The U.S. Army Corps of Engineers is seeking comments on the liquefied natural gas terminal proposed for Coos Bay’s North Spit.
The Federal Energy Regulatory Commission issued a final environmental impact statement in May, stating the project would have limited adverse environmental impacts. The project’s developers plan to build an access channel and boat slip on the Coos Bay North Spit. It includes an onshore LNG import and storage terminal on the bay side of the North Spit, and a 234-mile natural gas pipeline and associated infrastructure in Coos, Douglas, Jackson and Klamath counties.
FERC has siting authority, but the Army Corps has oversight, too.
“Our project managers will use data from FERC’s EIS to evaluate the probable impacts of the proposal, but will also collect and analyze other information, including public comments, that directly addresses our own evaluation criteria,” said Erik Petersen, chief of Portland District’s Regulatory Branch.
The Army Corps can consider impacts to navigable waters; discharge of dredged or fill material into rivers, streams and wetlands; and moving dredged material to dump in the ocean.
Public Notice NWP-2007-855/2008-592, available on the District’s Regulatory Branch Web site at
http://www.nwp.usace.army.mil/op/g/public.asp, describes the proposal in detail.
