I forgot about the 1990 OBRA aka the Omnibus Reconciliation... limit for Medicare benefit was changed. It helped some poor, those on Medicaid. The vast majority of the poor saw no change because the vast majority of the poor are not on Medicaid. I'll go ahead and call it was a baby step.

I always hear how Obama's trying to fix the financial community that Bush destroyed. Do people not remember that we were in trouble when Bush took over. At the last minute, the Clinton admin did a pretty good job screwing up the economy, so Bush would have a heck of a time trying to fix it. Then the bottom fell out shortly after he took office. 911 happened, which started a war. Bush couldn't have let them get away with it.
