Coquille cop admits taking evidence

Coquille police officer Randy Ulmer was arrested Monday on official misconduct and theft charges. The arrest followed Ulmer’s resignation after being questioned about allegations on taking money from the police department’s evidence room.

The department initiated an investigation Friday after discovering inconsistencies in the handling of seized property during a routine property release, a Coquille press release said. According to the press release, Ulmer was the officer responsible for seized items in the department’s possession and admitted to taking items for personal use. Later that day, Ulmer resigned. He had worked for the city of Coquille since October 1999.

At about noon Monday, Oregon State police troopers arrested Ulmer on charges of first-degree theft, a felony, and official misconduct, a class A misdemeanor. He was taken to the Coos County jail, booked and released on his own recognizance. Ulmer is due in court on Wednesday, Dec. 17.

Coos County District Attorney Paul Frasier won’t say how much cash is missing until a thorough audit of the evidence room is completed. A first-degree theft charge requires a theft valued at least at $750.

Coquille Police Chief Mark Dannels requested help from the district attorney, Oregon State Police and Bandon and Coos Bay police departments in the investigation and audit.

“Once we were made aware, we called the DA and OSP and stepped away from the investigation,” Coquille City Manager Terence O’Connor said.

City officials said they were shocked and disappointed by the discovery.

“Our goal is to raise the professional standards of the Coquille Police Department and these types of poor decisions are not conducive with the direction of the Coquille Police Department,” the press release said.

O’Connor said the city will shift its policies if needed and press charges against any employee implicated in similar behavior.

“This is the kind of conduct that will not be tolerated by an officer or anyone else if it happened somewhere else,” O’Connor said.

The investigation is continuing and because the city sent the case to OSP, O’Connor said he won’t know if any more charges will be added until the agency is finished looking into the incident. Frasier said that between 2,000 and 4,000 pieces of evidence need to be inventoried before the audit is finished.

“I’m hoping by the end of next week we will have it done,” Frasier said.

All I can say is woohoo! And I hope someday the other corrupt cop in coquille gets his too. I have never personally been the subject of a cops attention, however my friend was, he would follow her throughout town when she was out and harrass her otherwise. I dont like driving in coquille for the reason of the police officers seem to have nothing else to do except follow innocent people around. There are just too many bad cop stories in coquille, mainly involving Ulmar and one other evidence stealing cop. I knew his brother who repeatidly told me about stolen evidence.

if you can find a study which shows how many of those complaints were valid, post a link, otherwise go back to your closet.

If we were fired because of "complaints" there would be no officers on the road. We are routinely accused of rape, brutality, abuse, theft, drug use, etc... by the people who are ACTUALLY doing those things and are not happy with the officer bringing them to justice.

I've heard many times as a police officer that if you NEVER get a complaint, you're not doing your job.

And when they tow, it is towed to the closest city not to their preference or home town. Most vehicles are towed because the driver is impaired, uninsured, or unlicensed. I too have many issues with some of the officers of CPD, but the difference is Randy ackknowledge his mistakes the others continue to hide in their lies and deceit. I have had so many problems in the past with the CPD. However, I do want to say that I have NEVER had a problem with Officer Ulmer. He has ALWAYS been kind and compassionate to me. Any problems I have had in the past have seem to have cleared up since Chief Dannels took over. I am so saddened by what has happened with Officer Ulmer - BUT I will not say anything negative about him as I like him. I agree with Citizen.....wait and see what happens with this case.

Why don't we wait to see what is the end result of Mr. Ulmer's actions? Coquille has a new chief of police trying to undo 12 years of bad leadership. It can't be fixed overnight, but he is working on it every day. Let's see what happens with Mr. Ulmer in court, but I just don't see his actions being swept under the rug.

County employee, Those back ground checks are good but what about six months, one year, 2 tears later? Power will always beckon abuse of said power. Example that just happened: Cop pulls over guy going home from work. Finds small amount of marijuana. Has his car towed to Bandon instead of Coos Bay. His home town. The cost to him was over $100 more. That is not the honest behavior we want from police that work for us. I would like to see them get regular lie detector tests to check such abuse of power.

I work for the Coos County Sheriff's Office. I went through a VERY extensive background check before I was hired which included a complete reference check, criminal background check (no I don't have one), credit check, and a walk through of my home. Every past employer was contacted. I took tests, and was interviewed by a panel of at least 6 people. I don't know what Coquille does, but no matter what background check an employer does, someone can decide to be stupid at some point. Happens in every department in the country. Now what I would like to see is EVERY criminal get the same punishment as Mr. Ulmer. Lose their job, lose any chance at going to work in a similar job, and pay the fines and fees. A lot of mill workers, loggers, retail clerks etc do commit criminal acts and let me tell you it is buried in fine print on a back page somewhere. Why can't we hold EVERYONE to that proverbial higher standard? Wouldn't the world be a better place?

I can see doing it once to call it a 'mistake', but to do it repeatedly, that is just playing with matches. A lot of the submissions are stating the Mr Ulmer made a "mistake". A mistake would be him inadvertently or unknowingly taking money. There was no "mistake" here. He chose to steal money. Cops are held to a higher standard because of the work they do. He shouldn't be cut any slack for that. I appreciate is service, but if he commits a crime, he is even worse than the criminals he puts away because he should have known better in the first place.

It also disgusts and saddens me that some assume because there's a bad apple, the whole basket must be bad. Its really a shame that the new Chief Daniles tries so hard to make things more cohesive between the people of coquille and the police department and now he has to clean up this mess. Hope he'll have the patience to stick around because he's really trying...but he hasn't gotten the real picture about our city manager.... talk about things that need to go away! It is unfortunate that Ulmer made this decision that has cost him his job and reputation. But, to his credit, he has seemingly admitted his error and is willing to accept responsibility for his actions.

Even more unfortunate, is the damage done to the reputation of CPD and law enforcement in general. Thankfully, Chief Daniels is doing well by all accounts and it seems he and the DA have handled this incident well to date.

Stealing is wrong period.Its not an accident or gee I forgot. Lets leave his family out of this. I am sure he was taught better.there is no excuses for this. I hope you will all just give Randy and his family space and time to work thru this. He is a good man and he was a good officer. CPD has been thru enough. The new chief (and the former as well) deserve your respect and patience. Randy is doing the right thing and unlike some people....he didn't lie about it...he resigned...and he is facing his mistake without casting blame else where. Unless you've never made a mistake or misjudgement you really should keep your mouths shut and let the people doing the investigation do their jobs.

Randy made a mistake that has cost him more than his job. But I know one thing for sure...he will still have his family and friends supporting him through this tough time. I certainly will be one of them.

I agree with "laughing at all." Ulmer already admitted to taking the property instead of lying about it and as far as him paying the price, he already has and still has more to come. I don't care how good of an angel you are, humans make mistakes and we all pay the price sooner or later.
Also, the Chief and the DA have done a great job with how they have handled this and especially for being blindsided by it all. You guys always have to find something to complain about and I'm sure if you lived under surveillance 24/7, your lives wouldn't be so perfect either. Get a Life!

what makes most of you think that the whole department is dirty. Why don't we all see how Chief Daniels handles all of this before we start wondering about cover ups and people getting off. If is completely out the the CPD hands now. It is totally right that they get rid of the problem and he should be punished, but lets not hold the whole department responsible for one officers stupidity.

Let's get a little perspective here. No one is perfect, we all make mistakes. Anyone who says they have never done something stupid or wrong, they are a liar. Ulmer is paying with a lost carreer and who knows what else. That does not mean he is a bad man, it means he is human and maded a bad mistake, just like many others.

One person gives an entire department a bad name. I hope he is feeling the shame that should come with this act.
Our kids have so few people to look up to anymore. We teach them to respect the police, then have to explain about their humanity and frailties, sad.

Officer Ulmer and the others that are involved in this should be hammered by a outside DA. Frazier is not gonna be willing to get to the bottom of this. Some cases will be throwed out that Ulmer handled.

Gee, what a surprise. Actually the real surprise will be if this cop is held responsible and ends up doing anything but probation. It's doubtful. Now anyone else would have a stack of charges just so they DA would have bargaining material, but I am not hopeful of any real justice here. They always continue to look after their own.
