Road official eyes machinery

COQUILLE - The Coos County Road Department has its equipment wish list ready and wants the Board of Commissioners to approve the purchases by the end of June. The department also is preparing to unload some of its old machinery.

"It's what is best for the county - best for the road department to do tasks efficiently," Coos County Roadmaster John Rowe said.

Tentatively, the price tag on the new equipment is around $720,000. The original cost was $766,000, but Rowe said some of the estimates seem too high. As proposals come in, the department may cut costs.

The roadmaster said the large upfront investment - the department also has plans for about $495,000 in equipment purchases in the 2009-10 budget - will pay off in efficient use of labor and less maintenance time and expense.

For example, the department wants to replace an old brush cutter it has spent $142,000 maintaining in recent years. A new one wouldn't cost much more than that, Rowe said. New equipment will spend less time in the county shop and if something does go wrong, it will be under warranty, he said.

"We know that a lot of the equipment needs to be replaced," Commission Chairwoman Nikki Whitty said, as Rowe presented his list to commissioners this week.

She, too, is concerned about the expense and time the road crew has to put keeping its equipment functional, but she agrees new equipment is necessary.

"What they are getting is no more efficient than what they have," former road worker Dennis Backman said.

The county laid off Backman and 21 others in January. However, Rowe said, at that time the equipment money was already in the budget, meaning money saved in layoffs isn't being spent for equipment.

Backman said upgrades may be necessary, but he doesn't see a good reason for buying new equipment in this troubled economy.

Rowe contends some of the upgrades are just of matter of playing catch up to what the private companies have had for years. He said a new small excavator and attachments the county is considering could be used for five different tasks, including excavating, ditching, compacting, augering and brush cutting.

"That's going to be a well-used machine," he said. "It will never sit idle."

Even with more efficient equipment, Backman told commissioners Wednesday he believes there won't be enough people to do the work. He said some jobs, such as grading, may require five people and other tasks, at least three.

Whitty said Backman made a valid point.

"John needs to be a little more clear about what work needs to be done," she said of the roadmaster's proposal.

"We have enough people," Rowe said. "This stuff will get used."

The commissioners didn't approve any purchases, but opted for another unscheduled meeting to find out whether the department has enough people to run the equipment and what work will be done with the machinery.

"There were some good questions asked," Whitty said.
The trade-up


Old stuff: Old Coos County road equipment will go to auction in Eugene on May 19. Professional auctioneers assessed the equipment the county can expect to receive as much as $97,000. "That's quite a bit more than in years past," said Roadmaster John Rowe. Auctions netted the county $12,000 in 2008, $10,000 in 2006 and $31,000 on 2004. The auctioneer takes 10 percent of the selling price.


Here's what is slated to go:


• 12 pickup trucks (Coos County Solid Waste may buy one).


• five 10-yard dump trucks (Solid Waste may buy two).


• two loaders.


• three small asphalt rollers.


• one motor graders.


• one semi dump truck.


• one flat bed trailer.


• one cab and chassis.


• also, a 1991 brush cutter may be used as a trade-in for a new brush cutter.


New stuff: Don't expect to see a shiny new excavator or brush cutter in the department's yard just yet. All purchases costing more than $5,000 must be approved by the Coos County Board of Commissioners. Rowe intends to bring each of the six equipment purchases before the board as proposals come in. The road department plans to spend $470,000 from its equipment purchase budget and transfer another $296,000 from the capital improvement budget for purchases.

It is so amazing that no matter what someone does there is a bunch of cry babies.this new equipment is probably the last the road department will see for a long time or ever.it will be nice to have a few pickups without scratches on the hood from cards and quarters slid across it for 3 to 5 hours a day under larys supervision

There are many of us who just don't get what is going on in that wasted space between your ears! How can you argue no monies...yet justify spending $700,000 on equipment! Why not give have community businesses fix and upgrade existing equipment! Keep monies here in coos county! THere is absolutely no excuse for the bad choices you are making!

First off I wouldn't be bragging about how much money you are making in the auction compared to years past. Looking at the list of vehicles I don't think you are getting such a good price. Then subtract the auctioneers fee and the cost of using several employees to transport them to Eugene and the great net proceeds gets several thousand dollars less. Comparing it to years past is like saying "look at how much I am getting for these ten dump trucks" compared to the 5 wheel barrows we sold last year. Duh. Also Mr. Rowe our county is not a "for profit" company that can use profit to buy new machinery. Wake up. You took a job that needs to work with what it has for now. Good times will come again, we can band-aid a lot of equipment until that time with your "private sector" upgrade monies. Commissioners, watch the spending please. We have not seen the bottom yet and you will need these monies just to maintain status quo.

I agree with Corona. Why is the equipment being hauled to Eugene (tons of gas money) to be sold, when there are so many people in this community (private citizens wanting to fix their own pot holes)that would purchase this equipment. Lane County does not need our money, but Coos County does. Why the rush to purchase new equipment? If they had to lay off employees due to funding the roadpuppetmaster shouldn't be purchasing anything. This whole situation is a mess. Kevin has made everyone in Coos County up in arms over his lies. He continues to lie daily as he can't remember the lie he told yesterday, so has to make up a new one to possibly cover the one he told before, even the one 5 minutes ago. And to the people who think it is the county workers being disgruntled, why then were there so many signatures turned in? There are only 22 road workers and over 5000 community memebers. What I want to know is why are they selling the old equipment in Eugene instead of here in Coos County. Our tax dollars purchased the equipment and we should have an opportunity to purchase the excess without having to travel all the way to Eugene.

Five people paving is not uncommon, one to run the paver and four laborers, to shovel and rake. It is a very labor intensive process! The job must be done, the only problem is now who will do it?

I agree, this does seem rather suspect to me too. It looks to me like Mr. Rowe is apparently Mr. Stufflebean's new puppet. This equipment purchase was all a part of Mr. Stufflebean's original plan. It is amazing that he was able to hire a Roadmaster that agrees completely with him on spending $722,000.00 for new equipment when the Road Department is supposedly in such dire straits for money to operate and found it necessary to gut the department last December in order to do so. Something is rotten in Denmark!

In Mrs. Stufflebeans article in The World she stated that Kevin had to step in and run the Road Department after Vans Elberg left, but that is not necessarily true. They had many very well qualified applicants for the RoadMaster job, but none of them were ever interviewed. Yet after laying off 60% of the workers, Mr. Stufflebean immediately not only hired a new Roadmaster, but gave him more money than was previously offered for the position of Roadmaster.

One machine does the work of five. Lets not even discuss cost. He has already admitted it will breakdown. Will the company he buys it from even be in business in 18 months to honor the warranty? Will the current people who work for the county be able to work on the new technology? Will you be able to buy parts for it a year from now? When it does break down you are now without the single machine that replaced five that you gave away at auction. You can't go and get other work done because you no longer have multiple pieces to choose from. People stand around being paid to wait. Or five pieces of equipment means five times the productivity. Five men working machines. Instead you have one man working and four watching.

Too bad those questions and many more were not asked and discussed before the workers were discharged. Whitty, you are a day late, a dollar short and you are next up for being recalled. CYA time for you is what you are trying to do now but it is not going to fly.
