County verifies recall petitions

It's business as usual for Commissioner Kevin Stufflebean, even as the group trying to recall him turned in 5,300 signatures in support of the recall Tuesday. Stufflebean isn't surprised they gathered that much support, nor is he changing his focus on county business.

"I know the effort they have put to gathering signatures,"  he said today.

The commissioner anticipated he might face a recall campaign before he made the decision to lay off 22 people in the road department. And, almost three months later, the issue isn't just about the county's road crew, he said, it's evolved into a way  for some people to express anger at any decision he made they don't agree with.

"There were (11,000) people who voted against me and more than that who voted for me, so you have to expect that," he said, referring to his election in 2006.

As for the group spearheading the recall, Stufflebean said its leader, former county roadmaster Larry Van Elsberg isn't completely blameless.

"Had he done his job as  roadmaster and not resigned, we wouldn't be in this position," Stufflebean said.

The recall election is not guaranteed. Petitioners representing the group called Citizens for a Fair and Open Government still must wait to see whether they gathered enough valid signatures to bring the recall to a special election after March 27.

"Approximately 5,344 signatures were filed which will be validated by the Election staff of the County Clerk's office over the next 10 days," a county press release said. "The process is slow and methodical, following state statute and administrative rule."

The required amount is 3,773.

"We are pretty confident with this batch, we turned in enough," chief petitioner Van Elsberg said.

Volunteers plan to continue to canvass neighborhoods throughout the county just in case.

The verification process includes several steps. Elections officials inspect each signature sheet to confirm it is filled out correctly. Once each sheet is inspected, they start verifying signatures. After 10 days, elections notifies the petitioner, either that there are enough signatures or that more are needed. If the petitioner has enough valid signatures, the office sends notice to the elected official, who has five days to resign or give reason he or she should stay in office. If the elected official doesn't resign, a special election is scheduled in 35 days.

Do you really believe that true Americans can set aside their beliefs and let power run amok, just because a few are scared or to lazy to do anything?

This is not just about getting a few their jobs back. Questions need to be answered on MANY subjects, including why our Commissioners can not read or follow Oregon State Rules and Regulations.

I for one want to know why over $700K was spent on a bldg. remodel that was not needed, just to name ONE situation. Now that was a waste of money!

Financial hardship has led to layoffs not just at the County, but all around our county. Our unemployment is currently at 12.6% The process for laying off County road workers may have been flawed; however, it was not illegal, fraudulent, or dishonest. I resent spending $60,000 of our taxpayer money to put this matter to the vote of our entire constituency. Run for office, do your due diligence before you vote next time, and vote in all elections but don't waste our very limited resources bringing this grudge match to the voters. I cannot and will not support it.

mark my words if they get kevin out they will put in Andy Jackson. Then the union will have control over all three commishioners. People need to be able to make a living but selling our souls to the union isn't the answer. How many county bad county workers could we get rid of if the union wasn't always protecting them? If people are working hard give them credit.... If not find a new employee. Union pride is fine but not at the cost of bad workers that the county cant get rid of in a timely manner.

I guess we will all have to wait and see who has the most egg on the face, Larry or Kevin. It is to bad that when a recall is done, that the people wanting the recall would have to pay for it. With the current law, this unwarrented recall could cost as much as sixty thousand dollars of tax payer money.
I just wish that the road crew would realize that they were not fired, they were laid off, just like thousands of other people around the U.S.A.
And I myself believe that when this is all over, people will find that the Commissioners did not do anything wrong.
Hang in there Kevin, there are a lot of people pulling for you.

I'm glad some people found the signature collectors polite and fair, I on the other hand disliked very much being detained at the door of any store to listen to information that can easily be found on the internet. The collectors were rude and made unpolite remarks when I told them I was not interested. So my decision not to sign was a good decision for me.

TO STEPHANIE: I agree with you Stephanie on the Commissioners being under scrutiny, but no matter who is in the position of County Commissioner, they are under scrutiny, and thats a good thing for the good of the County. They knew when they ran for the position they would be accountable to the people, and that is all scrutiny is. No one is picking on them, just watching and caring about what is being done in Coos County, and making sure it is done fairly and correctly.

I am personally very proud of how the recall petition people conducted themselves as they gathered the signatures to bring this matter to an election. They were very polite and generous in taking the time to explain the issues and thanked everyone that took the time to listen, whether they signed the petition or not.

Well done Fair and Open Government! Keep up the good work!

I'll make this easy for all of you. Regardless of whether the decision to lay off the road workers was right or not, Stufflebean (and Whitty) were wrong to make the decision without properly involving the public that they represent.

This isn't the first time that our County Commissioners have ignored public input, and clearly it won't be the last unless something is done to force our elected officials to consider out input.

I find this too bad! No matter who was in County Commissioner position would be under such scruteny. I also find that in these hard times that this is what our small town has decided to do, is just pick apart at the politcal aspects when we should be pulling together as a community and strive for solutions and help those in the positions to make a difference.
