Police have charged Powers resident Kelly E. Johnson in the Sunday shooting death of a 20-year-old man.

Cody T. Armstrong, who also lived in Powers, died during a hunting trip Sunday in the Siskiyou National Forest, about 16 miles from Powers.

At about noon, the Coos County Sheriff’s Office received a 911 call that a person had been shot in the forest, near what is known as the McCurdy Seed Orchard. Deputies arrived on scene at about 1:30 p.m.

They found the body of Armstrong, 20, with a gunshot to the head. He had been deer hunting with two other people, including Johnson, 41, a Coos County District Attorney’s Office press release said.

The Coos County Major Incident Team was activated and deputies from the Coos County Sheriff’s Office, troopers from the Oregon State Police, officers from Coos Bay, North Bend, Coquille and Myrtle Point police departments, along with representatives from the Coos County Medical Examiner’s Office and the DA’s Office responded.

According to the investigation, Johnson apparently shot at a sound he thought was a deer. The bullet struck Armstrong.

Officers arrested Johnson early this morning on a charge of second-degree manslaughter and took him to the Coos County jail. His arraignment had not been scheduled this morning, the press release said. A jail spokesman said Johnson remained at the jail this morning on $250,000.

Armstrong was a recent Powers High School graduate.

“In a small town like Powers, and a small school like what we have, I think it’s like losing a family member,” said Matt Shorb, Powers High School superintendent.

Shorb coached Armstrong in basketball.

“Cody was a very openly good-natured person,” Shorb said. “When something struck Cody as being funny, everybody around him knew it because of his great laugh, which was contagious.”

Shorb said counseling is being provided at the school, but no other plans have been set to help students mourn Armstrong’s death.

“We all knew Cody in our own way. It’s just tough, there are a lot of heavy hearts here today,” Shorb said. “I think for us, we’re just trying to take that first step forward.”

Jeff,I'm in total agreement with you. The Kelly I knew would never be careless or stupid with a gun. This is all a horrible accident and I know it is going to torment him forever. Please let him know that there are people out here thinking of him.

Lesley wrote on Nov 4, 2008 12:10 PM:

all of you people spreading gossip and those of you who don't know Kelly or the other Cody need to stop being so ignorant.Your not even concerned about the other kid...imagine what he is going through he lost his best-friend and his step-dad all in one day. So,your ignorance is only hurting the families even more!!!PLEASE STOP THE IGNORANT GOSSIP!!We got enough to deal with as it is! thank you...

A lot of people that say these comments have no idea what happened up there . just because someone says one thing doesn't mean its true. You weren't there.
the two boys were my best friends.and the man that shot was my familly, he shot at a deer not at a noise. but further behind those deer were my friends.Neath er of the two party's new were one another were. and that's why it was an accident.!!!

Mr E wrote on Nov 3, 2008 1:29 PM:

A Powers resident left one of my classmates for dead a couple years ago after she crashed my classmate's car (and, yes, he did die, arguably because she ran instead of informing the police of the accident). This man (in effect) murders a 20 year old because of his stupidity and ignorance of the rules and practices of hunting. Even if he saw a deer, he shot someone because he was wholly unaware of his immediate surroundings. That's criminally negligent homicide... at least.

And, in both cases, these individuals who are directly responsible for the deaths of young men will receive nothing more than a slap on the wrist in the eyes of the law. They may remember these events for the rest of their lives, but at least they have "the rest of their lives" to actually live.

First I would like to send my sincere and deepest sorrow to the Armstrong family, from the Johnson family. It seems that most people are commenting on the statement that my brother shot at a sound. I truely believe that this is a false statement, on whoes part I dont know but I can say with a clear concious that haveing hunted with my brother most all of my life, that he never ever would have shot at a sound. He saw a buck shot and missed. Im sure there are very few hunters out there that can say they hit there target every time, lucky for all of us who have ever missed that no one was standing on the otherside. My brother will have to live with this for the rest of his life. please recognise this for what it is A Horrible Tragic Accident. Jeff Johnson.

Ignorance is Bliss wrote on Nov 3, 2008 12:56 AM:

Buck fever is no excuse, accident is no excuse, unless the kid was on all fours wearing an antlered deer costume. Come on! Never point a gun at anything you don't intend to shoot. acquire an accurate sight picture before putting your finger on the trigger, know your target and what is behind it. Shooting at a sound? what excuse is that? You take people out hunting with you and you start shooting at sounds not even knowing where the rest of your hunting party is? What if it had been a deer? say a doe or a fawn? What do you do now mighty hunter? Was he just out to wage war on anything with a pulse and walked on four legs? Well guess what, you missed! Now the family will live with the loss due to your "accident" for the rest of there lives, all because you were shooting at the "Big Buck" that was not even there but you heard it, so it must have been huh? Do us all a favor, never touch another firearm, in fact don't even look at them, you give us cautious gun owners/hunters a bad name and destroy lives in the process.

Powers resident wrote on Nov 1, 2008 12:55 PM:

There's a lot of talk here, and in the surrounding communities, that this was no accident...but was intentional.

a son of kellys levi wrote on Nov 1, 2008 12:37 PM:

Kelly wouldn't shoot at no sound. He is a very careful hunter he would only shoot at a buck and nothing else. So stop talking bad about my step dad okay.

a powers resident wrote on Nov 1, 2008 12:33 PM:

What about the other family? Don't you think that they have feelings too?
People should stop and think about what they are saying before they open their mouths about something that they don't have all the facts about!
I have been hunting with Kelly for the last 4 years and have taken all of my children with us.
He has always never shot at a sound only a buck. So get your facts straight!

Dave wrote on Nov 1, 2008 7:00 AM:

I know this sort of thing happens but i dont know how..How can you shoot at something you think is a deer when you cant even see it..I always like to place my shot where it does the quick kill and doesnt tear up any more meat than nesecary..If you cant see it PLAINLY and totally you dont shoot..This is a stupid thing and shouldn,t have happened..So sad

To TO CB Lifer wrote on Oct 31, 2008 4:52 PM:

Yes, I would agree that "buck fever" = stupid! However, it has happened more than once. People should be fully trained before they go hunting. I was, my dad taught me to "see it, sight it THEN shoot it" and to ALWAYS make sure there was NOBODY on the other side somewhere either. We had to know where everyone in our party was, and to look around and make sure no one else was close. Hunting in the woods, it is not always easy to see "everything", that is why hunters need to be extremely careful, even if it means missing that trophy buck!
Your school bus analogy doesn't make sense to me. And you seem to be one of those that nothing would ever be an accident. I bet you sue for all kinds of things too!

no hunter wrote on Oct 31, 2008 2:04 PM:

Anyone who would just shoot at a
sound is no hunter. They are just a
stupid gun owner.....and they are what
gives gun owners and hunters a bad name
and make everyone want to take our guns
away from us. You would think a grown
man has lived long enough to know NOT
to shoot at a SOUND IN THE WOODS...
How many hunters have to be killed this
way before people learn.????
I am sorry if this man is the nicest
man in the world, he definately is not
the smartest....and a friend is gone
because of his actions.

As being a former resident of Powers, I knew both families involved here. My heart and prayers goes out to both. I hope all can heal and learn from this, but I am afraid it will not happen soon for anyone. I knew Kelly personally and I know he would of never done this intentionally.

Anyone who hunts can learn from this...even if just as a reminder not to be so gung-ho. Engage brain before gun.

How sad for both families.

to cb lifer wrote on Oct 28, 2008 8:12 PM:

if "buck fever" as you put it, means you shoot at sounds, then people with "buck fever" = STUPID, then I again say, ignorant people should not own guns.

And no, this is NOT an accident, it is at a minimum "CRIMINAL negligence" which if you check the dictionary, does not equate to "accident."

If I shoot a school bus, kill a kid, and say I only meant to shoot the bus, killing the kid was an "accident," then you see my point.

An old lady from Powers wrote on Oct 28, 2008 5:54 PM:

I too am a female hunter and I am so sorry this terriable accident has happened. And Angie and her family are such sweet people. But one thing to think of is, Kelly must to have had love in his heart to take time to take two young men out hunting. You don't just go hunting with some one you don't have some sort of friendship feelings with. I have a feeling if you asked Kelly if he could trade places with Cody this day he would. He fought in a war for us and I think he would give his life for another these days too. My prayers are with all three families. God have mercy on all of us. My husband also feels Kelly should not be in jail for an "accident" like this.

I will keep the Armstrong Family in my prayers. I had the privilege of attending high school with Cody. I am know his family well. CODY you will be missed greatly. I like to remember him as a big teddy bear. Hopefully justice will be served.

CB Lifer wrote on Oct 28, 2008 11:42 AM:

I am sure this man did not intend on killing this young man. So, therefore, it was an accident, one that could have, should have been prevented, but look up the word "accident".
I am also a female hunter, and I know well enough to NEVER shoot at a "sound". But, it sometimes is known as "buck fever", and people just want to get
the big one". I am very sorry for the loss of this young man, but I am also very sorry for the man who has to live with this everyday, that through his negligence this kid had to die. My heart and prayers go out to both families.

An aquaintance wrote on Oct 28, 2008 11:14 AM:

Cody played sports with my son when he attended school in Myrtle Point. I enjoyed visiting with him while filling up my gas tank when I would return to Myrtle Point. He was a fine young man with a big heart, and yes, he did make people smile. His presence will be missed. My heart and prayers are with his family and his community. I will also pray for the man who made a split second decision that turned out to be so very costly to all involved.

Coach G wrote on Oct 28, 2008 10:45 AM:

I have known Cody and the family for many years. I had the pleasure of being his teacher and spending time with this young man. He had a big heart and was a true POWERS CRUISER. He loved his school and his town. I never got to tell him thanks for the many hours he put in up at the football field this past year, but I want everyone to know how much he helped our football team and the junior high team. We will miss you Cody, and thanks for the help, we will never forget you. Coach G

SAD AGAIN wrote on Oct 28, 2008 10:14 AM:

I am still upset that this person thinks i agree with what happened and that it is ok - THAT IS NOT TRUE!!!!
I am NOT the type to shoot at something i HEAR - read what i first wrote - SEE IT, SITE IT, SHOOT IT.
I said accident - because i am not a HATER and try to see good in people. I am not a cop -or an investigator - just someone who feels bad for the life that was taken! so please - focus on the criminal - not the one sharing comments.

SAD wrote on Oct 28, 2008 10:10 AM:

To the one who commented to SAD - Why are you mad at me? Do you just need to hate? I am pretty sure the guy did not MEAN to kill a human - i did say - if you CAN read that is - that he WAS wrong - why do you need to hate? I think he deserves to be charged with the charges he is facing - and spend time in prison (or life) - but gee - WHY BE MEAN TO ME? I did not pull the trigger!
Get a life if you cant read the words in these comments without trying to hate someone!

soo sad... wrote on Oct 28, 2008 10:09 AM:

I COME FROM A FAMILY THAT HAS HUNTED (WITH MANY, NOT JUST ONE OTHER PERSON) FOR 60 PLUS YEARS... YOU DONT "HUNT" BECAUSE YOU HEAR SOMETHING, YOU HUNT WHEN YOU "SEE" SOMETHING. HOW IS IT YOU CAN SHOOT AT AN ELK, DEER, BEAR, ANYTHING WHEN YOU SEE IT AND MISS, BUT YOU SHOOT AT A SOUND, AND, WOW, SHOOT SOMEONE STRAIGHT IN THE HEAD... YOU CANT TELL ME HE DID NOT SEE HIS TARGET. I DO NOT KNOW ANY OF THE PEOPLE INVOLVED, AND I AM NOT FROM POWERS, BUT I JUST FIND THIS AWFUL STRANGE. MY HEART AND PRAYERS GO OUT TO ALL FAMILIES INVOLVED.

reedsgirl wrote on Oct 27, 2008 9:53 PM:

this is terrible , my heart goes out to the family , hunters need to be ware but i still feel this was an accident im sure the shooter feels bad enough!!!!

in response to sad wrote on Oct 27, 2008 8:01 PM:

Sad, in his/her infinite wisdom, said "i know this was an accident."

If you can explain to me how shooting at a "sound" is an accident, when you know you are in the woods with other people, please let me know. What exactly IS the "sound" a deer makes when walking, versus maybe a sound one of your fellow hunters could make while crouched in the brush?

Shooting at a "sound" is way beyond criminaly stupid, and is anything BUT an accident. Ignorant people should not own guns.

so sad wrote on Oct 27, 2008 7:35 PM:

this small town has a big heart, and it's breaking now for Cody, his family and his friends. Our small, close community has a place for every resident, and the loss of Cody, and the pain of his family and friends are felt by everyone. The Armstrong family is in our thoughts and prayers. We will probably never know exactly what happened, but many lives have been ruined, your town cares about you, and is greiving with you.

Friend wrote on Oct 27, 2008 6:21 PM:

Lives will never be the same. Angie, we love you..you and Lelsie's Cody are in our prayers.

this is not an accident wrote on Oct 27, 2008 5:48 PM:

it is the result of one person's backwoods stupidity that resulted in another person losing their life. I feel terrible for the family who lost a loved one.

how wrote on Oct 27, 2008 5:45 PM:

So it's ok to shoot at a "noise"? Not knowing if the target is animal, human, or even if it's a legal animal to take (you know, the one you have a license to kill).

A sad resident of Powers wrote on Oct 27, 2008 5:12 PM:

I know Cody and his mom and sister and they are all great people. It is a very sad time in their lives right now and a sad time in Kelly's life also. A mistake was made that turned tragic and turned 2 familes into turmoil. All hunters need to be aware of what is or WHO is around them before shooting.

Nimrod wrote on Oct 27, 2008 5:07 PM:

There is never such an event as a "hunting accident".

If someone is killed, their killer wasn't "hunting".

Best wishes to the Armstrong family

sad wrote on Oct 27, 2008 12:32 PM:

i know this was an accident - a very sad one too - but has the hunter ever heard of 'see it - sight it - shoot it'? It is so sad to loose a life like this - please - HUNTERS - see it before you shoot it.
I send warm wishes to the family and friends during this tought time.

Sad for the family wrote on Oct 27, 2008 11:47 AM:

It's terrible that accidents have to happen like this.

I'm an avid female hunter and understand hearing a sound but you have to have that visual before aiming a gun. There are others out there hunting the same time you are.

I'm not here to point fingers as I'm almost 100% sure that Johnson had NO intent of shooting Armstrong, I just can't stress enough to watch AND listen when out in the woods.

My heart goes out to the family though! This is a SAD situation for all parties involved!!!!!

You are all in my prayers!

a hunter wrote on Oct 27, 2008 11:31 AM:

In this day and age, I still can't believe that someone would just shoot at a "noise" instead of knowing EXACTLY what your target is. I just put my son through a hunter's safety class where that is something that you learn. I am more concerned with the practices of other hunters than I am with letting my own child hunt!! What a tragic loss. I hope for safer hunting in the future.
