Exchange program reports sex abuse

Friday's arrest of a Coquille businessman on sex abuse charges stemmed from an incident involving a foreign exchange student.

Curtis Jack is charged with first-degree and third-degree sex abuse involving a female teenager who had been attending school locally through a foreign exchange program, Deputy District Attorney Karen McClintock said. The teenager was participating in an exchange program through AYUSA Global Youth Exchange and had been living with Jack's family.

Coos County sheriff's deputies arrested the 53-year-old Friday, after someone from the exchange program reported the incident to police on Wednesday. Jack is on the Board of Directors of the Coquille Valley Hospital and ran unopposed for re-election this week. He also is the owner of Coquille Supply and is serving as the president of the Coquille Lions' Club.

Jack did not return messages left on his cell phone Tuesday and this  morning seeking comment.

Danielle Grijalva, the director of the Committee for Safety and Foreign Exchange Students, said cases of abuse of exchange students are not uncommon. But many incidents are not reported to local law enforcement, she added. The U.S. State Department oversees the AYUSA exchange program and the program is required to report any incidents to federal officials.

"In my opinion the Department of State needs to strengthen its standards," she said.

Grijalva said her office is looking into the case. In general, she said, exchange programs don't always support students who report abuse. Lax placement practices also have put children in unsuitable homes, Grijalva said.

McClintock said the student's limited amount of time in the country will have an impact on the case, as the girl may be needed to testify in a trial.

"We will have to keep that in mind," McClintock said Tuesday.

The case will go to the grand jury this week and Jack is scheduled to be in court for an arraignment on the charges or a preliminary hearing next week. The hearing is scheduled at 8:30 a.m., Tuesday.

To Coquillian: Shame on you for suggesting that SHE committed a crime and has something to pay for. I hope nobody in your family ever does anything to put you through a similar situation! Yes, by law, he is innocent until proven guilty. However, let's not forget about the damage he has already done to his family as it cannot be reversed.

Coquillian, I have no problem with printing the names of those who have committed crimes, regardless of their age. But it infuriates me that they would identify the victim, especially when she is a minor. Hasn't she already been through enough without adding to her embarrassment by publically identifying her? Legal or not, it is wrong. Perhaps the reporter should think of the most humiliating experience of her own life and publish it on the front page of the paper in the name of public interest.

What are you talking about, Coquillian? There are multiple laws regarding the release of information when the victim is a minor; the application of these laws vary by state.

And you think The World should print all the names victims, no matter how old??? As if they haven't suffered enough trauma already, lets plaster the most invasive, embarrassing thing that may have ever happened to them across the front page, along with their names. Keep in mind, the alleged victim here is NOT the one who "did the crime", as you so eloquently put it. We aren't talking about a crime committed by a juvenile...pay attention, please.

What The World did in this situation was wrong. They should be held accountable. And that is regardless of the guilt or innocense of the accused.

You are not correct. It is not illegal to identify the minor alleged victim in the story. My undstanding is the Word doesn't do so by name as a matter of policy. The World's right to do so, however is protected by the 1st Amendment. Freedom of the press. The girl's name, however, is now a matter of public record, and you can look it up with the court of you choose to do so.

There is no law against putting a victims name in the paper, and they didn't. Yes it is a small town and easy to figure out. Another fantasy is that juveniles names are illegal to print, not true. It is just a courtesy that newspapers have not done it for years. Personally, print all the names. If you want to do the crime, you suffer the consequences.

If you look on TSPC (and I stand corrected) it was a D9 Music teacher that was disciplined for inappropriate discipline techniques as it was worded on TSPC (public) website. (He does not appear to be employed there any more) You can search the website, and there is a master discipline list if you ever want to do any research. Sorry North Bend!! Not to just point the fingers at those in education but my point is don't paint all people who live in Coquille with the same brush. We have had people from every town cause a scandal, get arrested, etc. Each town/school district suffers when they do.

Dear World Newspaper; please explain to me how you can justify identifying a minor in this story when it is ILLEGAL to do so, for the sake and safety of the minor involved. And don't feed me the line about the student not being named in this story; YOU NAMED THE FAMILY, AND THAT THE ALLEGED ABUSE WAS AGAINST AN EXCHANGE STUDENT THAT WAS LIVING WITH THE FAMILY!! How many students do YOU think they hosted? If you are not supposed to "name" a minor who is the victim in this type of incident, then what you have done is reprehensible...

I hope you are soon contacted by local police to answer to this obvious violation of the law.

WHOA TSUNAMI!! Back off! I know that a Marshfield teacher was fired a few years back and was convicted of sexual abuse. What about the CBSD 9 Aide who solicited the student for drugs? How about the North Bend music teacher who was let go because they struck a student? MANY arrests in the paper are for those who do NOT live in Coquille. Don't give the law abiding citizens who live here a slap in the face. A majority of the county's criminals live in NORTH COUNTY, and if you were smart you would realize that is because a majority of the people live in NORTH COUNTY....

I know Curtis and his sweet wife and I wish people around here would wait until all the facts are in before spouting off. This county seems to be all for crusifying someone just to make news. If he's guilty then hold him accountable but not before.

First and foremost, I am saddened for this young exchange student and her family. How horrible that this is the experience she will have to take back with her to her country regarding life in America.

It isn't uncommon for people, who are like this man appears to be, to align themselves with programs that deal with young people and to hold positions in the community that might make others turn a blind eye.

Coquille deserves better than this from their 'upstanding' citizens. Because of that, ORECOAST007, I completely agree that this man should be removed from any post that deals with community service or making decisions for a public or community entity.

Considering the circumstances, if he IS guilty, individuals such as this shouldn't be allowed to make decisions regarding anyone, let alone themselves.
