College employees learn fate

Thirteen Southwestern Oregon Community College employees are looking for new jobs and another will work half-time as part of the college’s plan deal with a $2.9 million budget shortfall.

College managers broke the layoff news in person to each of the employees starting last week. All learned their positions had been cut by the beginning of this week, said Southwest-ern spokesman Rick Osborn.

Southwestern ad-ministrators made the announcements after the Board of Education approved a number of emergency cost-cutting and revenue increasing measures for its 2008-09 budget on Nov. 10.

“Though South-western has been able to save funds by not filling vacant positions left open by retirements and resignations, the college has been forced to consolidate work load wherever possible,” a Southwestern press release said.

Eliminated positions will include a part-time job in Student First Stop, assistants in several departments, a library aide, grounds worker, an English Language Institute Instructor and a grant writer.

The college’s foundation director also won’t be a full-time anymore.

A Southwestern press release said the school will offer help to the employees who lost their jobs. The college will provide job placement assistance, tuition waivers and expand its Employee Assistance Program. The program offers free counseling or treatment to employees for stress management, financial problems, personal concerns and other issues. Employees affected by the layoffs will be able to use the program for six months.

Remaining employees will have to absorb the responsibilities of those positions cut.

The college’s board of education also approved other cost-cutting and revenue expanding measures:

n Employees will take seven days unpaid between Jan. 1 and June 15.

n Materials and supply budgets have been cut by at least 10 percent and tighter standards will be used to approve all college expenditures.

n Per credit fees will increase $5.

n Vacant or soon-to-be vacant positions will not be filled.

Even Osborn’s job — director communications — like several others will not be filled once vacant. He leaves Friday.

The college also will need a $3 million loan to pay bills and employees for the rest of the year.

“In the past couple of weeks I have had to make the hardest decisions of my life in order to make sure this college is positioning itself for the future in the most fiscally responsible way possible,” Interim President Patty Scott said. “It is extremely unfortunate that Southwestern is in this position, but we have taken every pain to make sure that the changes have the least possible impact on instruction and student services.”

You backward a__ed people shoot yourselves in the foot over & over & over. Look on the bright side of things. You have a steady food supply around here. All you can eat Norway Rats. Wrap some fur around the tail & use it for a tooth brush when finished dining.

I hear that some staff levels have a recall list. they will be recalled when positions are open within a certain specified amount of time.
the college really is trying to help everyone out. some people are just to mad to let that happen though.

i want to know how the decision was made on who was layed off. the 13 people named sound confusing to me. especially when in some depts. they are already short handed. i think a investigation should be done on how this was determined and how it would benifit the college with these positions gone were they targeted?????

I would like to know if the college plans to re-hire employees who were "laid off"? If they are not targeting individuals for lay offs as has been stated by some, they should prove it by hiring these employees as funds become available again.

Was it paid for? Why? If it (the report) wasn't what was commissioned by the board, don't pay for it. If it was paid for with public funds, release it. It belongs to the taxpayers.

What does the public records law say about this?

im a municipal employee in another state. I used to work for the BLM in coos bay many years ago. The economy of coos county was struggling in the 80's and sounds like nothing has changed. how do you attract industry and tourism? you must build up your image. when you vote down public safety year after year there is a perception of the area not being safe. I want to move back someday but not sure i would "buy" a home, maybe just rent for a while to test the waters. seems there is so much negativity in coos bay. you all have so much to be thankful for, why not build on that?

It is sad to see that either it is Judith writing these emails or just individuals without documentation. I made sure to keep them all. They prove she knew what she was doing and she did not stop the budget deficit from growing. Just let the pain stop and quit being so mean.

The report can't be released because it ended up containing evaluative employee performance components, which are legally confidential. The report was not what the board commissioned and would expose the college to a breach of contract suit with the former president, despite the buyout.

The board spent close to $500,000 on property last year...and it isn't generating any revenue and won't for years. This year, they bought out a president for $150,000 after she proposed budget cuts in the spring that wouldn't have cost any jobs.

In the end, the people who were here will be happy everyone they don't like is gone.

Gaudette was quoted in the last article as saying it would be more like 5 million. He knows. He was behind the poor spending and bad planning that Judith tried to fix. Her proposed budget this spring and plenty of cuts that wouldn't cost jobs - the board, Gaudette, and Scott made her go back and "make it whole". They just wanted her out at all costs...and the 13 jobs are part of the payment.

Why is anyone suprised that this happened? I had heard about issues with the president. Sounds like she had done the same things at her old campus. What is a shame is that she'll move on and all the folks who have been laid off will have to try and find jobs here! I know some of them and they are from this area, lived here all their life. Hopefully everyone will help these folks find good jobs as they have helped so many others improve their lot in life.

How is this possible.The way the college charges students(ripping off I mean)for tuition,registration,lab classes,books, parking, and ect/ I just don't understand.Colleges here in Oregon and across the country have made it so hard for kids to afford school.There is no reason or excuses for laying off teachers, when so much money is comming in by ripping the college students off!In 1987 it cost me $13 a unit to attend Cypress junior college, also books cost $40 a book.I'm talking with out any financial aid or anything.It was very affordable then.

How do you justify taking more money from students when there are no jobs to be had when they leave school?

Looking back, don't you wish the board would have told Steve K. no when he and wanted to build build build?

If you ask me, he's the one who got us into this mess. Judith could have dug us out but Patty is so pathetic there is no hope now.

I suggest ya all get a new president ASAP. And while you're at it, get a new board of ed, too!

I'm going to state the obvious, in my opinion. The obvious is: 13+ working people maybe money in the pocket of the College but it is money taken out of the local economy! 13 peoples' 'lost of wages' has a ripple effect far beyond the original folks. Which begs the question: does the 13 have a contract?

I want details of exactly how the budget fell short 2.9 million. Pointing a finger at the prior president is not acceptable. That is a scape goat. When scapegoats are used that tells me there is something to hide. So, what is the explanation?
