Coquille officer awaits formal charge

The Coos County District Attorney's Office has not filed formal charges yet against the former Coquille police officer accused of providing alcohol to a minor and soliciting sex from another.

Coos County District Attorney R. Paul Frasier said he is waiting for reports from the Coos Bay Police Department involving former officer James Bryant before making any decisions.

"Coos Bay has been swamped with some sex abuse cases that came in ahead of this," the DA said.

Police arrested Bryant on March 18 on charges of attempted contributing to the sexual delinquency of a minor and furnishing alcohol to a minor. Police started an investigation after a citizen called police alleging Bryant gave alcohol to a teenage girl and solicited another to engage in a sexual act in Coos Bay on March 17 or 18.

Coquille police handed the investigation over to the Coos Bay Police Department, which arrested Bryant. He was released after his arrest. Coquille Police Chief Mark Dannels said he placed Bryant on administrative leave after the arrest. Last week, the eight-year department veteran resigned.

Coquille hired Reserve Sgt. Dave Chapelle on a half-time, temporary basis to help cover shifts while the department searches for another officer.

"We are just trying to regroup," Dannels said. "It's been trying times, but we will get through them."

Frasier said Coos Bay should have the reports on the March incident wrapped up soon.

"I'm hoping by the end of this week we will have them," Frasier said.

Bryant was one of two officers involved in the Jan. 12, 2008, arrest that left Coquille resident Carl T. Foster paralyzed. Bryant and fellow officer Chris Webley pulled Foster to the ground after the man resisted arrest in connection with a criminal mischief incident the day before. A Coos County grand jury reviewed the case and did not find the officers used excessive force against the man.

If you really stood for what you say you would not defend Carl Foster. Where you there do you know what he did or didn't do? No you don't. You are just a anti-police figure no matter what. Foster did a person crime against a poor woman. That is way worse then what both the Coquille Officers got fired for, but yet you defend Foster and not the poor Coquille woman you got victimized by him, a real Coquille citizen. You talk way to much without knowing your facts first, just like newspapers. You should leave like you were going to and go live in Eugene were you would fit in much better.

So County-- they can sigh a relief uh?? Don't think so, not with an officer that did his job good and got a lot of criminals off the street, oh wait I forgot most of the Coquille residents don't want that, they want the criminals to take over the town and have a lawless city, hope you all can protect yourself, cause Coquille is headed for disaster. Good Luck Coquille. If you are a law abiding citizen who respects the law and officers, get out while you can, before the town is took over by the drugs and criminals.

The track coach was treated the same only by Dannels. Had they done an investigation they would have found no basis for her arrest and having her life turned upside down. I am beginning to mistrust all PO's to the point I do not know if I would call them in an emergency.

Hopefully the DA sees through the bs of the Coos Bay PD and sees Bryant is innocent. This whole investigation from the beginning is a joke, you don't arresst someone on heresay, then do an investigation, they have not filed anything because they have nothing. Coos Bay screwed up, and so did Coquille. Admit it and just leave Bryant alone, you all got what you wanted. The man is innocent. If the DA is smart he will see that. The DA knows Bryant was a professional and did his job by the book.

Exactly right, this whole thing is nothing but a witch hunt, Coos Bay PD is a joke, somebody there wanted Bryant out because he was doing his job better, making them all look bad. We all know when it came to duii's Bryant was the one getting them. Way to go Dannel's backing your best officer there, you just lost the best thing that has happened to that department since he began. He did his job by the book and the best. You just wanted to make yourself look good, sorry to say but your stats will be going down, ahhhh what a shame. Thats ok Officer Bryant didn't do anything wrong except be accused of something he didn't do, have his life turned upside down for NOTHING!

So If I get this right, tell me if I am wrong, Coos Bay Police Arrest someone AND THEN investigates? The DA Said they are waiting for the reports, what about a speedy trial? Is that how it works? "Hey Officer Jim Bryant did this, this and this." ARREST NOPW lets investigate. If this is how they treat people in Coos Bay and the DA puts up with it, well the system truely is broken. Innocent until PROVEN guilty, means you should have the proof and evidence BEFORE the arrest! Coos Bay PD is a JOKE! The DA too.

Continue to defend these criminal officers. I've met Mr Bryant in person, and never in my life had I felt as threatened by anyone as I was by him. I've never met a police officer who holds onto his gun for a traffic stop involving a local, unless there was reasonable suspicion of violence.

Coquille Police Department has demonstrated a weakness: Police Accountability. I hope those in the authority position take this seriously. I know I wouldn't want to be paralyzed during an arrest or have a police officer proposition my daughter.

Felony or misdeameanor matters not, when you are placed under arrest you are supposed to cooperate. Mr. Foster made the choice to chase an elderly woman with a hammer. He made the choice to resist. Why don't you put something in there aboue PERSONAL RESPONSIBILITY. What are the cops supposed to do? Say, "Oh, honey, you don't feel like going to jail today. Well, we will come back when you are ready." Maybe they should take that approach when you are a victim and see how you like it.

Yes, there are good things in the "World" but there are also injustices & thing that need to be set right. For one thing, Carl Foster will always be paralyzed from the neck down. He got a life sentence. For what? A misdemeanor.

Personally, I think the World Newspaper does a pretty good job in balancing the positive & the negative news. Police accountability is not something to be taken lightly.

The story about the officers misconduct on March 17 or 18 is what this article should be about. Why does the world need to bring up an old case re: Mr. Foster? What does it have to do with the story at hand? Shame on you 'World' for feeling the need to refuel an old fire! This community already has enough to deal with without bringing up the past. Might I remind you too that both Bryant and Webley were cleared of any wrong doing. Stick to the story!!

A Coos Bay man is looking at 12 years for using a camera, at least the camera performed - evidently.

Bryant won't get as much as his crony did for stealing thousands right out from under the DA's nose.

This is another bad one. Myrtle Point had one Coquille had two. Maybe what goes around comes around. I think the DA is scared in my book to charge Bryant with a crime because of his prior arrest cases he made in town.
