Accustomed to standing on their own, more people are asking for help

NORTH BEND — The Bay Area was supposed to offer a refuge from the rigors of life on the road. Instead, events have robbed Larry Williams and his wife, Christel, of their independence.

Faced with mounting debt, the North Bend couple turned to government agencies for help. Like many first-time assistance seekers, however, they are finding help to be in short supply.

The Williamses met while both were camping at Bogus Creek near Glide four years ago. Christel was living in Roseburg, and Larry was a traveling millwright. Two years later, they were married. She joined him on his travels, but eventually they grew road-weary.

“I said, ‘Let’s go somewhere and plant our feet,’” she said.

They moved to North Bend in May 2008. Larry, 52, had a friend at Southport Lumber who got him a good job there.

“Thought we had the brass ring,” he said.

Then came September.

Getting sick

Larry started having health problems. His physician diagnosed a problem with his kidneys. Then came a massive heart attack. After stabilizing his condition, doctors told him he had a rare kidney disease that would require a transplant. He took medical leave from work. Then, in November, a letter in the mail informed him his job was a casualty of the souring economy.

He looks like he still could manipulate a welder, but his appearance belies a weakened body. His illness makes it hard for him to stand for even a short time.

The North Bend couple was temporarily without an income when Larry’s temporary disability payments ran out in January. They have since qualified for federal Supplemental Security Income, and Larry will get Social Security disability. But the latter doesn’t take effect until April. Meanwhile, his medical bills have grown into the tens of thousands, and their rent is past due.

Christel was looking for part-time work when her mom died. The 44-year-old drove to Eureka, Calif., to comfort her dad. Since Larry’s heart attack, taking care of her husband has been a full-time job. She frequently puts her hand to her chest as she talks about their ordeal, occasionally wiping away tears at the thought of her husband’s declining health.

They looked to their family for help as long as they could, and they got an emergency food box from a local church.

“You don’t feel like a dad or grandpa when you can’t take care of the kids,” Larry said.

Asking for help

They turned to Oregon Coast Community Action in hopes of housing assistance. They quickly discovered they were not alone.

“It was so full, you can’t get in,” Christel said.

After filling out application forms and going through an interview, they were told there was no funding available.

Bob More, director of housing and emergency services at Community Action, said the Williamses represent a growing demographic. The number of people requesting assistance from Community Action is pretty consistent from previous years. But the kind of problem has changed. In years past, people might complain about a landlord’s unwillingness to repair a leaky roof. Now the main issue is evictions.

The number of people asking for help because of evictions has shot up five times from what it was last summer, More said. And many of those people are seeking assistance from Community Action for the first time, he said.

Part of the problem is the federal grant cycle. More’s office stops receiving emergency food and shelter grants in December. The new round doesn’t start until March. In previous years, the gap has been filled from other sources, such as the Coquille Tribal Community Fund or the state, though it’s never enough.

This year, More said, he has about $500 to distribute each week, and between 20 and 25 households looking for assistance. He tells families to look to relatives, friends and churches, though he realizes that is rarely enough.

“It’s just real difficult,” he said.

The Williamses did get some help in paying their energy bill and qualified for food stamps. Larry got approved for Medicaid, which will help pay for prescription medicine, but they still don’t know how they’ll pay their rent.

“What happens when the last lifeline has nothing?” he said. “I’ve worked since I’ve been 12 years old. I thought, ‘This is what I’m paying into all my life.’”

When he hears about all the money going to financial organizations from federal bailouts, he gets mad.

“Why shouldn’t there be money for communities like this one with people who need real help?” he said.

A bailout?

The latest federal stimulus plan will increase unemployment benefits by $100 a month for 329,000 out-of-work Oregonians, including 53,000 people who previously were ineligible, according to White House estimates. Tom Towslee, a spokesman for U.S. Sen. Ron Wyden, D-Ore., said the emphasis will be helping people get back to work. Health care improvements will probably be in another bill later in the session.

Christel said it has been hard asking for help. It surprised her when a Community Action counselor suggested she knock on neighbors’ doors to see if someone could lend a hand.

“We don’t know how to ask for help,” she said. “I don’t like to say ‘beg,’ but that’s how I feel.”
Where to go for help


Not all assistance programs are short of funds, though many have seen an increase in the demand for their services.


The local Department of Human Services’ Self Sufficiency Program has seen growth in both its food stamp and Temporary Assistance to Needy Families initiatives.


Deb Swafford, the program manager, said the number of Coos County families receiving food stamps jumped from 3,419 in December 2007 to 4,116 in December 2008 and then jumped by another 177 in January. During the same period, the number of Coos County families receiving cash assistance jumped from 443 to 515.


The increase in requests has come from a lot of first-time clients, Swafford said.


“It’s people that are losing their jobs or getting their hours cut,” she said.


Despite the crush of new users, the programs still are funded, Swafford said, and her office is getting two more workers to help with the food stamps program. The state also is trying to streamline the process so that people who apply for food stamps can get them the same day.


Doctors of the Oregon Coast South, which administers the Oregon Health Plan, has seen between a 7 percent and 8 percent increase in enrollment this past year, said Bill Murray, the agency’s chief executive officer.


The state is still registering residents who are pregnant, blind, receiving federal aid, less than 19 years old or older than 64. That’s because those groups are admitted through a federally mandated program. Oregonians who otherwise would qualify because of limited means are not currently eligible to enroll, Murray said, but that doesn’t mean DOCS can’t help.


“We point them where other resources are available,” Murray said. “We can be an advocate for them.”

I dont know Larry and Chris as well as my parents do, but what I do know is that Larry is a damb hard worker and if not for his illness and the hard times right now I know he would be doing anything and everything to get all the things done that need to be.

Chris had a part time with her family right around the time Larry got sick so she has been through a hell of a lot as well. She is a very sweet, kind, loveing wife and has done everything she can to help.

Again, I am so frusterated with the system and people that abuse this system. My Mother continues to be a productive member of society. She works full time for a low paying job just to have medical coverage. But, she is on Dialysis 3 times a week and needs a prescription because of this. Her Co-Pay is $717.00 and that is just her Co-Pay. She can't get assistance because she works but she can't quit work because she needs the insurance.

Where is the fairness there. If she was on the Oregon Health Plan she wouldn't have a problem getting this prescription.

My heart goes out to Larry and Christel. They have a real legitimate need and there is no help. This is sad and could be prevented if the system I pay into every month with my taxes was not being abused by lazy bums.

Your rant was assinine. I never suggested the rich are the only ones who deserve freedom and the poor should not vote. Those are your words.

I just feel that resources to assist those in a financial pinch should not be abused or used as a way of life.

Gives a great summation of economics in the US since 1820s. Speaks of the disparity of workers pay to consumerism, to profit increase due to capitalism. People have awoken to a new economic reality, that wages have frozen since the 1970s, consumption was stagnant as money wasn't available, so workers/housesholds began to work more, households began to fall apart, US people consume more drugs than any other country, people began charging with money that they didn't have. The execs saw this shift in consumption and charging for "stuff" that we "had" to own. So they started lending the working class money, so we work for them, they lend us money with interest. We started owning collateral, we could put loans on that collateral, so the lending bonanza was blowing out of control. Incomes did not increase, but lending went out the roof.

My dad is an amazing man who provided for his family his entire life, and it breaks my heart to know the extent of his illness and the fact that he can not get the assistance he needs now. There are no such laws which you speak of as far as evicting people who are sick or with children...You need to learn your landlord/tenant laws better. Yes you can't just boot someone out (not without 30 days notice) there's a bit of a gray area when it comes to section 42/8 housing but nonetheless if they aren't paying they are out.

And for the love of god people.. STOP blaming everything on immigrants.. This country was founded by Immigrants...or have you forgotten?

You are right. Responses on this story and the stories on the school district cuts and similar stories just seem to confirm that everyone here is having a hard time. Those who tout education as the cure-all for problems are wrong: There are no guarantees of anything in life. There are no guarantees that you will be able to do a job you like or that you will be treated fairly on that job or will make enough money to survive hardships. A few years back I met a lady working part-time in a Coos Bay art store. She had a master's degree in art and said that was the first time in her working life that she had the opportunity to use her degree. That's when I knew I wasn't alone in my struggles.

Unfortunately I agree with a lot of the comments on here. There are so many people that are capable of working and don't. They know how to WORK THE SYSTEM and get money, food stamps, medical & housing for free. Us honest people work our butts off just to live paycheck to paycheck and raise our kids to earn an honest living and hope and pray that they turn out well and can support themselves. For most of us, especially single parents it has been a hard road and it is frustrating to watch people not working who are more than capable. I do agree that his wife should be out there looking for a job..If I were unemployed I wouldn't care what type of job I could get as long as it brought in some money to help support my family. I also agree with the person that stated all people receiving any type of public asst. or SSI should be required to have a drug test. The government would save a lot of money..

Perhaps these folks did save money. Illnesses like these are expensive from start. What I see in the responses to this so far are a bunch of people who figure it ain't them and never will be them so to hell with the other guy.

I had an issue not too long ago where I was financially comfortable, and all it took was one false imprisonment and what with the cost of legal representation, losing my job because of incarceration, it didn't take me long to become destitute. I won the case but I lost everything. To add salt to the wound the person who sent me down this path stole everything I owned while I was incarcerated, and I've been told that I have no legal recourse.

If it weren't for the kindness of a few Christians, I'd never have been able to get back on my feet, not in Coos Bay.

Just to let you know, things happen and no matter how much money you save, if you get slapped in the face with one medical crisis after another you can not recover! 3 1/2 years ago I was diagnosed with cancer, during that time my husband was very ill and spent a month in the hospital, and 2 more months recovering at home. Right after this I found out I was with child, I had to make a hard decision, my life or my babies. I chose my baby. with this said, we had major medical expenses and no help! We ended up losing everything we had worked for. We had a savings, retirement, and equity in our house! So before you act all high and mighty, I hope this never happens to you! Don't turn cold, do something to help!

Have you ever been faced with large medical expenses? Not day to day medical expenses like Doctor appointments. But large expenses like 3 months in a hospital or Dialysis which you have to have three times a week or you DIE! What about the expenses of the family members that have to travel to and from the hospital (out of town because our local hospital cannot handle something) to make sure your family members are getting the care that they need all the while maintaining our regular household bills. Unless you are in our shoes do NOT suggest we are stupid and this is our fault. When you make minimum wage and a prescription that you need is $600.00 per MONTH you can judge me and my family. Until then ... keep it to yourself! I don't know of many families that have a savings acount of over $100,000 but if they do god bless them because it is NOT going to go very far in this day and age. That is two weeks in a hospital and I know that first hand!

I saved money for a rainy day, but my rainy day was spending weeks in Coos County Jail on false charges while the pill popper who set me up stole and sold most of my possessions, and emptied my bank account, all because I discovered what she was doing. I was fount not guilty, but, when the system finally released me, I also found that I was unemployed. Apparently, employers don't have sympathy for those arrested, guilty or not. Also, I discovered that I had no legal recourse, because I had lived with the pill popper for a year. Yes, I had joined the rapidly growing ranks of the financially destroyed. It was humiliating asking for public aid. It was humiliating living in a homeless shelter. It was humiliating thumbing a ride out of Coos Bay. I left my boyhood home, once again, and headed to California, where I have a better paying job.
The point: If you are broke, count your blessings and get the heck out of the dope-infested poverty pit of Coos Bay.

This is not rasism, this is about reality.

As a legal citizen who has paid into the system for years, I think I have a right to my opinion, especially when I am forced to support children of those who abuse the system by using it as a way of life and those who are not legal citizens of this country.

By the way, if you want to know what rasim is, read M's comment: "Its the illegals who work the jobs, white america is too good for". I was raised to understand we are all the same, despite diffences in skin color. If employers pay a decent wage, you will find legal workers. Not only is the problem illegals but those who hire them and take advantage by paying low wages.

Well, the main reason that peole cant get help when they need it is because there are so many people on it who DON'T need it. We are so busy giving assistance to those that are perfectly capable of going and getting a job that when times are hard and hard working people need it, they cant's get it. The story is a sad one, but very common.
Being a landlord I have heard this story over and over.
Do you know who loses in this? Their landlord. Oregon has laws against evicting renters who are sick or with children under 18 years old.
I feel sorry for these folks, but have to say I've got my own problems-like having to pay mortgages and not recieving rent checks!!

To military officer..The countries you claim are worse off,have only themself's to blame.The civil wars in those countries and refusal to work as a team is what's killing them.Charity starts at home,after we fix our trouble's ..then maybe we can help those who will not help themselves.
I would also point out that differences of "religion" is the leading cause of war an poverty in 3rd world countries.

Everyone has a string of bad luck e ery now and then and I feel for those people. Maybe these people should have saved some money or whatever for a rainy day. I do not think it is right that everytime someone has a stroke of bad luck, the go crying to the government for help. Quit depending on the government, I can't afford any more or any higher taxes. When the mill shut down in Coquille in 1990, I looked for work, and found it. I had two kids at home, but I didn't whine to the government, I got off my butt and found a job while a lot of my co-workers was crying in the beer.

Why don't this mans wife look for work then she can hire someone to stay with her husband while she is working?

I am lucky though, I am able to pay my bills but have to admit it is hard sometimes. I wish there was some kind of a tax break or something for what I call "the working poor".

I never said people in poorer countries were worse off. I merely pointed out that people in poorer countries would not receive the care that Mr. Williams is getting in the U.S. If Mr. Williams had his heart attack in Cambodia, Vietnam, PI, China or even Europe he wouldn't be here today. The U.S. healthcare system puts in more effort to save a life, than any other country.

I concur with Kristi, more Aid should be directed back to the US. However, I am ordered to go on these missions and trust me I would rather be home on U.S. soil delivering healthcare then here in Asia and the Middle East.

Welcome to my world. Three years ago my husband was diagnosed with terminal cancer, had surgery and could no longer work. Lost everything we had worked for for over 10 years. And there is NO HELP for situations like this. We go on, working and trying to pay our bills, and the harder we work, the farther behind we get. The creditors don't care why you can't pay the full amount of your bills!
Happy to say the Dr.s were wrong, my husband no longer has cancer, and can work part time. Are we still behind?? Of course, but working hard everyday, and still behind. If the government gave ME a mere $100,000. of the Bail out money, it would bail ME out, and I could put more of my paycheck back into the grocery stores, and the rest of the economy. BUT, the banks get all the money. I love my country, but this stinks......

We have so many doctors and nurses and other people going to 'other countries' to help people when we have bad off people right here. I say start helping people at HOME, before traveling half way accross the world to help someone. Its nice, sure, but just think about your own country first. I agree 100% with work for a living...When i was growing up it was real simple...If you didnt work you didnt eat.The way it is now the people who didnt put any thing into social security are the ones taking the most out..What they are doing is stealing the future from the people who are working today..I see it every day...They come into the bar and spend the money for drinks that the person who is serving them has put into the und...This needs to be stopped...Make every one on SSI take a monthly drug test before they are given a check...You fail..NO CHECK

This is a sad story. However, after delivering medicine and healthcare in third world countries all over Southeast Asia for the past two years, this man is lucky. Rather than blame immigrants and democrates for these problems its proably best to stay on topic. I am sickend by neocons who take every opprotunity to display their racism whenever there is an opportunity.

Lets get this straight, trickle down failed, and 30 years of caving in big bussiness caused this mess. Trying to blame some despirate immigrants, the Democrats or some human service worker who disagreed with you in 1976 is pathetic and irresponsible.

This is very sad. A huge percentage of us are (as the saying goes) only one paycheck from being homeless. That's how I feel. If the government would drug test people that want food stamps, welfare, unemployment and not give it to those who fail there would be so much more money available to those who truly deserve it. I will never understand why all these meth heads in coos county can live on the system for years, all the while having MORE babies that WE pay for. I wish the family the best of luck, if there is a fund set up for them somewhere could someone put it on here. I am a single Mom but would for sure give $10-20 bucks and if we all do that maybe it would help this family. I will make some calls tomorrow and see if a church or bank will do that and I'll let you all know. In times like this we need to help our neighbors and give what we can, it could be one of us next time.

Back in 1976 Bob More opposed the small amount of landfill it would have taken to extend the NB airport runway. Hughes Air West said either extend it so they could fly in jets or else they would pull out. Bob More won that battle and the anti-business climate of the Bay Area took off while the jets never did.


Now here it is 33 years later and all poor old Bob has to hand out is $500 a week for those who need some help. Imagine how much more opportunities and cash there would be for help if Bob More had not kick-started the killing of our Bay Area?

If a person puts into the system all their lives they should expect the resources to be there for them. I am sadden by this story because I know these people are not alone.

We need to quit giving our resources to the illegals. Send them packing, sieze their assets and sell or donate them to help the needy! Without the illegals you will see our drug problem clear up also.

Make it illegal to have children you cannot aford to provide for. Specifically, teenage and young adult girls who have one baby after another while collecting welfare. This is a form of fraud and child abuse. The babies need to be adopted out to good families. This might also decrease our population in the prisons in the long run.

By being too politically correct we have allowed others to take resources to ASSIST people with hard times. They use this as a way of life and this needs to stop!
