Lakeside needs money to keep deputy

LAKESIDE — Deputy Scott Moore made his presence known in Lakeside quickly. He won a chili cooking contest. Some residents aren’t too happy about it. They want a rematch.

Moore is the Coos County sheriff’s deputy who has been patrolling the city 40 hours a week since October. He, too, is looking forward to a rematch, but he might not be there for the next competition. The deal between the city of Lakeside and the Coos County Sheriff’s Office is paid only through June 30. The city needs to raise $64,000 to keep Moore patrolling town after July 1.

“I’ve come to care about this community and made myself a part of this community,” he said.

Moore said he was a little worried about how he would be received at first.

“People love to see firemen coming, but they don’t necessarily like to see cops,” he said.

His trepidation evaporated quickly. In fact, he’s having fun.

Moore, 44, is tall and strikes an imposing figure, with a deep voice to match, but he’s also quick to smile and joke around. Having served almost 15 years as an officer in Coos County, Moore knows heavy-handed tactics aren’t the way to go in a small town. Especially when he is working with the same people day in and day out.

“You don’t have to come in here with a sledgehammer,” he said.

He hasn’t had to. Just being in town makes a noticeable impact. Mayor Orville Nelson said the months Moore has been there he has changed the environment. Lakeside had a problem with thefts and people driving too fast, problems that have decreased in the months since he’s been patrolling.

“It’s just a whole different city with an officer than without an officer,” Nelson said.

City officials are looking for grants to keep Moore in town and have formed a committee to explore long-term options. City Recorder Charlie Hill started filling out grant applications last week. Among the city’s longer term options is asking the citizens to pay to support law enforcement. Nelson said that would be a last resort and the city would go that route only if leaders perceived strong voter support.

“We don’t want to do something they don’t want,” he said.

What many townsfolk do want is Moore to stay. Sandy Thayer, a member of the Lakeside Citizen Patrol, said an officer who takes the time to get to know people in the community deters crime.

“This is something we’ve begged for years,” Thayer said. “It’s just a very welcome sight to have a police officer in Lakeside.”

Previously, Lakeside had an arrangement with the sheriff’s office for 16 hours of patrol a week. On most calls, deputies drove in from other areas of the county. In more than just a few incidents Moore can recall, being close by prevented crimes from escalating.

The deputy said he needs a few more months on patrol before he can measure the impact of his presence in Lakeside.

“Let’s make a comparison then and ask ‘Have we made a difference?” he said. “I think the answer will be yes.”

To Concerned and BS: I would like to ask what kind of citizens are you in the city of Lakeside. If you are worried about a Deputy running people out of town from spending money than maybe you should ask what are these people doing? Obviously they must not be law abiding citizens. Harass or doing his job? Most of the individuals who do not like police officers have had past contact with them and it us usually because they have broken the law!

It is my understanding that dunes deputies, the timber deputies, and the marine deputies work under contract with various agencies to provide law enforcement in their respective areas. Those deputies are not really free to patrol else where because of those contracts. Those positons are also funded by those contracts, so if the Sheriff's Office doe not provide the deputies to fill those contracts, the Sheriff's would not have the money to keep those deputy positions.

Douglas county has deputies that patrolls ALL of douglas county. So why does Lakeside have to pay extra for Coos county deputies to patroll here. Take some of the pressure off the dunes and put it to use in Lakeside. The dunes is patrolled to heavily anyway between the deputies and the forest service.

I have previously been associated with Law Enforcement and have met deputy Moore. Some of you writing in obiously don't have the benefit of either. First of all, I am certain that Moore does not have some "Quota" that he must meet for writing tickets. Ticket quotas are not used in law enforcement for numerous reasons. Second, several of you have complained about Moore waiting to stop every car he can. Having spoken with him and seen him working, I know that not to be true. With regards to tickets, all you have to do is listen to a scanner for a little while to realize that Moore gives out far more warnings than tickets. Oh, and while we are at it, exactly which traffic laws should he not enforce and on whom should he not enforce them then? It's like Moore said, not everybody likes to see a cop, but we need them and we need one in Lakeside.

Is it really necessary to have a deputy patrol Lakeside? Probably not. Get rid of him and nothing will change. Law enforcement is not a deterent to crime. Cops only contribution is to make people feel safe even though they really don't do anything except waste tax payer money.

I'm not saying we don't need a deputy and he has cleaned it up out there. But I do obey the law both on the road and in life in general, but where I live I can see him stop people on 8th St near Airport Way. It's constant. He does need to continue his presence, and he has done great things, but get over the ticket quota. Some of us who live there are not dirtbags in flannel shirts, and we're not from California. We are Oregonians who don't mind paying for what we get. However, I'm not willing to pay taxes for him to meet some goal. Keep our streets safe, clean up the garbage and appreciate the locals who will help you if you need it.

I've lived in Lakeside for a long time. I could really care less if there is a sheriff in town, but if we want one, we have to be willing to pay for it. Put a tax base on the ballot. If it passes, we get a sheriff. If not we don't. It not that complicated...

You know, every town needs Law Enforcement. Think about it for a minute! The officer does not look for people to harass, or wait for you to come into town so he can pull you over every time you drive to the store. There is a lot of work he does. Think about this one, For example, if I get shot in in this small town, I would love for an officer to be close by. This is because in order for me to get medical attention from Ambulance and fie, an office has to secure the scene before they come in. I would hate to bleed to death because the closest officer is in the south part of the county and is the only one available. We need Deputy Moore to stay with us. Do you all have something to hide?

He seems nice enough when you see him in town, however he does stop almost EVERY car he can, and looks for reasons to stop them. I understand that there are lots of people that need to be checked out in Lakeside, but some of us just want to run to the store and not feel like we're always being watched. I work in Coos Bay, support Coos Bay, pay taxes just like everyone else, but I live in a Lakeside and love it! It's nice to have a deputy that can and will respond to calls for service, but I don't care for feeling like I can't drive downtown without being stopped. I don't like being part of his quota he needs to fill to make a name for himself.

CCSO has two Marine Deputies. They are funded by the Oregon State Marine Board through boat registration fees. So don't worry, let your wages and property values drop, it won't affect the marine program. Just don't forget to register your boat! The Marine Deputies are quite a bargain for the county, they're mostly paid for by the OSMB, but they still respond to county calls.

Most towns pay for their own personal police, they don't just leach off the county and state. Lakeside wants patrols and street lights, lower crimes, yet they want the other taxpayers to pay for it? I live in Coos Bay and don't ask Lakside to pay our police, and when I do call, I don't expect a county cop or state policeman to show up. You get what you pay for.

A City tax sould solve this problem. The real problem isn't the lack of police, but a lack of tax. Most grants and loans require a tax base, which Lakeside doesn't have. Lakeside is one of 2 cities without a tax base in Oregon, and I believe their infrastructure condition and overal reputation reflect that.

Everyone who lives in Lakeside deserves the right to be protected by law enforcement. Lakeside has turned off the street lights on residential roads unless the home owners pay for them. We have to pay property taxes like everyone else which tend to be very high for the area. We are sending a message to everyone that we have dark streets and no one to protect us so come on over and rob us. I'm so dissapointed and very scared for my family without that protection. It would be nice to see some basic services provides for the tax payers of Lakeside.
