NORTH BEND - Rep. Peter DeFazio didn’t have to fight with hecklers or shout down demonstrators at his last town hall meeting Thursday. The noise he had to contend with most was applause.

The more than 1,200 people who crammed into the North Bend Community Center clapped when the Springfield Democrat arrived, punctually at 5:15. Some cheered when he said he had read the health care bill, and they kept at it when he talked about pushing to increase Medicare reimbursements for Oregonians and to prevent patients from losing health care because of pre-existing conditions.

Others roared louder when a woman dressed in hospital greens told DeFazio not to give health care to people who don’t work. There also was a lot of applause when a different woman demanded malpractice tort reform and a man said health care reform would create a bigger bureaucracy.

DeFazio defended his own positions nimbly, returning repeatedly to several key themes. On tort reform, he endorsed a $500,000 cap unless a patient can prove doctor negligence.

He said business owners have told him they can’t keep up with the rising cost of health insurance. He’s also heard from patients who can’t get health coverage or who lost it because of technicalities. One patient was denied coverage for leukemia even though she had paid her premiums, because she didn’t report going to see her dermatologist. That’s one of his concerns with the existing system, DeFazio said.

“There are some big holes and problems with the system that need to be fixed,” he said.

His priority is to level Medicare reimbursement rates from state to state. He noted that if Medicare patients in Miami and North Bend undergo the same procedure, the Miami doctor could be paid twice as much because of rates established 40 years ago.

“We have to fix Medicare reimbursement rates before we give people a public option,” he said. A public option would be a government-run insurance plan, working alongside private insurance companies.

When some audience members suggested such a program could bankrupt private insurance companies, DeFazio fired back that at least one insurance executive makes $2 million a week.

“I think they can afford to cut back,” he said.

DeFazio said he opposed taxing private insurance benefits in order to cover the uninsured.

Several times during the evening, arguments broke out between audience members with divergent views. DeFazio used humor to cool tempers. When a woman accused Congress of trying to rush legislation before its August vacation, he replied: “This is a vacation? I’ve had better ones than this.”

He urged speakers to avoid the kind of behavior familiar to viewers of national cable news networks. “We’re Oregonians,” he said.

DeFazio also grappled with rumors suggesting the bill would give health care to illegal immigrants, would fund abortion and would create “death panels” that would cut off care for terminal or elderly patients. All untrue, he said. On the “death panel” issue, the congressman said the bill simply allows reimbursement to physicians for counseling patients about living wills, do-not-resuscitate orders and other end-of-life choices.

The issue resonated with Anne Morgan, a nurse practitioner who works in Bay Area Hospital’s palliative care program. She said she helps patients decide between enduring sometimes-arduous treatments and entering hospice care. There’s nothing about assisted suicide in those discussions, and reimbursing health care providers for providing that service makes sense, she said.

“I like the idea we can talk about it,” she said.

Several North Bend police officers were stationed in the audience, including Chief Steve Scibelli. They were ready to take on troublemakers, but none surfaced.

“I was extremely proud of the citizens of the Bay Area who were so civil to each other,” said Scibelli.

DeFazio was able to respond to about 25 people, though others were left with their hands raised when the meeting ended. At least one man didn’t mind going unheard. He wore tape over his mouth and carried a sign that read:

“The weakest argument usually shouts loudest!!!”

DeFazio spent the day touring the coast, speaking earlier at town halls in Brookings, Gold Beach and Port Orford. He resumes his 14-city tour Tuesday with a town hall in Junction City.

Actually I think more input is being heard now than in the last 8 years of the Bush Administration... We are lucky to have our representative come down and speak to us and hear our questions and concerns... Regardless of your stance it's nice to know that there is someone listening... It's just belligerent people IE: Hippies and Neocons that are making this argument impossible... They are the ones speaking the most and listening the least. Just realize that misinformed does not mean expert... Check your facts before you attack.

The words "socialism" and Hitler are being said here because of how they are being treated. Understand that socialism holds the government in higher regards than the individual. When our government makes decision without listening to the needs of the people, they get mad and later, they rebel. Our elected officials job is to represent the people (serve the people). Right now, too many decisions are being made without any of the people's input (stimulus package). The decision did not represent me or many people I know. You have to be in touch with the people you serve.

Billy Cassidy wrote on Aug 19, 2009 4:15 PM:

To put comments like socialism and fascism into context is needed with this discussion. Socialism can be good at one level and bad on another. For comparison, the USSR and the US have components of socialism. Both countries have a Constitution, as well. The difference is that the US Constitution is unique. There are check and balances in the system so that no one part of our society (judicial, government, etc.) do not have absolute power. When that was done in Russia, it meant "a system or condition of society in which the means of production are owned and controlled by the state". This led to some the execution of 120 million Jews and countless other Russian citizens. The problem was fascism. The ideology where the state is held in higher regard than the individual. That is the mistake that our government has made that makes people mad. They are to represent and serve the people. They no longer listen to the people. This creates statements like "Hitler" and Communism.

The POOR already have health insurance. It is called Medicaid, and it is a mess too since it is a government program.

Excellent comments Pepperment Patty.

Why dont we focus on nutrition and preventative measures rather than sick care and prescription drugs?

A whole world of health problems could be solved if people actually took responsibility and read food labels. If you cant pronounce it, dont eat it.

There has never been a prescriptive drug that cured anything.

I support the war in IRAQ. I support sending our troops to rescue the innocent people who would have been tortured for speaking their minds like you and I are doing right now. When you're strapped to a table and have your parts connected to a car battery, are you really going to be so concerned about who rescues you? Going into IRAQ for the oil I do not support. Saving men, women, and children I can get behind.

Remember the "little" problem with the armor for the troops and their vehicles? Remember the "little" issue over the WMD? What was wrong was that our government didn't think they could sell it to us on the merits of saving the lives of people who were being tortured and murdered.

So I guess the war in Iraq is a failure too then, since government funding NEVER works.

It's always so refreshing to read the comments posted to this site. I love to read how evil my neighbors are. Do you have any idea how this all reads?

Let me explain it to you in words you'll understand:

You think war and KILLING is good. It's a good thing for our government to spend money billions on but health care and HELPING those less fortunate then you is bad.

I'm pretty sure there will be a day of reckoning for all of you that support the war and don't support health care for the poor. I wouldn't want your afterlife.

MindTwisted wrote on Aug 18, 2009 7:06 AM:

The rot in our health care system runs too deep to be fixed with legislation. The insurance companies have everyone fighting against themselves, throwing around the word socialism, and thusly taking the focus off of the real problem: a for-profit medical industrial complex run by cold, heartless, fascist insurance corporations that don't care whether you live or die. The insurance companies run the show here, and nothing the democrats or republicans are suggesting does anything to change that.

Refusing to treat someone's preexisting condition is to sentence them to death (in most cases). When insurance companies tell a doctor to peruse a less effective form of treatment to save money that is the work of a real-life "death panel" in action.

This has nothing to do with Bush or Obama, democrats or republicans. This is simply what happens when capitalism goes unchecked...you end up with a for-profit medical system that refuses to practice preventative medicine and that literally throws people to the street when they can't pay their exorbitant medical bills.

ONe of the legitimate duties of government is protection of its citizens; ie, firemen, policemen, and the military. They are not in the same realm as health care which is a personal choice.

Citizen wrote on Aug 17, 2009 11:55 AM:

So thanks for proving a point Amadeus! Looks like us right wing wack jobs are right. So you're saying if we don't take your health care plan then our police and fire protection goes away? So if we take your health care will you then tell us we need to lose our guns our you'll take away our health care?

Tax payers foot the bill for all of this. You would put too much power into the hands of OUR government. Which you have to agree is out of touch with the people. If you ask me National Health Care should be voted on my every Legal Citizen of this country and not by career politicians.

Let us get something straight. I don't know what history lessons many of you have had, but Hitler was a fascist. Fascism is generally anti-liberal, anti-communist. Fascists believe that nations and/or races are in perpetual conflict whereby only the strong can survive by being healthy, vital, and by asserting themselves in conflict against the weak. The past eight years have seen a radical shift toward Fascist ideals.
The Bush Administration was not afraid to use quasi-totalitarian measures to quash any opposition to their methods. I, personally, had a visit from the FBI regarding an article in which I showed that Vice-President Cheney was war profiteering, that is, making money directly from the Iraq war. The agents questioned me directly about where i had attained my facts, and I showed the the Federal website which I used to obtain the financial disclosure information that every person in office has to file. They were intended to frighten me into silence.
So before we start calling anyone "Hitler", let us just look at the past 8 years...

Also on page 16, private insurance is phased out, so Mr. De Fazio did not tell the truth about keeping our own insurance. The president has stated more than once that his intentions are to eliminate the private health care system. This is totally not affordable. He has already quadrupled out deficit in 6 months, and then he wants a health system that is unsustainable. MEDICARE IS ALREADY BROKE AND LOOKING AT TRILLIONS OF DOLLARS OF UNFUNDED LIABILITIES ACCORDING TO THE CBO. ONE TRILLION IS $1,000,000,000,000. for those of you that have never seen it written out. If you confiscated every dollar that our wealthy have today, you would not have a trillion dollars.

Medicare is costing at least 9 times what it was projected to cost, and the baby boomers (the largest group ever to be insured) is just starting to use medicare. YIkes!!!

standupgal wrote on Aug 15, 2009 9:19 AM:

I cannot believe you "left wing nuts" think that socialism is the new "n" word. How disgusting!! This has nothing to do with race, it has to do with his far left wing policies and the Chicago thug tactics he is using to push his agenda. He is trying to intimidate those of us that oppose his policies with scare tactics and demonization. Read his mentor's book, RULES FOR RADICALs, and you will understand some of what he is doing.

As for those that compare this administration to Nazi Germany, in some ways they are correct. It has nothing to do with the death camps and the horrors. Nazi came from the abbreviation of the National Socialist Party in Germany. Hitler knew he could control the people by taking over the banks, businesses, and Health care and taking away their guns. By putting the power of the government in charge of people's access to MEDICAL CARE, they could control the population by DENYING health care to those that did not conform to the rules and regulations written by the all powerful HEALTH "czar", and those that they considered "undesirable.

WHAT?

Why is it when liberals have no good response the always resort to calling those who disagree with them racists or other derogatory terms? Socialism is a form of government that had proven to be a failure many times in world history. A racist is someone who finds it easier to hate someone without bothering to get to know them or listening to their ideas. Just because President Obama is black doesn't mean people should not point out when they think he's wrong.

You know he's our president too.

FALSE: FAMILIES WILL SAVE $2,500
Achieving large reductions in spending would require fundamental changes in the financing and delivery of healtcare. So far no fundamental changes are being considered.
FALSE: The bill is paid for. The nonpartisan budget office estimates a 239 - 597 billion deficit for the house and senate versions of the bill.
