Sheriff wants to hire five deputies

COQUILLE - Coos County Sheriff Andy Jackson wants to rehire five deputies - three for patrol and two for the jail. His plan is to have them on the job as early as May 1.

Jackson floated his idea before commissioners Tuesday, and not surprisingly, they liked it.

"I think the No. 1 priority for the county is public safety," Commissioner Bob Main said.

The total cost would be about $318,500.

 Jackson said his office had the money to hire five people this year, but decided not to the fill positions given the shaky conditions of Oregon Department of Corrections Community Corrections funding.

State community corrections passes money on to Coos County Community Corrections which, in turn, spends 37 percent of it budget on jail operations. Community Corrections Director Roy Wright penciled out budgets reflecting 10-, 20- and 30-percent cuts in state funding. A 30-percent cut would mean the department would be short about $230,000 on what it spends on the jail for the 2009-10 budget.

Even with the worst-case scenario cut to community corrections, Jackson said the sheriff's office still could afford the new hires. Money saved from leaving the jobs unfilled last year would plug the budget hole left by state cuts, while money in the 2009-10 budget would pay for new deputies.

Bringing two new corrections deputies into the jail does not mean it will be able to accommodate more inmates. Rather, it would reduce other costs.

"We would be saving a lot in overtime and extra help," Commissioner Nikki Whitty said.

The sheriff's office also applied for U.S. Department of Justice Office of Community Oriented Policing Services grants four additional patrol positions for three years. The catch is, if any of the four community patrol grants are approved, the county has to pay for a fourth year.

"I don't know how we will guarantee we could keep them," Whitty said.

 The board of commissioners could choose to turn down the grants if managers don't think the county has the money for a fourth year of salaries.

The sheriff, on the other hand, doesn't think keeping the positions funded by grants will be a problem. The office can either eliminate other positions after three years or, Jackson said, by then the economy may have turned around and enough money will be in the budget.

"I strongly think that we can," Jackson said.

What I am saying is that when deputys work OT their PERS goes up and so does the taxes. Sometimes it is just a wash to have a person on overtime vs. one on straight time. The benefit plan is static, yes, but everything else goes up. And not to mention that for the deputys patrolling the area it is dangerous for them to be on duty 12-14 hours a day. More deputys on duty mean more protection. A lot of the posts just sound like disgruntled criminals.....

If I as an American citizen living in Coos County went onto tribal land to make a citizen arrest I would probably be laughed away at the least or shot on site at the most, assuming the "natives" are even allowed to own guns.

Great news, more law enforcement in the county is realy needed.

Notice how whenever any public money is being spent, there are always some people who complain that it should have been spent on "schools and education!" Do ya think the OEA has a hand in such comments? We all want good education for the children of Coos County, but a better approach might be to dump the OEA and concentrate more on the kids and learning, rather than teacher's and supervisor's wages, benefits, and golden retirements!

I have always been in favor of the State Police funding being given to the individual county's with the requirement they maintain traffic enforcement in their own area/state hwy's, fish and game ect. Why have the duplicity in some areas? Of course leave some funding for weigh scales ect.. Funding for schools instead? Sure, find some similar grants and maybe-this is for law enforcement. Currently there are only seven patrol deputies, who can't even cover the county 24 hrs. The contract positions try to help out but are also contracted to work their specific jobs. This will at least put a couple more deputies on duty so that they can assist each other possibly cover 24 hrs instead of calling them out after they have gone home.

If we had a school district that would learn to live WITHIN their budget, the schools would not be in the shape they are in now. Do you people really think three new deputies will make a bit of difference? If you have ever dealt with our current deputies on a level other than being on the losing end of things you would know that you will not get a professional law enforcement individual. I given up on them. Don't try to contact their supervisor because it will be the same thing. We need a change that we will not see anytime soon. I know a few of you will defend them to the end of time,and so be it. Did you here any word about responding to calls they have chose not to answer because it was not on their "priority" list with the new deputies? Nope. New sheriff, new managers, and new deputies all with a good work ethic is whats needed. Not any time soon will we see it

I would love to see more deputies added to our county sheriff dept and less oregon state troopers.

Comparing the two, I have always been met with respect and a helpful attitude from our county deputies. The oregon state troopers are disrepectful and treat good citizens as if they are criminals. Who needs this?

I'd gladly vote to pay more county tax and less state tax to make this happen.

When deputys are paid overtime, you are right their medical ins costs are static. But, the PERS costs and taxes the county pays on the worker go UP. And not only that, why not employ 5 at straight time and have more people available for calls? In dispatch I am willing to bet they could also fund another person with the OT saved. And you get better service because they haven't been forced to work 12 hour shifts. Yes, forced. If someone does not sign up for the OT it is ASSIGNED.

It sounds good on the surface .But I am skeptical.Paying overtime is cheaper than hiring full time.If they can get 3 years for free basicly and we as county cititzens only pay for the fourth year then it is money well spent.we need to be sure though.Good job Andy but lets be sure

What the department would save on overtime,is in fact only a small amount of what it will actually cost the tax payers.You have to figure wages and the benefits is much more than what is spent on overtime.I guess Andy and group think they can BS all of us in to believing that bunch of crock,it isn't flying with me.Some of us can still add two and two,unfortunately for them.Just call it like it is.NO PHONY EXCUSES.
