County will re-examine LNG plan this month

County officials have set a date to reconsider an application to site a liquefied natural gas terminal in Coos County. The developers also hope federal regulators will rule up or down on their project next week.

Coos County commissioners will hold a hearing at 1:30 p.m. July 23 to reconsider Jordan Cove Energy Project’s land use application. The commissioners approved the application in December 2007, but opponents appealed to the Oregon Land Use Board of Appeals. The state body sent the issue back to the county, citing concerns about wetlands, archeological protections and the county’s estuary management plan. Those will be the only items for consideration at the hearing.

Meanwhile, attorneys for the energy company asked the Federal Energy Regulatory Commission to consider its siting application at FERC’s July 16 meeting.

“It would greatly facilitate ... the overall development of the Project if the Commission issues an order finding the Project consistent with the public interest at its July meeting,” wrote Janet Robins, an attorney for Jordan Cove.

FERC staff members would not say whether Jordan Cove would be on the agenda. FERC typically announces its agenda the Thursday before its regular meetings.

The Jordan Cove project will be the first LNG terminal application considered since President Obama appointed Jon Wellinghoff as chairman in January. The commission is down to four members, because the previous chairman stepped down and Congress hasn’t confirmed Obama’s nominee for the vacant seat, John Norris.

Project manager Bob Braddock said the letter was basically a reminder to federal officials that Jordan Cove wants the matter considered. He isn’t sure if the letter will have any impact.

FERC doesn’t meet in August. So if the Jordan Cove project isn’t heard July 16, it won’t be up for discussion until Sept. 17.

“It’s not a big deal,” Braddock said. “It would be nice to get that behind us.”

The federal agency isn’t soliciting public comments, but the county is. Anyone who would like to comment on the land-use application should submit written arguments by July 13. Oral testimony will be taken at the hearing, but the board will not consider new evidence, a press release said.
