SCDC issues remain despite new contract

COOS BAY - The city of Coos Bay agreed this week to sign a new contract with the South Coast Development Council for help in revitalizing the city’s business districts.
The Urban Renewal Agency will pay the SCDC up to $25,000 to help with development in the two urban renewal districts in Empire and downtown Coos Bay. It includes a scope of work that will allow the city to determine if the SCDC is earning its money. It’s also based on hourly wages, which is a change from previous years, when the city provided a lump sum for service.
The service contract is in addition to the $10,000 membership dues paid annually by the city.
There is still a question, though, about whether the city must pay $25,000 from the past fiscal year. City Manager Chuck Freeman contends no contract was ever signed and so the city owes nothing.
Roger Gould, a member of the SCDC and its attorney, said the agreement between the city and SCDC was an evergreen contract. A new contract didn’t need to be written to be renewed. He said the city would have to provide written notice to get out of the contract, and the SCDC never received such a letter.
Urban Renewal Agency Chairman Gene Melton said the agency could consider a compromise on the fees at its next regular meeting Oct. 6.
