Walla Walla eyes CB's city boss

Coos Bay’s city manager is one of seven finalists who hope to manage the city of Walla Walla, Wash.

Chuck Freeman was in the Eastern Washington city this week for a public reception and interview. He had not shared his news with city employees as of this morning, but he let city councilors and the mayor know last week.

“It’s a decision my wife and I are making together,” Freeman said this morning. “I have mixed emotions on it.”

It hasn’t been a trouble-free summer. In early July, turbulence over Freeman and Mayor Jeff McKeown’s communication and management styles seeped into council discussion. The city manager, who has been on the job two years and two months, sent councilors a two-page memo. It said McKeown had accused him of manipulating council members in an effort to stop the Bay Area Chamber of Commerce from running the city’s visitor information center. At the time, McKeown said it was a communication problem.

“We’re working on making the relationship stronger,” McKeown said today.

He said he would like to see the council communicate better with all city employees, and the city wants to work with the League of Oregon Cities to have a facilitator come in to oversee talking.

Freeman didn’t discuss those issues, but said no one has asked him to leave the city.

“If and when I get a job, I’ll provide more information,” he said.

Walla Walla’s council met in a closed session this week to discuss candidates, said the city’s clerk, Kammy Hill. She said the council is not expected to announce a hiring choice until early September.

Coos Bay Councilor Stephanie Kramer said she’s terribly disappointed Freeman may leave.

“I think he’s moving the city forward,” she said.

She credited him with making progress on the Hollering Place project, improving city staff and starting the virtual incubator program.

“He just is a take-charge person and gets it done,” she said.

The job would put Freeman in charge of a city government serving more than 57,000 residents. He is the only finalist from outside Washington, though he managed the city of Airport Heights in that state before coming to Coos Bay.

The job pays between $105,00 to $142,500 annually. Freeman earns nearly $122,500 a year in Coos Bay.

McKeown said if Freeman quits, the city would advertise the job nationally.

“My expectation is that this is an environment in which lots of people are looking for work. That would accelerate the process if we do go down that road,” he said.

It does not seem to be the same old clique. Just one Irish remnant and his fire dog who seem to be causing the problems. Get rid of those two and things might change.

Remember when Grile applied for a position with the city of Springfield and got canned by the city of CB right afterwards? It's always fun and games until someone loses a job down at CB City Hall. Maybe someday the voters of CB will quit voting in the same clique and actually embrace a change so we have a more functional government. Until that day comes you folks can expect more of the same.

Thank you CB Businessman for not letting me down. I knew that little ignorant school boy would dazzle us again with his wisdom. Just because some one has rich parents does not mean you are qualified to dictate to hard working, educated individuals on how you want the city to run. Now, my "beneficial" thought for the day for you to chew on is..Be careful who you bully it might come back to bite you. Rules were NOT made to be broken. Maybe we need another recall? How's that for beneficial?

CB businessman: come on quit with the fluff are you the mayor's mommy? if you really want to state your case tell us something substantial your mayor has done. I can name at least 5 things that Mr. Freeman has done to save this city money and draw people to Coos, but if he is not in the good old boys club it doesnt count for you. Come on get in the present century, this back slapping is old hat.

As always, Action J. again misses the boat on this one. Mckeown's doing a good job for the City and not "running" anyone off, and, his communication skills are just fine. Quit complaining for a change, and give us something beneficial.

This might be news worthy if the man actually got the job and was leaving but are we jumpin the gun people? How is this news? Why doesn't the editor do a story on why this City has had so many City Managers? Is there a common denominator in play? The Mayor said Communication is the problem, I read the same article a few weeks ago and I think the communication issue was the Mayors. Was he not asking the City Manager to report to the Mayor every time a councilor talked to him and what it was about? Please Mr. Freeman do not let Mckeowon run another off. Fight the good fight. I for one think you have done a good job.

Iwanttoknow why some of our Golden Men and Women who have left, achieved high management positions, and returned refuse to throw their hats into the ring to serve in a leadership position of a city/area that provided them with the basic training (backbone) to go out and succeed amongst strangers. My guess is this is because of McKewon. Remember the article about how the councilors were having a problem with McKewon overstepping his authority. My guess is Freeman does not want to be compromised by McKewon circumventing the Council.

I suggest we set up a process were we invite people who grew up here and went elsewhere to work to apply if the position comes open. A new generation of leadership would probably help!

Wow! With two of the biggest capital projects (fire station and visitor information center) the city has taken on in years it seems like a bad time to be changing horses in mid stream. Not to mention, Coos Bay is earning a bad reputation of running off city managers. With the importance of the work at hand and the difficulty of finding a suitable replacement that will ensue with the bad reputation, maybe it’s time to mend some fences so we can move forward.

Mr. Freeman has done a good job for who and what he has had to deal with in Coos Bay. He will find Walla Walla, if he gets the job, a much friendlier town than here. I came from Walla Walla, WA. It's a great place to live, if you like HOT and COLD weather...I don't, so I moved here.

I have to agree with FED UP. The local "talent" or lackthereof is largly responsible for this area being what it is. We vote locals into community leadership positions but have we really seen any improvement in opportunities or growth? Fresh blood into this area might bring fresh ideas as well.

I would much rather have someone in Chuck's position from out of the Southern Oregon Coast region. We need someone with a fresh set of eyes.

And Chuck, I for one will be sorry to see you go if you get the job. Your's is a tough one with all of us stubborn people shouting what we want.

I would have to disagree with Mr. Pickering regarding the "best for Coos Bay should already be in Coos Bay." I'd wager that if you checked on where the top 20% of local graduates are over the past 10 years, very very few are anywhere near home. I do not agree that a local would by default make the best choice, and there are many skilled people across the country that may be more qualified. Besides, I happen to feel it's the "locals" that got this area in the mess it's in... maybe it's time to have someone from the outside try to fix it...

Here we go again. If Chuck leaves, why do we need to do a national search. Hire someone who already lives here and has a track record of local commitment. Why do we always hear there is no one here qualified. Bull. We have hundreds of qualified people living in the Bay area, or at least within Oregon. Stop looking elsewhere for local needs. We have people right here.

I know we will hear “We want the best”. Well the best for Coos Bay should already be in Coos Bay, not living who knows where.

The same message to the Airport. Why are you spending Taxpayer money to look all over the country when you have Gene right there already and we know his skills? It’s not like we are building a new airport.
