunate he couldn’t “face my accusers” in person, then criticized McKeown’s conduct as mayor. He accused McKeown of leaking information to the media about souring relations within City Hall.

 He also argued that elected officials in Coos Bay had been overstepping their authority for two decades, and suggested he was being fired because he tried to rein in a mayor who overreached his authority.

“I have demonstrated my loyalty to the city,” he said. “The mayor is the problem.”

Councilor Daily made the next move. He handed an 11-page memo written by Freeman to city attorney Nate McClintock.

McClintock read it, detailing a series of incidents that Freeman claimed demonstrate a pattern of coercion on the part of the mayor and several councilors.

He read that the mayor lost favor with Freeman over a codes dispute Freeman had with one of McKeown’s friends, Leroy Bracelin, and accused him of violating the city charter by restricting Freeman’s access to councilors. The letter suggested the mayor thought Freeman was trying to subvert efforts to work with the chamber of commerce and argued the mayor met with city employees without inviting him.

Leroy Bracelin was at jury duty this morning, but his wife, Joan, said Freeman’s characterization of her husband as a longtime friend of McKeown’s was wrong.

“We are not social at all,” with the McKeowns, she said. “We were just floored” at what Freeman said.

Freeman also criticized Councilor Melton, noting he, Johnson and Pundt had met with South Coast Development Council Executive Director Sandra Messerle, then did not mention it to him.

“Clearly the City Manager is being undermined and his ability to do his job is being compromised,” his memo read.

Freeman also insisted he had no hidden agendas, treated all councilors the same and never lost his temper. That last comment produced some stifled chuckles from the audience, which included former city councilors, business owners and members of the Community Coalition of Empire.

After McClintock finished reading, Pundt suggested postponing the discussion a month, or at least until the city could consult with a facilitator to help it improve communication. He also said it was unfair to hold the meeting without Freeman present.

The motion failed.

Melton then proposed firing Freeman, which Johnson seconded.

Kramer condemned the decision. She said the council had given Freeman a stellar review in early summer.

“What has happened in the last three months?” she said. “I think this is so wrong. I can’t believe it.”

Daily argued Freeman was simply under stress. He argued that McKeown was getting angry over trivial matters and forgetting the council’s decisions, then blaming Freeman for his frustrations.

He also questioned Melton’s voting record, saying his decisions changed once he started getting financial advice from McKeown.

After the meeting, Melton said he saw no conflict in having McKeown, a financial advisor, help him with his savings, which he has done since the start of the year.

“All I am doing is buying stocks. He has no influence in my decisions, nor do I influence his decisions,” he said.

None of the councilors in favor of firing Freeman gave any reason for their decision. The only one who said anything was Johnson.

“I unequivocally support this decision with all my heart and I have thought it through very thoroughly,” she said.

After the meeting, McKeown said the city’s insurance carrier advised councilors not to explain their decision.

“Freeman has threatened us with a lawsuit,” he said.

Kramer suggested the reason the council fired Freeman was because he was too strong.

“He was following the charter and for that he gets canned,” she said.

She joined Freeman in suggesting the problem was the city’s elected officials, who fired the last permanent city manager, Scott McClure, after less than two years on the job.

McKeown disagreed, saying no one was more excited about hiring Freeman than he was, but things changed.

“Is the problem the council? No,” he said.

Melton, Eck and McKeown all said that they expect the city to run well in Freeman’s absence.

“We have a wonderful staff with excellent departments heads and excellent people in those departments,” McKeown said. “This is the right approach.”

It seems CB is blowing through City Managers with regularity. Either someone's not very good at hiring, or someone can't get along. Either way, the problem seems to be in Coos Bay.

Dan Milburn I too have close ties with Jan Willis she was my best friend although we travel in different circles, I still consider her my sister, she lived with my family for awhile, i never had a sister and she fits role very nicely. Jan has worked hard all her life. I love that corner on Michigan and now Camman, McCarty's lived on the other corner. The Strines ran the soda shop on wasson and newmark. By the way it was Eureka Fisheries. Everyone worked there on Saturdays picking shrimp and Saturday night the North Bend Community Building was the happening place or the motor view. Myself being a tribal member, I'm very sad about what is going on. Big bucks and politics tend to hinder some peoples thinking. We should always get along with our neighbors and look out for each other. Sad!Sad!! situation.Like I said before this is wound that will not heal for many moons. Trust is broken!! The old days, was that word stress even a word then. Jan and Dan these are our Golden Years can you believe it????

I can remember Empire before Coos Bay took over. Mckays was ran by Kenny McKay, and was my first paying job. Across the street was the EMPIRE BUILDER newspaper office, Rexal Drugs, Dieu's variety store, Western Bank, Western AUto and the surplus store. At the docks was Cape Arago Sawmill, hallmarks and the Coast Guard Station..........those were the days....

If the mayor wont honor the city charter, it wont matter who they hire as manager, they wont have a chance to do their job. Get rid of the mayor and the 3 councilors or don't bother to hire anyone. Voters, its our choice.

Close community partners helping friends is what? Undesireable? Look, Jeff McKeown and I attended the same church and schools since cubscouts. And Jan Willis was my neighbor and first crush when I was in grade school. Her mother taught me how to write for the newspaper!
These are great people that I have been blessed to know over 50-years. That they are involved in city government in North Bend and Coos Bay is a good thing.
Ronald Reagan once said "any jackass can tear down a barn door - but it takes courage and effort to build one". I see both of these people trying to build a barn door and I know that they could sure use less jackasses and more community help to do so.

I'm glad he's gone. I saw enough of his bs that went on with the skatepark project. Wish he would take his nightmare project with him and thanks again for letting the "special people" have their own skating time at the park before it was open to everyone else, that was really fair to everyone in this community.

Wasityou: thank you for bringing up an important point - that in effect a single person can't get the job done. And yes the voters have "previously" said no to annexation. But times have changed and I believe so has the will of the people. Why should there be two mayors less than 5-miles apart? Two police chiefs? Two fire chiefs? You have one airport, one Port facility, one hospital and one Walmart. The chiefs, Mayors, city officials all command huge salaries. You as citizens are paying the bills and getting lousy service from the people you are paying.
Annexation means less duplication of services and you will save a bundle of money to be used on more important things that promoting some blowhard who thinks he's better than you. It's time to lead, follow or get out of the way. Do you want your children to live better? Use the legislation available to you and fix this broken community or hide your head in shame for doing nothing.

This city is a mess. Yes I live and work here. I am glad Freeman is out as he did nothing to help but i guess mow some grass. The voters need to take a hard look at a council who use Urban Renewal money to pay their own business advertising, personal agendas, ect. We have the most hidious downtown facade who would want to visit. Run down sinking buildings. Buying and/or Leasing buildings the city has no business owning.(Theaters and Fish Plants) Lets rethink what we got. Develope our waterfront with nice buildings and tear down the rest. OH YEAH HISTORY BIG DEAL MOVE ON. GO LNG

Milburn, why do you think you can do something that the majority of people in BOTH Coos Bay and NorthBend have voted down at least twice over the years? Also why Coquille? Your plan doesn't seem realistic. It seems that the Mayor, City Council and Freeman are all guilty to some degree in Freeman being fired. Sounds like a lack of comunication.

I think the grand jury needs to start with questioning all of Jeff's cronies who just happen to be there that night. I am told they all looked like they they came for a hanging. I guess Chuck was not giving them the usual taxpayer handouts. Well all that has now changed. Things are back to normanl.

East Sider if you had read prior stories you would probably get along well with Rebecca1 and True Local. People from Washington and California are the ones keeping you city afloat. Chuck Freeman did care about Coos Bay that is why he saved the town so much money but I'm sure in your hippy way of life you don't listen to much politics you'd rather share your opinion on something you know so little about. But let me guess you didn't get your way and thats why Freeman is a lying jerk? And as for you QWCS its time to take off the tiedye and set your bike aside and realize outsiders is what Coos Bay needs. Haven't you looked around and seen the foreclosure or are you to busy hugging trees?

I challenge each of you to stop by city hall tomorrow and ask why Freeman was fired. you are tax payers and have the right to know. but the true answer is the mayor is walking a fine line and doesnt like being exposed. Did you know Coos Bay that the Freemans spent their weekends mowing and weeding your local cemetery from the day they arrived? No one in your little run down town cared about that, but those silly washington folks did. Did you know thattheir son attended your college and likely greeted you at a local store. See they brought something to your town. They brought passion and caring and honesty. Unfortunately you have a one man show running this god forsaken hovel and he was determined to run them out. Maybe Jeff should rename his town from Coos Bay to LOSE BAY. cause that is what he is creating. Freemans, congratulations for escaping this mess

For those of you who are interested, I will be running for Mayor in the next election. My campaign will be based on "change". I will draft a new city charter abolishing the City Coincil, the Mayor's office, and most city government as is presently structured.
I will then introduce a new charter which focuses on consolidating with both North Bend and Coquille. We would then incorporate into a single enity known as "Paradise". Each city will then elect "boardmembers" based on their qualifications to head the various community service. The boardmembers would then elect their own officers - including President of the board. Or - you can vote for somebody else and keep what you got now.

The biggest problem here is failing to recognise that a chain is only as strong as it's weakest link. The Mayor, the Council and the City Manager are the chain. Everybody commenting here is frustrated by the apparent lack of cooperation within this chain. This lack of cooperation is making the citizens of Coos Bay walk around with sacks over their heads in embarrassment while neighboring North Bend City runs smoothly and successfully. Was Freeman the weakest link? Maybe, maybe not. Just watch what the chain accomplishes - or doesn't - next and make up your own mind.

I would sign it also. I'm amazed that the mayor and 3 councelors can violate the public trust like this without reprocussions. Clearly 4 (a majority) made a decision prior to the meeting. Otherwise there would have been discussion and not intermediate one lined up already. Why doesn't the paper hold them accountable? I believe there are conflict of interests involved in every aspect of this mess. Ultimately the citizens are the ones that get short changed. We need to move forward and the 4 are stumbling blocks to that end.

First of all I don't think Jeff is smart enough to let go of the reins. I was not a huge fan of Chuck's. But ... he did not deserve to be treated this way.

Personally I smell a recall election for one Mayor and three City Council Members in our future. Anyone want to start the petition because I will definately sign it. Let's get rid of Jeff, John, Joanie, and Gene! They are running this community into the ground!

How, without discussion could these four arrive at a decision? Oh they did that prior to the meeting. You know, that’s why they got advice from the city insurance company on how to handle the decision. Seems like a violation of Oregon’s Open Meeting Law. What’s one more law I guess. Don't count on getting someone better. All prospective city managers would check out the record and would want to know what happened. It is obvious that the mayor wants to run the city. Let him then. I know from first hand experience that there can't be too chiefs in the same city and this one won't abide by the charter. When he finds out that he isn't as smart as he thinks he is, then he will let go of the reins.

Sorry this happened to you Mr.Freeman.. .I don't think Coos Bay will find a better city manager than you... Good luck to you... Maybe the city council will hire one of their buddy's...

Recall the Mayor and fire all council members and start a new administration for the City of Coos Bay. I have lived in many cities bigger and smaller and have never seen such fighting going on. Obviously Freeman did a good job at his previous positions and the council and mayor thought he would do the City good. Mayor just want to be the CENTER OF ATTENTION and if he is not, he will become a BIG crybaby, wah wah want my babba.

I think this is BS. Chuck was doing a fabulous job. No one can work with the Mayor it appears - at least not the City Managers. Two managers, Two years each and then both are canned. Think the Mayor has his NOSE so far in the air, he does not see what is going on under his nose or doesn't want to see. He does NOT like change and Chuck was doing just that. See...good report in early summer and now this? What the ????? Sure glad I'm moving out of this town!!!!!!!!!!!!!

Interesting way to conduct your second pole. One in Four questions is affirmative for firing while the other three relate to the opposition. Waters down the percentages for the opposition.
This is typical of this paper. Lets remeber that Jeff is installed by the good old boys and this paper is in bed with them.

My personal experience with the city manager's office involved moorage at the city docks gave me the opinion that Freeman is a lying jerk. Sure miss the people in the finance department that worked there for years.
With family in Washington? Hire someone who cares about Coos Bay next time.
That being said, we need a new city council and mayor. Their poor judgement in hiring Freeman is a good reason.

It doesn't matter who is right or wrong between Mayor McKeown or Mr. Freeman. The particulars don't change anything.

When there is a scrap between an employer and an employee, the employee always has to go.

Now if the Mayor, who is "employed" by the voters differs from the voters, we'll find out on election night.
