FERC snubs Jordan Cove

Federal officials won’t be talking about a proposal to build a liquefied natural gas terminal in Coos County when they meet next week.
The Federal Energy Regulatory Commission released an agenda for its Sept. 17 meeting Thursday and Jordan Cove Energy Project, the terminal developer, isn’t on it.
It’s the second time the FERC didn’t include the local project despite Jordan Cove’s request for a hearing. The developer’s attorneys also submitted a request to have an agenda item for FERC’s July hearing.
FERC spokeswoman Tamara Young-Allen said it’s not uncommon for the agency to spend more time on one project than another. She didn’t know why Jordan Cove was left off next week’s agenda.
“They generally don’t explain why items are on the agenda or not,” said spokeswoman Tamara Young-Allen.
“It varies for every project that is here.”
Project Manager Bob Braddock said he isn’t concerned about the lack of FERC attention.
“Unless it takes them until next June to get us on the agenda, it won’t impact our timeline,” he said.
Braddock said the more significant application process is the U.S. Army Corps of Engineers review, which is slated for consideration in May 2010. The Corps is charged with considering the project’s impact on navigable waterways. The deadline for the public to comment is Friday, Sept. 18.
As for the FERC process, Jordan Cove is waiting longer than the LNG project at Bradwood Landing, which has already received federal approval. Bradwood is a similar project that would build a terminal on the Columbia River west of Portland. The FERC issued its final environmental impact statement for that project in June 2008 and ruled the project could go forward the following September. FERC issued its ruling in the Jordan Cove project May 1.
One reason for the Jordan Cove delay might be that FERC has one empty position. The FERC may have its full complement of commissioners by the time it considers the Jordan Cove application.
The U.S. Senate Committee on Energy and Natural Resources is scheduled to consider the nomination of John Norris, former Iowa utility board member, to serve on FERC on Sept. 15. President Obama nominated him in June after the previous FERC chairman, a Bush appointee, resigned his post in January.
