Southwest Oregon Regional Airport, struggling to build ridership on Portland flights, has tapped its contingency fund to hire a public relations spokesman.

Coos County native Matthew Jarvis, also a broadcast newsman and owner of a startup weekly newspaper, will be paid $1,000 a month for 20 hours a week. Airport Executive Director Gary LeTellier explained that airport commissioners had urged him to get help with community relations in order to improve the airport's image.

"We need to get the message out in a positive way about northbound flights," LeTellier said. "There's been a lack of information on what we're doing with these routes."

LeTellier said he chose the 54-year-old Jarvis after talking to several people about the position. Described as experimental, the job started April 1. The board will re-evaluate it in 60 to 90 days.

Jarvis' duties will include handling media calls, writing press releases and possibly coordinating radio and TV spots. The airport did not advertise the job.

"We want to get the right message out there, pull it all together and get it through one person so we can get a cohesive message across," LeTellier said.

"We're a small business," LeTellier said. We need to do a better job with that. We thought that Matt could do that for us on an interim basis."

Money has been tight at the airport, which has laid off all four of its part-time employees due in part to the economic downturn and its effect on ridership. Jarvis' salary comes from the airport's contingency fund, not the general fund from which other salaries are paid.

"There's not enough money in the budget to put a person here on a full-time basis," LeTellier said. "We're trying to fill a need here in an efficient way with as least a cost as possible."

SkyWest Airlines, which offers flights to San Francisco and to Portland, reported 42 percent fewer tickets sold in February than Horizon Air sold the year before. Coos County Airport District commissioners discussed getting Federal Aviation Administration justification for the remaining personnel.

A Coos Bay resident, Jarvis has a 40-year multiple media background. He has worked for several Oregon radio and TV stations. He currently manages Jarvis Communications, does radio news for Bicoastal Media, is a stringer for KOBI Channel 5 in Medford and does play-by-play sports for Marshfield High School's radio station, KMHS, during the school year. Jarvis Communications includes a recently launched weekly newspaper and a Web site.

Jarvis said he doesn't think his other media ventures will conflict with his job at the airport.

"I can, and do, separate the two and look at this as more of an opportunity as a citizen, and taxpayer, of the community to step forward to help out and lend my expertise and energy to something I feel is a very positive aspect of our community during tough economic times," he said.

what a mess wrote on Apr 15, 2009 1:51 PM:

Wow lot's of complaints how many of you have ever been to a board meeting? Don't vote for Barton he helped create this mess. Gett off your duffs and show up if you don't like what's going on.

Q wrote on Apr 15, 2009 11:08 AM:

Ha! Complaining my arse...

Some of you may wonder why people who are revealing their disgusted feelings towards LeTellier and Board do it here instead of the meetings?

Because NOT ONE complaint has ever been resolved unless it benefited the pockets of those sitting on the other side, running the show.

Trust me, I'm not complaining about the price of the airline ticket - I have a solution for that already - DON'T BUY ONE.

But I will tell you this - you want to see a group of whining, complaining children? Let's revisit the Airport and Board a couple years from now. With closed terminals and collecting unemployment.

You can have all the product you want, but without demand (or at the very least, competitive pricing), you ain't got sh*t.

History of events of these Airport commissioner clowns:

1) Remodel old airport without securing long term airline company besides Horizon
2) Horizon announces plans to leave & Skywest comes on board with fewer flights then Horizon
3) Build NEW airport without securing long term airline company besides Skywest
4) Buy parking machines at 230K that last ONLY 7-10 years, where anyone can be dropped off at front door for NOTHING
5) Skywest has guaranteed contract if tthere is flights or not & airport has bbeen in negative every month so far
6) Hire this PR man Pat Jarvis for additional $$$ the Airport doesn't have

Gee...I wonder why people of this area & Tax payers everywhere are a little upset on how things are run...

If you really have a complaint, tell the appropriate people and they will give you facts instead of everyone having a thought and telling the WORLD. Talk to the Aiport Board or Staff, Talk to the Airlines themselves. That is the best way to communicate your Ideas and Complaints. Complaints on the Media Website are a waste of time and are for people that really are being children."Mommy, the Airline Tickets are to expensive"

I do attend meetings. I also speak up. The Old Terminal was leased out to an FBO as planed by the current and past boards. One FBO refused and decided to stay where they were. You can vote for one candidate who was part of this mess from the beginning, or you can vote for a candidate who has attended only one meeting and sat in the back without a comment (no participation), or you can vote for a candidate who attends not only the meetings, but the work sessions, who will be working for you on the current budget committee, and who will take a close look at all the airport property for current and future uses.

So how much does the airport board tag onto the tickets?

Iwanttoknow wrote on Apr 12, 2009 9:19 PM:

I want to know what the Airport District's plan is for the old terminal, the Airport Industrial Park and other properties the district controls. Maybe, they should sell (if there is any buyers)some of the excess properties (if any). Mr. Jarvis is a good person and should not be 'thrown under the bus' by us, the blogger's or by the Airport District. There seems a 'lot of bodies' have been thrown by folks in Coos County. If you want to help, get involved, attend meeting(speak up) you're entitled. Be proactive not reactive. This is my opinion, maybe. Bye

Ask the board how much they tag onto your ticket?

Good luck on trying to build Le Tellier up. He seems to always want to "take libertyies" with telling the truth. Some day the Board will (maybe) be willing to face this fact.

SORRY - but when I can drive down, drive back (from Portland mind you), get a hotel room AND room service for the same price it would cost me to buy a plane ticket - that's exactly my answer. Sorry... but no thanks.

Believe it or not, the fact still remains that the whole outfit has been stuck in the gimme gimme gimme mind set for a LONG time... take a look around. The economy is in the tank. Business sense needs to adjust, lest they sink or swim!

And those are the facts people. OTH - the next AIG.

Is this mess really beyond repair? Is there a way they could keep the flights and just cut every extra cost, including the spokesman, extended runway, advertising, staff, extra water for the landscape? We gotta get a clean bowl. This one needs flushing.

Observation Part 2 wrote on Apr 9, 2009 12:42 PM:

He can probably start with several trips to Portland, since the airport is already subsidizing unfilled seats on Skywest. And why stop with Portland, he can fly to San Francisco, too, and the airport can put him and his significant other up at 4 star hotels along the way. After all, it just won't do to have him stay at Motel 6!

So, watch the bills mount. If the experience of other communities serves as an example (I was a newsman in Reno, Nevada and saw this same behaviour there, as well, with elected officials and quasi government authorities like the North Bend Airport Commission).

Folks, face it, with a combination of projexts like a $1million visitor center in Coos Bay and and a spend happy airport commission that doesn't have a real plan to deal with an economic reality, you're flat out screwed.

George Soros is right: Americans have been living in a fools paradise that's gone forever.

Observation Part One wrote on Apr 9, 2009 12:41 PM:

There are a lot of things unanswered questions in the World's article regarding the appointment of Matt Jarvis to an "unadvertised" spokesperson position with the North Bend Airport.

The likelihood is that Mr. Jarvis "lobbied" the powers-that-be (read: cronies) at the airport with his "swell" idea to be airport spokeperson.

While it sounds like the airport is getting someone on the cheap at a $1000 a month, what about expenses? Obviously in order to do his "job" the spokesperson will think its in his purvue to travel outside of the area in order to further the vision of the airport, right? After all, he's not going to get anywhere writing press releases to The World newspaper or KCBY-TV, is he now?

To Free Ride wrote on Apr 9, 2009 10:33 AM:

Dont shoot the messenger wrote on Apr 9, 2009 10:25 AM:

I think that it is B.S. that this airport board needed to hire a spokesperson. With that said, please dont shoot the messenger. Matt Jarvis did not create the mess out there. He was just hired to convey the message. Matt is not giving us his opinion, he is simply the messenger. Keep Matt, get rid of everyone else.

Koastkat wrote on Apr 9, 2009 10:20 AM:

The problem isn't the image. It is the service, schedule and cost. It is now easier to drive to Portland than take a flight from North Bend. When will this inept board get a clue?

Q wrote on Apr 9, 2009 10:09 AM:

LeTellier and his cohort Helen have been pissing people off for years. I remember when they started a new fee for hospitality vehicles to come and pick up at the Airport, let alone park!

It was a complete outrage, meetings were held, Hoteliers and even shuttles that cater to Bandon Dunes opposed the Boards' eventual decision.

It has been made clear in the past and even now that LeTellier and Board do NOT care about the basics of generating revenue. Keep your local people, and the rest of the tourism industry happy, and they will take care of you.

Steve, I don't know you, but I can honestly say in the event you get voted in, I hope you do a better job in the place of these yahoos that have been running the show till now...

Given that operating a full sized crew cab pickup costs approximately $0.40/mile, I calculate that the Airport could save approximately $4000 per year by NOT allowing one of their employees to drive this Southwest Regional Airport vehicle back and forth to Lakeside every workday. Anyone else notice this vehicle? How can this waste be justified? The airport is short on money due to gross mismanagement of funds. It's time to gather signatures and file a local initiative to eliminate the Airport district.

You can put lipstick on the pig BUT it's still a pig. Hiring Mr. Jarvis is a euphemism for "WASTE 'O Money" - Which is something Mr. LeTellier and the rest of the Board have become experts... no amount of media spin is going to get a single person to change their mind about "OUR" airport... They have already run out of money advertising the northbound flights and that didn't work - so now it's on to the next really stupid idea. When do we see the resignations or do we really just have to recall everyone to get the message across - ENOUGH IS ENOUGH.

All the "hype" and marketing will do nothing, at this point. Except spend more money to be thrown into the hole that has been getting deeper by the month.
It still comes down to this:
1. People are not happy with the way the airport has been managed, by the manager or the board.
2. People are not happy with the cost of airline tickets to and from Portland.
3. It will take more than hiring a song and dance guy to get this airport back on track.
So, what will it take?????
First, replace those on the board.
Second, replace the airport manager.
Third, lower the cost of the flights, down to a real buy, for people to get back in the interest of flying once again.
It is the people who buy tickets that will keep the airline and the airport in business.
All the bad press, all the bad decisions, all have created a feeling of distrust and frustration from those who would use the airport.
To the airport board,
Stop digging yourself deeper!!!!!!

Let's get something straight once and for all.

Falling ticket sales are overwhelmingly due to the Airport and Board's alienation of the non-golfing public. To connect it largely to a downturn in the economy is patently false.

Now, more money is going to be spent to put a spin on the same old management style that literally risks bankruptcy?

You cannot successfully spin parking fees, expensive artwork, ugly building, bad connections, unreliable schedules and skyrocketing cost (more than $50,000 every month, month in, month our) into something acceptable to the local public just by hiring someone to "explain" it to us. We are not that stupid. And we are done being gullible.
