Question: Our taxes for the Lower Umpqua Hospital are going higher every year and it seems we are getting fewer services for them. Broken bones are sent to Coos Bay and heart affairs are sent to Eugene. Even physical therapy cases are sent to Florence.

Recently, 16 people were laid off. Where is this money going? Has the hospital director had a raise? She makes $100,000 a year now.

Answer: According to Douglas County Tax Assessor Ron Northcraft, Measure 50 passed in 1999 allowed for an automatic 3 percent raise in taxes for the Lower Umpqua Hospital District each year.

In terms of the property tax rate, it is currently $3.97 per $1,000 of assessed value and has been the same rate since 2001.

As to the salary of the administrator, Sandra Reese earned $120,000 per year until October 2008. The Lower Umpqua Health District approved a new five-year contract for her at that time, increasing the salary to $165,000 annually.

Health district board members are Dorothy Denman, Jim Akre, Dr. Dale Harris, Sid Boddy and Alan Chaney.

I'm in agreement with all of what Snoopydog says. Sandra rescued LUH, not once, but twice!

The board needs to communicate better (beforehand) with the employees in these times though, as emotions and finances are very stressed. Offering employees good communication and transitional job support is very important!

There's a nice book employees were given upon entry into a place where I worked titled "Who Moved My Cheese?" It was a bit of a psychological help when the non-profit I worked at had to downsize, because simply said, change happens.

And Orphanaknee is YOUR real name? The things written here are not unfounded "nasty" accusations Sylvia, they are the truth. I no longer work for LUH but I know a lot of people who do and they need to be able to say what is going on without the threat of unemployment. No one is going to use their real name when they have a family to feed and stress to release. By the way, I posted my real name at the top of my comment, CharlieBrown was supposed to be a Joke since Rick used Snoopy ....but I don't know who Echo is...maybe we just feel the same way about what is going on at LUH. My family and I are leaving the area and I know of many more families planning the same. We have nothing left to lose, nothing to gain here either, we can't change what is going on at LUH, but we can let others know just how bad it is.
Maybe someday, someone will make a change.

It seems to me, after the article in the Umpqua Post, that the Board is not interested in changing. Dr Law is also keeping in step with the Board, right or wrong. So Reese has declined raises in the past? Only so she could accept the "bonuses" that were paid to her. If she refused raises in the past when the economy was good, why did she accept a pay raise with the economy the way it is now? Laying off 16 people is not an overnight decision, she had to know this was coming and if not, why isn't she being held accountable?
The bottom line is this, change is inevitable. How that change happens is another story. Reese and the Board of Directors are not willing to make positive change which means they are willing to "sink the ship".

The hospital board members are sworn to not recieve any information from outside sources without the other members present. Though this may appear to be done in the interest of protecting the board from rumors, it keeps board members in a position of being 'yes' mindless automatoms to the hospital administration and Dunes Family Medicine. As a consequence, there is no watchdog over the administrator, the administration or the trenched in position of Dunes Family. Sinking ship status quo is what we get.

The right thing to do would have been to admit financial problems way before the layoffs were a necessary thing to do. And if in fact the layoffs had to happen, it should have been handled more appropriately and a plan put into place for how the workload for the jobs you let go was going to be dispursed to those employees left. So much has been done in secret that it is making us all mistrust the administration who seems to be making questionable choices - we have to ask who is it going to benefit when you cannot tighten your belt, but expect others to.
Many more people were hurt by the layoffs than the 16 let go.International Paper started doing the same thing and look what happened there. They had supported this town for a long time before pulling the rug out from under their employees and the town.

All that is needed is for people to tell the truth - when an administrator knows she is facing tough times, why not admit to the board, and instead of keeping the increase of salary given, why not invest it back into the community - for instance the money LUH cannot now invest for the school resource officer because of budget cuts. More people are considering leaving LUH because of poor management and favoritism to others instead of fairness across the board. How much is the administrator willing to lose to save face? We'll see!

Hey Snoopy Dog, you must be part of the failing administration too. It is not just Dunes problem that they send patients to other facilities, it is everyone in this towns problem when they take revenue away from a major employer. And you're right, the hospital does not own Dune's so why do they get away with so much? Why do some of the Dr.'s act as if they run the hospital and do watever they want? You can't have it both ways, little lap dog.
Things are NOT like this all over so stop blaming the economy and start puting blame where it should be. I have dealt with the "brass" in that hosital a few times and I have to tell you I am shocked at the idiocy. I am surprised the administration can walk and talk at the same time, I went to Reese with a small problem that only SHE could take charge of and she had absolutely no idea what to do about it, actually stood there looking dumb and asking what she should do.....yeah she is really worth every penny!

I have to agree with orphananknee on her posting . My opionion is that Sandra Reese does an excellent job as the Administrator. just look back , before she ever arrived to L.U.H. It was a failing hospital, and ready to close. If it wasnt for Sandra , the lower umpqua hospital , wouldnt be here today. It has come along ways, and she is the one, who made it a great place to work. She may make good money, but she is worth every penny of it. Perhaps, it was also a time to clean house at the hospital, along with conditions of the economy. Its just not here, its everywhere. If the board would get more involved in the operations of the hospital.. then perhaps they can enhanced whats going on. As far as the comment about Dunes sending patients elsewhere.well, thats Dunes problem. The hospital doesnt own dunes clinic. Ruff, Ruff

Please citizens, show up to the board meeting. The employees can't as they have been made to feel that they might be fired if they do. If we want OUR hospital to survive and keep the talented people working there, show up to the board meeting and voice your concerns. If we don't, who will?

The next board meeting will be Wednesday, April 22, 2009 at 7:30 am at the hospital conference room. If you have concerns to express or questions for the board - plan to attend. If you want to show support for the employees, just show up and say so. That is the best way to handle this. Just don't set by and wait to see what happens, get out there and say what you think...there is no harm in it.

The HR position is needed to purge the hospital of non-loyal employees. That is why the HR person hides behind doors, hangs out in hallways, and has been discovered by employees to be listening to conversations as well as going through drawers in areas not under his supervision. Purifying the hospital is worth the $80,000.

Speaking for most employees, we do like and want to keep our job, but we are not children...we are grown adults who have opinions and the right to express them. We have basically been told to keep quiet and not speak up for ourselves - this came down from the administrator - how fair is that? The board members should be approachable and we should not feel threatened.

Oh, what a tangled web we weave...when we first we practice to deceive. Sandras motto is that it is easier to beg for forgiveness than to ask for permission. If something is not done to rid the hospital of the administrator and her willing participants in the scam (Sylvia and Rick) - the ship will sink alright. The solution is simple...Audit administration!!!! This is a small town and the word is out! There are very qualified people working at LUH...but their hands are tied by an administration that sweeps problems under the carpet!! Reese needs to go!! As members of this community we have a right to now what is happening in the hospital that we are paying for. We have a right to demand accountability from the Board of Directors and the Hospital Administration.
The Board of Directors holds its public meeting the last Wednesday of each month at either 7:00 or 7:30 a.m. If you're really interested in exercising your rights, show up to the meeting and voice your concerns.

for quite some time now i have been concerned with situations that have been happening at luh. this is our hospital, good men and women worked very hard to bring this hospital to our community. there are always going to trials that we face but we cannot do it by hiding the facts. when things go wrong, like hiring the wrong doctors (kay, welker) the wrong director of nursing (fox, Tommasino) we cannot protect ourselves by pretending that its not happening, thats what this administration and the board has been doing. sometime i think they think they are protecting the community by not disclosing everything, but they are not the only educated people in this town. we are not all crackpots, we need to have a voice, we need to know the truth. we have some good doctors here at this time. we need the resurrect the town hall of old. we need to get all the correct information out there and let the truth be known.

You need to do some investigating before you jump to conclusions. Name calling and outrage is a common first reaction to allegations. Do your own research first, don't rely on just what you hear from other people. Get the facts, the proof to back your accusations then you should react in a manner appropriate the situation. Don't rely on others to do your homework, never worked in school and it won't work here. Be an adult and stop the name calling and gossip..do your own research...then I might give you an objective open mind to listen to your opinions.

It is too bad that bad management has been allowed to go this far - the board is taking a big risk in believing what SReese wants to let them know. Can Reedsport really afford to lose another employer if something does not happen? What is your survival plan if you continue to let this go on?

I went elsewhere for my medical care for a time because of unavailable doctors. I came back when they hired more good doctors because I believe in supporting our community - but enough is enough and something has to happen before complete faith in our hospital is lost because of the incompetence of the board, the administrator and her friend, the HR dudd. How much more can we risk? Wake up!

I understand that the hospital hired an HR director in September (a position that has not existed in over 30 years). I also understand that his salary is outrageous. Why now? Why is it that the hospital feels that now is the time to pay an exorbitant amount of taxpayer dollars for a position that they have thus far been able to do without? Yet, just a few months later, feel the need to lay off 16 employees while he keeps his job? What exactly has he done to earn his keep? Can anyone explain why he is still there and the other 16 employees are not? What positive influences has he had upon the hospital and its employees since he was hired? Does the hospital really need more administration or just different administration? We deserve some answers.

I have been told that LUH has not had a HR person for 45 years. Why do we have one now and pay him$80,000 + per year. Why is it the Dunes doctors work in the ER but refer their patients elsewhere? Someone needs to take control.

I don't about the money part but I do know that the doctors at Dunes like to send us to other places than the hospital. I called the hospital to find out if I could have my appointment there and they were able to do it the next day.

In 2007 The World reported that Sandra Reese received a salary of $130K/year. A review of public records shows that a new contract has not been signed between the hospital and Sandra Reese. If she is receiving $165K/year it's not because of a signed contract.
Sandara Reese and her administration should be ashamed of themselves for running our hospital into the ground, laying of 16 people (because of the bad economy?), and taking a significant pay raise in the face of it all. The Board of Directors should fire her and get a professional Hospital Administrator in her stead.

It's about time someone brought this situation to light. As a community we need to demand answers and hold the senior hospital administration accountable for both their actions and shoddy management practices. Why did Reese get a raise for that ungodly amount and quite a few other employees got nothing? And then turned around a laid off 16 employees? The financial situation was OBVIOUSLY not in the dire straits she and her "administrative team" led everyone to believe.
