Bandon voters will consider proposed park fee

The city of Bandon believes it is time to provide better maintenance for its city parks. On March 10, city officials will see if voters agree.

Bandon doesn’t have dedicated funds to maintain parks. Money for the job comes out of the same place as public works, police and fire, which makes parks work low priority, said City Manager Matt Winkel.

Measure 6-127 would change that by adding a $2-per-month fee to Bandon Electric bills. The city runs its own power utility and the new charge would provide the city about $88,000 annually.

“The idea is to hire someone who strictly does parks maintenance,” Winkel said.

He said the extra money would be enough to hire someone and provide some equipment. The city has its parks master plan, recommended by the Bandon Parks and Recreation Commission and approved by the City Council last week, in mind, too.

 The plan includes proposals for improvements at the popular City Park, parks in each of the city’s four quadrants and numerous neighborhood parks, mini-parks, special use parks, waysides, natural resource areas, greenways and bicycle and walking trails.

“Before we build additional parks we should put some effort into maintaining the what we have,” Winkel said.

The Coos County Elections Office will mail out ballots Feb. 20, a Coos County press release said.  All active and registered voters in Bandon should receive ballots between Feb. 23 and 26. Military, overseas and out-of-state ballots will be mailed earlier.

For those not registered to vote, the last day to register for this election is Feb. 17. Voters who have moved or changed mailing addresses must update their registration as ballots will not be forwarded, the release said. Returning a ballot by mail will cost 42 cents or voters can drop them off at election drop sites.

 If Bandon voters have not received their ballots by Friday Feb. 27, they should contact the Coos County Election’s office at 396-3121, ext. 301.

Vote to have each person who has a utility bill to reach in their pocket each year & hand the city $24? Who is the DR. writing the scripts for the dope they are smoking! If you want the parks maintained have the firefighters & cops go over while on duty & pick up trash & mow the grass. Problem solved! Next! Back in the old days we had a clean up day or 2. The horse groups , 4H, Camp Fire Girls, Girl Scouts, Boy Scouts, ETC, would all take turns doing chores out there and would earn merit badges, self respect, and learn what pride in a community was. Aren't there any of those orginizations around any more. And wouldn't it be nice to have the job being offered..40,000 a year with benifits, a vehicle to haul your shovel in and next year you'll get any employee to help because you don't have the equip. to do the job right.

I use/purchase Bandon electricity. I do not use the parks in Bandon, save the State lands - aka the beach. Being taxed for something I do not use = taxation without representation. If parks are that important to the City, I suggest they find other items to cut in order to fund the park maintenance. Asking for more money from an already depressed area in a quickly dissolving economy would show complete disregard for those who you supposedly serve.

Three blocks west of the City Park is the Pacific Ocean. The beach is the biggest State park in Oregon. It's already being administered by our tax dollars.

The only time each year when any maintenance at the City Park occurs is the week before July 4th.

I think this is money we can better put to other uses.

As a Bandon resident I agree it is totally unfair to tax utility users who do not live intown proper. How 'bout taxing all the vacation rentals sitting empty 90% of the year? They contribute little to nothing to the local economy- no job creation, no year round purchases at local stores and have only minimal utility bills yet get all the perks from this community. Call it a "view tax" based upon assessed value. What would be the tax on a 2Million rental? UmmmH? Perhaps it would exceed the $2 tax on the locals.

My property taxes are already through the roof! Not to mention my electric bill. NO WAY! Why doesn't the city take some of the money from all the development fees they collected during the building rush here, and use that? God only knows how much money they made from that! All these brand new houses sitting empty everywhere. I know, I know, how about they just charge admission to their stupid park? If you use it then you have to pay for it... or better yet, just use all the other parks that already exist in this town.

I, too, live in the city and as much as I believe the development of these lands for parks is great in concept, now is not the time to spend or increase costs for anyone.

In this horrible economy, why even look at ways to spend. This really is not the
time to add any new programs.
The problem with so many cities now is that when they had extra revenue, they spent, when they could have built up the cities savings for hard times. No one knows yet what is to come, do not spend on ANY unnecessary programs now.
We may all be glad for a safety net down the road.

I live in Bandon. The Bandon City Council is living in LA LA land as usual. BAD TIMING. I am all for this but put it on the back burner. Layoffs at Oregon Timber, Hardin Optical, BANDON DUNES etc,etc are hurting our community. These out of touch yo-yo's do not have a clue. Phil, I voted for you! Please run for the next available BC post, I will help. Brian Vick - I voted for you again despite your abbrasive personality and your "antics" from the past. This will not pass at this time. I for one dont see how the City of Bandon can justify a ballot measure where half the people effected can't even vote on the proposal. Only people who live in city limits can vote on this but over half the electric customers live out of town and as far south as langlois. Maybe Coos Bay can build a new park and just charge bandon residents thru a tax levy.
