Assessor's office changes, despite Main's objections

COQUILLE — Assessor Adam Colby has the go ahead from the Coos County Board of Commissioners to move all of his office employees to one location, but he had to get around former assessor Bob Main to do it.

The move will put all assessor’s office employees in the main location on second floor of the Coos County Courthouse. Main, who is now a commissioner, objected to the new floor plan putting appraisers in the front of the office.

Colby said he did his research. At one time, he said, the second floor main assessor’s office location had space for 18 people. That is the same amount there would be after the move.

Colby said the primary location has enough electrical output to run the additional equipment needed for five more work stations. Moving expenses, including reworking computer and phone systems, would not cost more than $2,000.

Colby brought the proposal to the commissioners in early February, saying the move would help department operations run smoother if all employees were in one place. The appraisers work out of a basement office at the courthouse in Coquille and workers often have to run between the two locations to help customers. A new main office floor layout has all the appraisers near the front, where they can easily help people who drop in. Colby said the appraisers wanted to work in the same area rather than being scattered throughout the office.

Commissioner Kevin Stufflebean said Wednesday he supports the proposal. Main was just as quick to voice concerns.

“I really have heartburn over having all the appraisers up front,” Main said.

Instead of having the appraisers in the busiest part of the office, Main would like to see those responsible for establishing property values in a place less prone to interruption.

“If I were still an appraiser, I would have no problem with it,” Colby responded.

Main added that he just didn’t see an upside in moving the appraisers out of the basement.

“I don’t see the cost advantage,” he said. “It takes 30 seconds to run upstairs.”

Colby said the move would make the office more customer-friendly. He said he doesn’t think any private company would consider it efficient to work out of two offices on different floors of a building.

Commissioner Nikki Whitty supported the move and said if the new floor plan didn’t work out, Colby could change it later.

Main made his objection official. He was the lone dissenter in the 2 to 1 vote.

Colby said the move will not happen fast, but with board approval,  employees can at least begin making preparations.

I have known some of these people for a long time and I know that they are hard working individuals. All they want to do is their job the way Department of Revenue says not spend half of thier days filling out Mr. Colby's plan as to what they will be doing every minute. maybe he spent so much time campaingining on County time that he thinks no one does their job. To bad they had to do his too.

On my visit to the assessors office I saw only one person trying to answer phones that appeared not to be working, and the hall strewn with desks, file cabinets etc. Colby said "the move will not happen fast, but with board approval, employees can at least begin making preparations."

I was told the move started on Last Friday Mar 6. and by this Friday Mar 13 everything appeared to be done.

Workers seemed disoriented but were trying their best to continue to do their jobs.

It is almost humorous to me all the comments I have read. So now you say you have heard it straight from the Horses' computer...With the move, no one missed work or was in a position that they were not able to complete their work at anytime. The appraisers that were in the office worked in the field for the three days that it took to complete the move. The office looks wonderful, we have actually created more space and a more cohesive work environment by moving furniture and work stations. I tried calling the assessors office many times today and it was always busy and I could never get a live person. Are there any employees left in this office?

Colby stated in this article that the move would be slow. Is that true? Where are all of the employees?

Is this all smoke and mirrors? As taxpayers who pay Colby's wage - we would like to know whats the deal?

Why are some of the Coos County folks getting their shorts bunched up over a trivial move. As a Retired Government supervisor the first thing a supervisor does when given a different position is move the office desk around. In Mr Colby' office if he did that he would have his back to the workers/customers. With so many folks ready to stab any official in the back, I don't blame him for not moving his desk.

I wonder why Adam accepted a position working people who he obviously doesn't trust to do their jobs. After all, he worked with them for several months before he officially started the job.
Now that he's there I suppose everyone would be better off if he fired them all and started over with someone he can trust.

He should be focusing his energy on training not trying to blow smoke all over the taxpayers. When that many people file suits against him its likely there is really something wrong with his management style.

Kevin should have voted NO on the Assessors move then Main would have been sure to have voted YES. Main is a bigger joke to the taxpayers of Coos County than Colby is. Both should be recalled, not Kevin. Both Colby and Main are experts at telling the people exactly what they want to hear then doing the opposite. Just like Jeckle and Hyde both of them.

Good job Adam! It sounds perfectly logical to me. I was there last week and I...the customer...had to go from one end of the floor to the other to get my business done. It was the right move. Mr. Main should remember that he is no longer the assessor and do his own job.

I am disappointed with what I have been reading about what is going on in assessors office. It is my understanding that Mr Colby comes from a banking background. Why is he trying to cram so many people in this office. Any bank I have ever been in the employees are given space to do their work and the bank always looks prefessional. Is it the lack of experence in the appraisal field that leads to these decisions?

I feel sorry for what those employees in that office have to put up with. Change is good but only when you have the experence in that field to back them up.

I was in on Friday and there was no one there upfront. It sure doesn't look like a professional office anymore and that is sad.

What the article left out is the plan also requires the the appraisers to do front counter duty on their day in the office. The plan is set up where four days is field work and one day in the office. They rotate the day in the office as counter person. That is an extra distraction for the appraisers.

Good move in my opinion. Working in a basement can't be good for morale. I worked in one for years because of space limitations and it was terrible. Good move Adam.

The board of commissioners approved the move upstairs but Nikki Whitty says that if it doesn't work out, Colby can change it. I'm confused. Can the tax payers afford that?

Isn't this the office that I read about in the newspaper that has all of the tort claim have been filed? What is the status of them and has anymore tort claims been filed?

I have read where the county is having to cut jobs but yet spending money is not a problem. I'm I the only one who doesn't get it?

So let's see. Does Commissioner Bob want to be the assessor, or a commissioner? If he still wants to run that office the county would be better off. He can do less damage there. God forbid county government be efficient and customer service oriented. Nice job to Adam Colby for putting his customers first. Now you need to find something to do with Bob where he won't do any damage.

All I have read is Mr. Colby preaching about saving the taxpayers money.

The amount of 2000.00 doesn't seem like it covers all of the research, having professionals come in, moving and lost wages.

Bob Main ran that office for years. The BOC should have taken Bob's experence into consideration.

Was Mr. Colby ever a residential appraiser? Why is Mr. Colby talking about how a private company does things. Does he not realize that the county is public?

People need to be supervised! This is why everyone should be on the same floor. Look at everything that has been going on with the county offices. Obviously these employees need to be watched and that can only happen if everyone is in plain view. Youd should work with the group of people in your department that is just plain common sense!!!!

Why would anyone think that it's more efficent to have staff run up & down stairs to get files? Anyone who's been to that office has seen the file cabinets that line all of the walls. Talk about weight & bad use of space. If that information was all scanned into the computer system customers could access their own info without waiting in line! Mr. Colby is working hard to give us better service.

Mr. Main, politics of destruction gives me heartburn. Being behind Kevin Stufflebean's recall at the Labor Board Meeting was appalling but constant disparaging comments about county managers and your commissioner colleagues is vindictive and non productive. Consolidating a county department to a single floor makes sense.

You mean to tell me that this is a good use of everyone's time and our taxpayer dollars to vote and worry about a floor plans and where to move people, when there are hundreds of people in our county out of work who'd be happy to have a job anywhere, even in a basement! The only problem with all of this is that Colby is still here. He is a expert at telling the public exactly what they want to hear. He is just like a jeckly and hyde when it come to public people and his employees. This move will not do anything but cost the county money. Even the employees affected do not agree with the move, but Adam is exercising his military type authority again.

Any recall concerning a county official should be Colby NOT KEVIN.
