Crime scene photographs, diagrams, a body map and the testimony of six witnesses led a Coos County Grand Jury to return an indictment charging an 18-year-old Bunker Hill man with murder.

On Friday, the Coos County District Attorney called the grand jury for a special hearing on the case, in which Henry L. Cozad is believed to have beaten Linda S. Foley to death with his bare hands. The hearing ran about three and a half hours.

“For a homicide case this was nothing out of the ordinary,” said District Attorney R. Paul Frasier.

He noted that while lesser felony cases last 30 to 45 minutes, homicide cases just take more time.

Coos County Sheriff’s Office deputies preliminarily charged Cozad with murder March 12, after his father’s girlfriend, Linda S. Foley, was found dead inside a Bunker Hill home the three shared. A Coos County Circuit Court judge arraigned Cozad on Monday.

During Friday’s hearing witnesses included:

  • Coos County Sheriff’s Deputy Del Dahlen, the first law enforcement office on the scene.


  • Sheriff’s Sgt. Dave Hermann, the second officer on scene who conducted much of the investigation and had contact with Cozad.


  • Sheriff’s Sgt. Dan Looney, the lead investigator.


  • Jim Jones, a neighbor who discovered the body and called police.


  • Terry Hannevold, an acquaintance of the family, who went to the scene.


  • Coos County Medical Examiner Kris Karcher who testified about the crime scene and Foley’s autopsy

    Its time that everyone stops bashing Linda her and Henry's dad tought him right from wrong and its NOT Henry's fault that this happened and if you want to know the truth about her kids they were taken by the state and they never came to see her so everyone can quit talking crap about Linda and Henry we loved her thank you very much and if her kids loved her then they should have been there in her life more we never kept them from Linda

    I am the mom of a special needs child and, I truley believe that they dont know their own strength at times. when you try to explain it they realy dont understand it so he probably dont even realize what he has done or even that she is gone so get the boy the help that he has needed the hole time so that no one else gets hurt.It's a pretty logical solution if you use common sense

    This is a good example of a child who should have been institutionalized at or near birth. The family is NOT equipped to handle a child who is profoundly retarded and can never reach the cognitive function of a toddler.

    As a society, we are kidding ourselves when we believe that teachers and parents can remedy a child like Cozak. Sad, but hard truths.

    ESD has helped the entire time. Special needs students can go to school until age 21. PROVIDED THE PARENTS TAKE THEM, or at least get them to the bus. Quit blaming the state, county, etc. What happened was unfortunate. What people tend to forget, is no matter the mental disability, the body still grows and matures. Many children with problems have no self control when they get angry or hurt. I am sure that he probably did not understand. That will not bring Ms. Foley back.

    WHERE IS THE HELP???? Seriously? There is no room for him in the state hospital to get help, School keeps dropping teachers and specialists, how can children like this get the help they need? Billions spent in other countries on a war NOT needed. But yet our country suffers, our CHILDREN suffer, when will it be enough????

    I think that this state or county which ever is to blame, should stand up and take action on our disabled people. Yes this was a tragety that accured, but where was some help for the family and the child caught up in a world he does not know. My condolences to the family.

    iv'e known the cozads since i was 9 and most of the comments i have seen during the first day the world posted about this case have made me sick to my stomach. i am 16 now and since i was little henry has always been a good kid. today he is NOT A MAN he is a teenager stuck in a little kids body who CAN NOT SPEAK but a few names and say yes or no.
