Coos County recall effort hits the road

COQUILLE — Former road department workers are no longer laboring on the county’s roads, but they still are pounding the pavement.

The 22 workers fired Jan. 20 and Larry Van Elsberg, a former county roadmaster, are gathering signatures on a petition to recall Commissioner Kevin Stufflebean.

“It’s more than just a handful of road workers and friends and family,” Van Elsberg said.

The group, called Citizens for Fair and Open Government, is only about a week into its organized signature campaign and is satisfied with early results. Committee members say they have gathered more than half the 3,773 required signatures for the recall to go to a vote.

Van Elsberg said the committee has more than 70 volunteers. In addition, campaign supporter and representative of the Southwestern Oregon Central Labor Council Shawn Jennings said the recall effort has strong support of other labor unions.

Campaign supporters have focused their effort on the Coquille and Myrtle Point areas, but are ready to start knocking on doors in Coos Bay, North Bend and Bandon.

Petitioners say the recall effort is not about getting their jobs back, but rather how Stufflebean and Commissioner Nikki Whitty and former Commissioner John Griffith handled the decision to lay them off. Former worker Doyle Fish believes the decision should have included more suggestions from workers and commissioners should have shared more information sooner with the public.

Recall elections give petitioners 90 days to gather the signatures. After elections officials validate signatures, the targeted official has five days to resign or give reason why he should stay in office. If the official opts not to resign, a recall election takes place 35 days later.

The committee has until April 20 to gather signatures against Stufflebean, and members are confident they will finish much sooner.

Riding a wave of strong support they say they have encountered so far, committee supporters are dedicated to spreading the word — and amassing signatures.

“Some of us are unemployed,” committee member Dennis Backman said jokingly at a committee gathering Thursday night, “and consider this our full time job.”
Results of other recall attempts


There have been many attempts by Coos County voters to recall public officials over the past decade. Only Lakeside has succeeded in recalling elected officials. Here’s a look at the outcome of the attempts.


• Coos County Commissioner Bev Owen: prior to 2002, a group sought to recall Owen because she refused to dissolve the Coos County Road Department and allow private contractors to bid on jobs. The group didn’t gather enough signatures to move forward.


• Coos County Commissioner John Griffith: 2002. Coos County Citizens for Representative Government petitioned but didn’t gather enough signatures to place an initiative on the ballot.


• Myrtle Point School Board: 2003. A group of parents unhappy how financial difficulties were handled filed against six of the seven board members: Ed Groves, Dal King, Charlotte Kohl, Robert Little, Neil Westfall and Brian Zumwalt. The group eventually dropped the effort.


• Coquille City Council: 2003. Concerned Citizens of Coquille filed petitions to recall councilors Loran Wiese, Mollie Anderson, Corky Daniels, Kathy Hagen and Fran Capehart. All five survived the recall election.


• Bandon City Council: 2003. The Committee for Responsive Government filed petitions against five city councilors — Blythe Tiffany, Geri Procetto, Colleen Cardas, Zita Ingham and Lou Franyi — because of a council-approved, 10-percent sewer rate increase. The group abandoned the effort.


• Reedsport City Council: 2005. Voters rejected an effort to recall councilor Mike Macho and Ruth Hash.


• Lakeside City Council: 2006. The Concerned Taxpayers of Lakeside filed petitions against the mayor and three councilors. Voters ousted Mayor Ed Gowan and councilors Julie Anderson and Don Lund. Voters opted to keep Councilor Daniel Conway in office.


• Powers City Council: 2008. Voters rejected an effort to recall Mayor Barbara Cottom and city councilors Bob Leckband, Larry Northup and Pete Cunningham. Cottom resigned during the recall, but, according to election results, she would have kept her seat.

The County Commissioners do the best they can, but remember you don't have to have any business background to be elected. If you won the lottery, would you hire any of the commissioners to manage your winnings. Why don't we do away with paid commissioners and hire a professional county manager with a background in finances, etc. and commissioners paid only for their expenses. What is it about? The scandelous way the whole process was executed. The whole thinking process was absurd and the cloak and dagger way it was presented was deliberate. Which in mind borderlines illegal and certainly unethical.

I don't feel he is the best candidate to have representing our needs when he has proven to have made poor choice and that is the bottom line. And here is another prediction...bobby boy and witty are already trying to set it up so Sheriff Jackson can be the next in line. The proof is out there if you want to find what else stufflebean and whitty have done. Go into this recall with your eyes open, having looked at both sides of the issues. I also encourage you to attend a commissioners meeting. One of many I have attended had the National Weather Service showing a years worth of documented attempts to contact Kevin, emails, phone calls, all documented and he sat there and denied it even with proof staring in his face. My Husband worked for the County and he worked damn hard! He was doing a 2 person job and was always busy and sometimes having trouble keeping caught up on things.

I lost my job 1 1/2 years ago and I dusted myself off and went to work to find something else that I love to do. Besides your regular employment, EVERYONE should find a secondary source of income doing something that you actually like to do. That way you are not devastated when something like this happens. Stufflebean factored in the $450,000 the county needs to come up with to improve W. Beaver Hill Rd. for ORC's mining project and fired the 22 people that would be doing the work to come up with the $$$. Now ORC wants to mine more. How many more Rds. will they be tearing up like Whiskey Run and 7 Devils which are poorly maintained as it is, and how many more people will get fired in order to come up with the money? His offer to ORC for their share to maintain the roads is $800,000 over 20 years less than what ORC originally offered.

Many folks ask, Why not recall Whitty also?" Apparently, when two Commissioners are recalled at the same time, then the Governor can step in and simply appoint one. We need real leaders in this county, people who are open, HONEST, and competent. The democratic process allows for the removal of witless shufflebeans, and its our duty to do so.

This so called recall is a farce. A ex county guy ask me to sign it in front of the post office and said we have proof that Stufflebean acted without reguard to the law. I ask him to show me the proof and i'd sign it. He then want into a rant about the employees getting laid off and I ask him if he was aware of the economy rght now. Lots to be said for both sides of the issue, but personally I don't have much sympathy for the Road 22. If they are actually gathering signatures, I'm amazed--I assume they have 1 get signatures while the other 21 stand around and smoke/gossip/sleep/do nothing.Unions have a great place in our country, but this is another that killed the golden goose

I'm sorry that the 22 people lost their jobs, but I do not agree with pushing a recall because you are unhappy. County workers have had a reputation of feeling "entitled" to more than the rest of us get and in these tough times lots of people are losing their jobs. The sole reason I decided to post here though was because I witnessed what must have been an ex employee getting signatures in front of the post office in Coquille the other day. It made me sick that he was getting people who had absolutely no knowledge of the situation to sign the recall sheet. The conversation I witnessed was a simple "Would you sign this to recall Stufflebean who fired a bunch of people for no reason". I know it's the citizens responsibility to know what they are signing but there should be some sort of checks and balances with how these signatures are collected. I'm not saying I support Stufflebean 100% but this process is basically a fraud!!

I am also a county employee. I cannot support a recall effort by this group. They attend the Commissioner's meetings and carry on like a bunch of three year olds. Tougher times are coming, and I am very thankful to have a job. If I am laid off I will not blame anything but the hard economic times and I will move on. May be rough but that is how it will be for me. And no one wanted to recall anyone over the 40+ that lost their jobs prior to the road department workers.

Everybody needs to know that one of the big pushers of this recall was Nikki Whittys campain manager. Oh yes , see Kevin made um mad because he wouldn't play lick the union. Main is a lap dog for the union. Whitty will vote either way for anything. This is why the union boy's are upset with Kevin. The union has pushed Coos County right to the verg for years. Some of you have lost your jobs and I am sorry about that, but so have many other individuals in Coos County, just because you belong to a Union does not give you a job for life. We are in hard economic times and we have to put our best foot forward if we are going to weather this out. Please go look for a job and stop blaming everyone for your financial difficulties we all have our own to deal with.

I don't like to have recalls because the cost is out of the tax payers money. he only has two more years on this term in office let him be for now and make sure that he isn't elected to the possision again. I might add he isn't the only one Whitty as well John Griffith was removed and it was a lot cheaper. I remember when John got elected they tried to recall him as well as Sheriff Andy Jackson. let him finish his term and then don't vote for him it is a lot cheaper to the taxpayers

I agree with 'don't bother' - stay away from my house. Stufflebean was only doing his job,and if those workers put half the energy in to finding other employment that they want to put in to this recall we wouldn't be paying them unemployment! It is ridiculous that people will sign the recall petition without all the facts. There are plenty of accusations against Stufflebean and Whitty but strangely enough no one can back up the allegations!

If elected officials are never held to account for unlawful behavior, then they and future commissioners probably will do more of the same, so whatever it costs Coos will be money very well spent.

I work for an employment agency and not ONE of these 22 laid off employees has inquired in ANY way about jobs from us. I guess sitting along side Newmark or knocking on doors is their "new job" while Coos gets stuck paying unemployment for them. Yes, losing a job sucks but we have almost ALL been through it. Blaming one person for what the budget looks like is ridiculous. Did anyone listen to Kevin's interview with Jim Bice on a local radio station? He had answers without hesitation and it made sense. Some people will sign this petition without the facts and that is sad! Pick up, dust off and carry on road workers!

I received a visit at my home from a ex-employee of the county. I do not appreciate people coming to my home asking my to sign a recall sheet. I feel the employees that were let go are being hit by the hard times that are effecting everyone. When I stated I did not want to sign I received a very rude look from the man. I feel the ex-county employees should put their efforts into looking for new jobs. People are not hired for life!Sometimes people are let go. It is hard but time to move on.
