County union to fight road department cuts

COQUILLE — The new Coos County Board of Commissioners started its first meeting of the year the same way the former board ended 2008 — with an announcement.

County Counsel Jacki Haggerty announced the local Teamsters 223 union has filed an unfair labor practices complaint against the county over road department layoffs. Haggerty said she is treating the complaint as pending litigation, so the board will not publicly discuss the layoffs.

Before convening the open part of the meeting, the Board of Commissioners held an executive session to go over pending litigation and labor issues.

Commissioner Kevin Stufflebean had to leave early for a meeting in Roseburg, so board members shuffled the meeting agenda to make sure they all could hear what people had to say about recently announced layoffs.

They listened. They took notes. They thanked the people who spoke. But they didn’t comment.

The commissioners’ silence didn’t stop people from saying what they wanted to say. The lack of an open process before the Dec. 31 announcement and public safety were the main concerns.

Former road department foreman Don Beebe said the remaining crew cannot respond to emergencies and keep up with regular maintenance of roads. Storm-caused slides and downed trees on county roads could block emergency workers from getting to those in need, he said, if a short-handed crew couldn’t clear them soon enough.

“This is probably the worst time of the year to lay off two-thirds of your crew,” he said.

Sheriff Andy Jackson said his department, which cut a significant portion of its staff in 2007, would be called on to respond in emergencies. He urged the commissioners to reconsider.

“I would like you to consider the experience you have,” Jackson said. “When that experience is gone — I tell you it’s hard.”

Beebe said the county will either have to retain some of the workers or contract out work. He told the commissioners contracting to private companies could come with a heavier price tag because private contractors figure profit into their costs.

“That equals more dollars for what the road department could do for less,” Beebe said.

Former roadmaster Larry Van Elsberg agreed. For example, he said work on the county’s gas pipeline caused a slide in a remote part of the county. He said the project environmental manager suggested the road department could handle clearing the slide. Because it was an expensive job, road department managers got estimates on portions of the work from private companies.

“Our costs were always lower,” he said.

He also refuted Stufflebean’s contention the road department has overrun its budget in eight of the last 10 years.

“I was roadmaster seven of those years and always had a balanced budget approved by the Board of Commissioners,” he said. “Commissioner Whitty was one of those commissioners.”

Shawn Jennings, representing the Southwestern Oregon Central Labor Council, presented a letter criticizing the layoff action.

“The council is troubled by the way you made the decision,” Jennings read. “The layoffs were not on the board agenda. The decision was made on New Year’s Eve day without input from the public or workers.”

Beebe suggested the county ask for cost-cutting suggestions from its more experienced workers, or from himself or Van Elsberg before laying off employees.

“We’ve been there,” Beebe said. It’s never come to this.”

Van Elsberg suggested a better option would be to hire an independent consultant, who would be less likely to bow to political pressure.

“I really think they need to hire someone with credentials,” he said.

 Van Elsberg said he already has contacted a firm which provides public works consulting and referred the company, Public Works Management Inc., to the commissioners.

He said the department may need reorganization, but said those doing it should have sought more advice.

“Those people who made this decision are too few and too inexperienced to make a decision so important to so many citizens of Coos County,”  Van Elsberg said.

Commissioner Nikki Whitty said all testimony would go under advisement. Haggerty said if the board decides revisit the reorganization in a public meeting, proper notice will be given.

this is about Safety, I take it you do not live on a County Rd., I do and if TREE FALLS and no one can get here to remove the tree and my house catches on fire or should anyone need an ambulance we are out of luck! then what if someone dies due to this I would sue the heck out of some commissioners!!

Kevin Stufflebean also was in the service for a short time and then worked at the surplus center before working at chambers Heating and Plumming. Kevin lived with his mother until she passed away. Even when he got married he lived with his mom. With all those jobs and what they intailed does that give him the qualifications for a county commissioner? Coos County needs help and KEVIN needs to be gone! Where is the JUSTICE?

Kevin worked for Chambers Plumbing as a dispatcher before going to work for the state as a human resources person. He was on city council in Coos Bay for a few years before becoming a commissioner.

I am not an employee of the county, nor have I ever been. I am just a citizen of Coos Bay who is disgusted with the criticism of county employees, their benefits, and salaries. You people are just jealous. If you had a chance to get a county job, I bet you would jump at it. As far as Stufflebean goes, I sure hope he is having second thoughts about his decisions. He made some serious mistakes. Even if some cuts were needed,he went about it the wrong way and now he looks crooked. Where is that recall petition?????

And it certainly wouldn't take a rocket scientist to figure out that if you do manual labor, as the road department does, you probably are going to have more people out with a "bad back." I have a desk job, and even though sitting 8-12 hours a day is hard on my back I am betting that shoveling gravel might be more strenuous.

After reading the articles and the comments made about the horrible way the commissioners have handled themselves, why hasn't there been anything done! they have clearly violated the oaths they have taken....wouldn't you think that that would warrant some intervention? Some sort of investigation? They were voted in by the people of coos county, to work in the best interest of the people of coos county.....clearly that has not been the case!

And to everyone else: Are you seriously surprised to see the workers get the axe, while the management takes no cut in pay or hours? (even if there is not much, if any, management in this case). Thank you Jolene Guzman and Mary Geddry for the great articles, and getting this news to the public. There is so much more the public isn't aware of. My co-workers I'm sure, would love to give you more factual information. We do so much more then just Road Maintenance. We were involved in emergency evacuation of a Woman in dire need of medical attention. We assisted County Sheriff, and Coast Guard to Airlift her to safety.We often get calls from the Sherifs Dept to help with Traffic control. This was in the Sitkum area which was flooded. We used our equipment to get emergency staff through the flood for her rescue. We cannot provide public safety with such a small crew. I can't believe Kevin has such disregard for the citizens of Coos County. This will also have a great impact on our School Bus drivers trying to get our children safely home. Thank you again.

I'd like to know how anyone would get MEDICAL information about any county employee. As far as I know, once someone is disabled long enough, they get their pension and if eligible social security. They are no longer on the county payroll, so why would this even be brought up? Looks like yet another illegal misuse of the Executive Session rules ......... which has been a SOP of Coos county commissioners for many years.

The commissioner's prior illegal actions regarding layoffs should now be on the public agenda, and may not be hidden with this bogus claim of it being in litigation.

I have to drive through GIANT potholes every day to get to work, but apparently the county would prefer to put it's money towards a fancy visitors center upgrade instead of in the people that live here. Thank you Coos County for taking my property taxes, and putting them towards something stupid, instead of fixing the potholes in the roads...

Finally some common sense regarding the commissioners bogus decision fo lay off 22 employees. I think having an independent company make staffing recommendations is a great idea. Kevin Stufflebean is not qualified enough to make such a big decision without input from some more experienced people.

It is good to see that the Union will stand up for these employees. They all have families to support, and with the economy the way it stands no one can afford to lose their jobs. The County commissioners need to open their eyes and see that with all the experience and dedication their employees give, they deserve a pat on the back, not a pink slip to show that they are not valued as employees should be.

I was shocked to find out how many county workers are on disablity because of bad backs. I say way out of normal. Could it be were being showboated?
