Coos County employees want answers

COQUILLE — It was standing room only in the Coos County Board of Commissioners courtroom Friday just 10 minutes before the county’s officials elected in 2008 were sworn into office. So many people tried to squeeze in that officials had to delay and move the 10 a.m. ceremony upstairs to the jury assembly room.

Attendees offered congratulations to the winners, but in one business day after the announcement that 22 road department employees would be laid off, many were looking for answers.

Commissioner Kevin Stufflebean, who is also serving as interim roadmaster, wasn’t in the courthouse Friday during the ceremony. His schedule in the Commissioners Office said he was in a meeting in Coos Bay all morning. Outgoing Commissioner John Griffith wasn’t there either.

That left frustrated road department employees to turn on Commissioner Nikki Whitty. Ten to 15 employees went downstairs and huddled in and around her office asking mostly polite, but pointed questions about the county’s decision to let them go.

“Why would you lay off 22 people based on a projected budget?” one employee asked. He was referring to an outline of future budgets Stufflebean provided to the board.

Many wondered why the board had not waited until Bob Main officially took office this month to consider layoffs. Whitty and Stufflebean have maintained they didn’t want to saddle Main with a decision in which he didn’t have all the information.

“It’s not fair to put that on Bob’s back,” Whitty said.

Main did not appreciate the favor.

“I was not involved with the executive session, but with the limited information I have, I don’t believe I would have made that decision,” he said.

Whitty also said the decision didn’t need commissioners votes, but Stufflebean decided to bring the issue to the board members to keep them informed.

“Terminations do not have to have board approval, “ she said.

Workers pressed more, asking if the commissioners department liaison appointments would shift with a new commissioner on board. Whitty said for the most part she and Stufflebean would keep their oversight duties, but Main would pick up the county’s law enforcement departments. She added that Main had told her he didn’t want to be the Road Department or Assessor’s Office liaison.

When her questioners said that is not what they heard from him recently, Whitty left her office with a trail of people on her heels and walked out in the hall and stopped  in front of the commissioner’s office where Main was talking to people after the ceremony to ask him again if that was what he said.

Main said he never told her that and he would be happy to take on the road department.

“He’s changed his tune now, ” Whitty said, returning to her office.

American Federation of State, County and Municipal Employees Local 2936 spokesman David Jennings asked Whitty if the decision to let the 22 employees go was up for discussion.

“Wouldn’t it be reasonable to reopen this issue?” he asked.

“No, ” was Whitty’s immediate response.

She added later that the planned spending on new equipment for the department still was in question and no final decision has been made regarding if and how much would be spent on that.

Maintenance worker Adam Wideman, who will lose his job in three weeks, said he didn’t know how the department would be able to maintain roads with so few employees left. He, too, suggested the decision needed a second look.

“We have been trying to complete work for the last two years with less staff than ever,” he said before joining his coworkers in Whitty’s office. “We are barely able to keep up with current staffing.”

Coos County Clerk Terri Turi gave the oath of office to Treasurer Mary Barton, District Attorney R. Paul Frasier, Commissioner Bob Main, Assessor Adam Colby and Surveyor Karlas Seidel in a crowded jury assembly room at the Coos County Courthouse Friday morning. Turi told the more than 80 people who squeezed into the room that it was the best attended ceremony she can remember.


Those sworn in will not officially take office until Monday.

If the commisioners don't have to review terminations why do they have a position? The whole point of a board is to oversee, as a group, decisions on behalf of a county, not pat each other on the back while they divvy the job into three poorly performed parts. They should all go and then the money would be there to run the necessary county functions, not the other way around.

This is NOT the cheapest place to live in the country! You can be paid more and buy less expensive, much bigger and newer housing in great neighborhoods with great stores around you and gas that costs less alot of places in the US. This place has no stores, no one wants to do anything to bring people here to shop, gas is 20 cents more .... so the reason to live here used to be small town safety... now that's a question with new elements moving in....
and the county, city etc. is run by people who don't want to change anything. So what's their purpose?

I concur with Coquille concerned citizen. There are a lot of questions that need to be answered.

This is not just about people losing jobs. Everyone runs a chance of getting laid off no matter what profession you are in (and it seems even unions are not safe).

However, we do need to look into the way this was handled. It’s absurd that we are that far in the hole yet we have enough to outsource?

Also, making a decision like that without consulting the new commissioner and then stating that THEY felt he didn’t need the burden? Forgive me but that is not their decision to make. They are normal people with normal job restrictions and holding a county seat should make them even more bound to remaining ethical!

City, County, State and Government officials are NOT immune to repercussions. The fact is, becoming defensive and shifty when questioned about these shady dealings is only further proof of un-ethical behaviors.

That type of cloak n' dagger business is derelict and criminal like in my book.

Bragging about working your employees those hours and under those conditions deserves a second look.

Do you clear a profit at their expense? Just because you are taking advantage of the current economic conditions and employing people under those conditions is not in any way a responsible employer would treat his workers.

Bring their own shovel? Are you kidding me? How about you do your own digging?

As soon as the economy picks up, and it will, let's see how your employment practices measure up to others when the employees actually have a selection of places to work.

How in the world did Stufflebean get appointed ACTING ROADMASTER? I will never understand how a customer service rep/ plumbing dispatcher has the knowledge or know how to make decision about our roads! Does he have a degree in engineering? As far as I know, all he has for education is a GED! He hasn't been to college or trade school or any other secondary school at all! As many has said before....He is not looking out for anyone but himself and furthering his political career! He is a fraud.....and backstabber of the people of Coos County!

This is Union busting at its finest! Quit gripping about how much these people get paid or what benefits they have. Nobody wants to hear your jealous rants.

Instead, think about how much money they spend in your community, business or place of employment. Now think what will happen as they stop spending. Will your employer lay you off? Will you have to close the doors or your business? Every time someone is laid off it trickles down to the rest of us.

Don't worry though, North Bend Mc Donalds is here to save the day. They are hiring more positions now at minimum wage!

Many of you people must just read the parts of a story that you want to hear. It says clearly that terminations do not require Board approval. It doesn't matter if they made announcement before or after Main took office, there is nothing he could do about it.

Isn't it a conflict of interest for Kevin Stufflebean to develop a budget as roadmaster then take that budget for a vote. That seems very fishy to me. I'm surprised the county let him get away with that.

Coos County is definitely not the cheapest area to live in the country. I have a relative in Texas with a new house that was much less expensive than that house would cost here. I once sent a World tearsheet to a realtor in Wisconsin who was amazed at our housing prices. The same story applies in Idaho. In addition, the daily needs of groceries and gas would cost less in Eugene. No, the prices are not what keeps people here.

I can't believe this community doesn't see Bob Main's act for what it is. Nikki Whitty has loyally served this county for many years and recent issues have not been her fault, but the fault of people who have mistakenly been voted into office and are not apparently trustworthy.

I didn't trust Griffith but I also don't trust Main...

If you don't want to pay more in taxes, we're going to be facing fewer county services. Period.

I've long thought this community would benefit from combining school districts (not in the entire county, but in cities where it makes sense). NB & CB should combine, Coquille & MP, and possibly end up saving more money to help educate our children. Why pay 2 superintendents $100k a year each when each district is small enough to share?

Same goes for commissioners, obviously this model of government isn't working.

Either run for their seats, get elected and make a real change, or keep on complaining in your local paper sitting on your duffs doing nothing. Actions speak louder than words.barking wont help.

I don't understand what Bob Main was going to do about this. The man clearly couldn't keep watch on the Assessor's office of a few employees as evidenced by the lawsuits filed against the county and his top employee, whom he encouraged and supported in his run for election. Is he somehow qualified to be a savior in this trying time, despite all of that? When asked about Colby being out on administrative leave he said "I thought he was on vacation." How does this seem like the kind of person who can solve ANY problems, much less be a savior to these poor people who are doing their jobs.

It seems to be awfully fishy to me that Whitty and Stufflebean met to discuss this layoff before the new commissioner was sworn in. Kind of like they wanted to sneak one in before anyone questioned their authority. I am very concerned with Kevin Stufflebean ACTING as roadmaster. What experience does he have other than being a dispatcher for Chambers?

These layoff's are a joke, the county has the money and the timber dollars from the fedral government. First they make around 100 layoffs cause they were not getting the fedral timber funds (THEY CLAIMED). The funds did keep coming to coos county and yet they hire no one back.

ms. whitty's lack of candor and unprofessionalism, along with a demonstrated need for self-hype and promotion that often is at odds with the community's needs clearly shows how ill-served we are by her. the vergers, whittys and the rest of their ilk need to go.
