Is anyone in charge at the assessor’s office?

What the heck is going on in the Coos County Assessor’s Office? Don’t bother asking Assessor Bob Main. He doesn’t seem to know.

Friday’s paper revealed that Main’s right-hand man has been on paid leave all month — evidently because of a sexual harassment investigation. Adam Colby’s absence is a big deal, because he’s not just the chief deputy, he’s also the assessor-elect. He’ll replace Main in January, when Main becomes a county commissioner.

Yet Main told a World reporter last week that Colby’s banishment was news to him. “I thought he was on vacation,” Main said.

You see, Main was on vacation himself during part of the month. Thus his surprise about Colby’s disappearance. Main also professed ignorance about two tort claims alleging harassment in his office. “I’ve heard rumors,” he said.

A number of elements of this story defy credulity. For instance:

n Colby says he was put on paid leave, but no one will confirm that or say who made the decision. Who, other than the assessor himself, has that authority?

n Assuming it was someone other than the mystified Main, why didn’t that someone tell the assessor? Why didn’t Colby himself call his boss with the news?

n Who ran the assessor’s office while Main and Colby were both gone? Why didn’t that person notify Main?

n Is it customary for the two top bosses in the assessor’s office to go on vacation at the same time?

Main’s professed bewilderment supports two possible explanations. One, he’s lying. Two, he’s out of touch with his own bailiwick — which might explain how sexual harassment allegedly could go on under his nose.

The tort claims, which are legal precursors to suits against the county, were filed by two indignant female employees. We won’t judge the claims’ merits, but the allegations fit the usual pattern of such cases.

Nearly every workplace has occasional complaints about inappropriate behavior. Good managers squash the childishness promptly, and the work goes on. Most lawsuits occur when managers are accused of ignoring the problems.

That’s pretty much the county’s situation. A supervisor is accused of juvenile antics such as slapping women’s backsides. Colby himself is accused of being short-tempered and verbally abusive. Main and the county are accused of inaction.

We can’t judge whether these allegations are true. What’s more troubling, at the moment, is Main’s portrait of himself as a befuddled bystander. “I’ve heard rumors.”

Come on. The assessor’s office is not some hulking bureaucracy where people get lost in the crowd. It has 17 employees. You don’t have to be Donald Trump to run an operation that size.

Can we expect this same level of efficiency and accountability from Main for the next four years?

'Who approved Mr Colby's Leave?'

I would assume that since this is government, there are very specific rules to deal with this.

What are they? Who can answer this?

Many years ago, while at the courthouse, I had one short conversation with Bob Main.

We had never met before.

He told me all about how his brilliant son, at the age of 3, read engineering books at the library at SWOCC. I was floored & wondered where his keeper was. Maybe his keeper was on vacation.

Something clearly smells fishy about Bob Main and Adam Colby. I believe that this issue should be addressed professionally and legally too. If there is legally just cause behind all of the allegations and Bob Main has decided to turn his head the other way, then I believe that Bob Main should have to step down as Assessor and Commissioner. An outside legal source from another county other than Coos, Curry or Douglas should be used to evaluate the entire context of this issue. We have a wide Good Ol' Boy Network that stretches to several counties which includes County, City, State, Federal, and Police corruption. They are all very good at falsifying and manipulating the real facts! This issue really needs to be researched through flawlessly because this Good Ol' Boy Network is really that DAMN GOOD!!!! Best of wishes to ALL involved!

Whether Mr. Colby is guilty or innocent of these charges, I believe Bob Main should have been aware of this situation and handled it professionaly and according to the laws of the State of Oregon. His failure to follow the law should result in a recall so we can have a county commissioner we can all trust!

I am distressed that Adam Colby’s type of behavior was not quashed in its infancy. I have several questions: Why did Barbara Foord retire early? Was she also distressed by what was going on? I know her to be a well loved supervisor. Why would two supervisors both be on leave at the same time when there are no other supervisors in the office? Perhaps their absence was a respite and blessing for the Assessor's Office employees.

Previous employment of the Assessor Elect should be looked into as to his behavior towards employees and other co-workers. This could reveal a history of abuse and psychotic tendencies. I would recommend the book "Snakes in Suits" which describes the traits and behavior of someone who will do anything for power, and one who exudes charm and manipulates those who can further his career. This type of person also tries to destroy co-workers in his quest to advance himself in his career.

The County is not allowed to divulge information pertinent to this sad state of affairs (no pun intended), when a law suit could be pending. It takes a great deal of courage to come forth when you have been a victim of a hostile work environment and verbal abuse. It is extremely difficult to perform one’s daily work responsibilities while never knowing when the next attack will come and what form it will take. This carries over into one’s home life, emotional, and physical wellbeing.

Mr. Main's playing dumb is unprofesional. A more reasonable and likely response would have been "I can not comment on the issue until I get all the facts." Since he was on vacation, it probably is true that he was not in command of all the facts yet.I would suggest that Mr. Main pay attention to EVERYTHING going on in his office right up through the last day as assessor. If he stays informed he will fare well.

What this article so clearly points out is that either the Assessor is lying or he's incompetent. I can't imagine the circumstances under which the Assessor wouldnot know his right hand employee is out on administrative for the past 30 days. And that he's heard "rumors" of two tort claims files, one several months ago. If the assessor is so disconnected from his job he doesn't know, he shouldn't be running the office nor should he be a Commissioner. If he is in fact fully briefed, he's been untruthful with the tax payers he serves and therefore he's not fit to serve as assessor or commissioner. An independent investigation may be needed.

Sounds to me this started months ago with allegations starting in April and claims filed in August and early September. Main wasn't on (vacation) until October. Good try "Clearly". How can you put the blame on the executive folk(s). Or was Main on (vacation) from April until October???

I agree with this article. There are a lot of questions that need to be answered. What is Bob Main and Adam Colby trying to hide? Why are they not telling their side of the story if there is NOTHING GOING ON in the Assessor's office?

Always a sad situation when allegations and inuendo resul in a rush to judgement in the media. Bob Main's absence (vacation) seemed an opportune time for some executive level folk(s)to creae some mischief in his office. Of course there are all those sticky rules and regs one must follow while in the midst of such a sticky situation too.

Perhaps a closer look at Colby's background (Lake County Free Press) and K C Roach's recent claims of similar haraassment at her 2 most recent employers might add some context for your reporting and editorial staff.

Is it too late to get Griffith back? I didn't think Main was a good choice to begin with, but if he doesn't know what's happening in his own department, how in the world is he going to be one of the top officials in the county? This is a recipe for disaster.

This is classic Bob Main behavior. Watch out Coos County, there's more to come. This current situation reminds me of a little kid who thinks that if he shuts his eyes, he becomes invisible. Sorry Bob, playing dumb isn't going to work.
