Reedsport pellet factory moves closer to reality

REEDSPORT - A local mill owner is one step closer to developing a wood pellet factory on the industrially-zoned Bolon Island.

The Coastal Planning Advisory Committee has approved Paul Dailey's plan and the next is to take the project before the Douglas County Planning Commission.

For Dailey, owner of Oregon Western Lumber, the near-capacity crowd that showed up for the hearing was amazing.

"I was humbled by the support all those people gave for the project," Dailey said.

Dailey, who owns a small sawmill up the Smith River, would develop the $7.5 million facility on 10 acres and employ up to 25 people.

While nearly all those in the audience voiced their approval of the project, there were some detractors, including committee member Jan Tetreault, who cast the lone dissenting vote.

"There are fragile wetlands on the island and I think having a factory at the site will seriously impact them," she said. "There are several other areas in Douglas County that would be more suitable for an industrial structure."

Audience members Richard Davidson said he is concerned about the island possibly being in the flood plain.

"It boggles my mind that you would consider allowing development in an area that is potentially in a floodplain area," Davidson said.

 Douglas County Planning Department Coastal liaison Jonathan Wright said the Bolon Island site has been designated as industrial for years.

"Back in the 1960s, the island was zoned industrial," Wright said. "Anyone who's looking to develop there is aware of the wetland designation, but that's only a small piece of the parcel."

"I grew up here in Reedsport and I have to say, this town is dying," longtime resident Gary Waggoner said. "I'm in favor of the plant, because it's just what the town needs to bring jobs and help our economy."

Noting the ideal location of the proposed plant, with boat, truck and rail access nearby, Kent Abendroth said, "I'd like to commend the foresight of whoever was responsible for designating the island for industrial use. You couldn't pick a better location."

Dailey's next meeting will be April 16 before the county planning commission in Roseburg. The public has until April 8 to send letters in support or opposition to the project, Wright said.

Thereis no way to get any more land zoned heavy industrial either. People like you have ruined our once thriving economy here on the Oregon Coast. I wish you would quit beng part of the problem and be a part of the solution. I would like to be able to live here, make a decent wage, and raise a family. You've already got yours and you and people like you want to deny me my chance. What is with that? Why don't you consider moving back to where you came from? Doesn't sound good does it? Your position is bascially asking me to leave where I grew up. Try looking at it from a worker's point of view. We can't all own a native plant nursery.

I have no questions at all. Good for Dailey. Remember Great Western in Enterprise? Pellet Mills are inherently clean - they chew up and lightly roast sawdust and wood chips then then compress them into pellets. Clean as clean can be. Let's push the detractors out before they can clutter this thing up with their typical delaying tactics they way they do in Coos Bay. Get it done.

Are you a California transplant? Bolon Island has been an industrial zoned area for years. This land provided my family job opportunities up until the 1980's when the timber industry declined. I am very happy about the prospect of this business starting up. I think it will be a good thing for Reedsport. There is always someone who wants to ruin a good thing by bringing up nonsense issues.

This is where some of those stimulus dollars should be going. A very low interest loan and some improvement to the the site would be nice.

Kudos! I am excited about this plant. If he produces a good product, Local business owners will probably buy from him and without having to pay the high cost of shipping from Cascade Locks or Brownsville, the saved monies may well be passed onto the consumers. And if he designs the factory with the flood plain in mind, I think he will do wonderfully. This influx of business sounds like a great thing for Reedsport.

Thanks to Jack Carrerow for covering the Coastal PAC meeting. One slight addition: My comments at the meeting were directed toward questioning the wisdom of Heavy Industry in the Estuary between the Smith and Umpqua Rivers rather than just the importance of the wetland sites identified on Bolon Island. There is no way to mitigate an Estuary.
