Coquille mayor’s past resurfaces in election

Both of Coquille’s candidates for mayor say they are running because the city needs to move forward. But people seem to be talking less about the future than about the past — specifically, the incumbent’s history as a police officer.

Three years ago, the Oregon Department of Public Safety Standards and Training rejected Steve Britton’s attempt to become a certified police officer. The reason was a 1981 misconduct conviction that he says was a misunderstanding. Challenger Mike Reaves, the former police chief, contends Britton’s history affects his ability to lead.

Coquille and its police department have traveled a bumpy road. An arrest gone wrong left a man paralyzed and put the police department under a microscope in early 2008. Reaves and the department were the center of a fractious community debate.

Reaves and Britton both say the incident could have been handled better. Each blames the other that it wasn’t.

Reaves retired as chief during the summer, and the election is shaping up as a grudge match. Whispers about Britton’s history have moved front and center in the campaign.

The records start in 1981. The Cannon Beach Police Department filed two complaints against Britton, alleging he had taken items that belonged in the evidence room. In May of that year, Britton accepted a plea agreement, pleading guilty to one of the two charges. (See related story, Page A8.)

Cannon Beach wasn’t the first place from which Britton made a quick exit. He was fired from his first job at the Coos County Sheriff’s Office in 1979 after less than a year, according to Britton’s employment history at the DPSST.

Almost 30 years later, Britton says the Cannon Beach problem was a mistake — an accident.

He said he had left the items in a utility box in his police cruiser and had forgotten they were there. In a beach community, officers end up collecting misplaced items. These two got lost, he said. Britton mailed the camera back, but complaints were filed anyway.

“The DA wanted to make it a real issue,” Britton said.

At the time, Britton said, he thought he was done with law enforcement. He agreed to the plea bargain and left the area.

After he returned to Coquille in 1991, his opinion about law enforcement changed. He served as a reserve officer in three different departments, starting in Coquille in 1993. He left Coquille in 1997, when Reaves came on board as chief.

“There was a change in direction and attitude,” Britton said.

He moved to the Coos County Sheriff’s Office, where in 2001 he applied for a code enforcement position. A background investigation turned up the 1981 conviction, which Britton had not disclosed.

Sheriff Andy Jackson wrote in an affidavit to DPSST that he told Britton he didn’t think he was certifiable and removed him from the reserve program.

Britton contends there was more to it than that.

“Didn’t support him in the election,” Britton said. “That made for some bitter blood.”

He moved on again, this time to the Myrtle Point Police Department, where he became a reserve sergeant. Then in 2002, while serving in Myrtle Point, Britton was elected mayor of Coquille. 

In 2004, Myrtle Point promoted him to a full-time position. Unlike the reserves, that job required state certification. He said he disclosed his conviction to Police Chief Rock Rakosi, who Britton said told him it shouldn’t disqualify him. Britton said he also talked to an attorney about having the records expunged, but was told not to worry about it.

 “I didn’t follow through,” he said.

In early 2005, Britton applied for training at the DPSST. On his application he disclosed a 1974 criminal mischief conviction, but nothing about his termination from the Coos County Sheriff’s Office or the 1981 conviction.

A background investigation turned up both incidents. According to Oregon’s administrative rules, either one automatically disqualifies someone for certification. The investigation report also indicated DPSST staff concluded Britton had been untruthful on his application and in subsequent interviews.

Britton said the conviction had been so long ago, he thought he had grounds to challenge the decision. But at 50 years old, he didn’t want to pursue it.

He left the Myrtle Point department in 2005 and turned his focus on his business, Capco Metals.

Reaves said he is not certain of the seriousness of the charge, but it amounts to a violation of an oath of office. He thinks it affects Britton’s ability to lead, but voters will have to decide for themselves, he said.

“A violation of an oath of office is something we should all take seriously.”

Reaves himself doesn’t have any record of complaints since he has served in Oregon, said Jeanine Hohn, spokeswoman for DPSST.

Britton, having served six years as mayor, argues his past has no bearing on his fitness for office.

“I have proved myself,”  Britton said. “There is not a question of my leadership ability.”
What the records show


Steve Britton started working a beat for the Cannon Beach Police Department in 1980. He resigned less than a year later.


State records show that in March 1981, a man involved in a 1980 traffic accident filed a theft report, alleging Officer Britton had taken a bayonet from his vehicle. The owner had returned for the bayonet almost a year later, but it was not in the evidence locker.


Two months later, the police department filed two complaints, one regarding the bayonet. The other involved a separate allegation that Britton had picked up a lost camera and never placed the item into the evidence locker.


Two affidavits were filed with in the Clatsop County Court on May 19, 1981. Three days later, Britton pleaded guilty to one charge of first-degree official misconduct, for the incident involving the camera. The other count was dismissed.

OK, here is my two cents. I have attended all but one city council meeting in the last 18 months. Parker makes it very obvious that he doesn't like Britton. But then again he doesn't seem to like anyone. If a request goes to vote, he won't vote for it unless it was his idea to begin with. I used to respect every city councilor we have, but he has definately lost my respect. Does he realize that by making his opinion about Britton public he just proves how unprofessional he can be. And he is Coquille's Santa at Christmas? How did I ever let my kids sit on his lap, it won't happen again. Put an end to the good old boys club.

Who cares about something that Britton did 30 years ago. Look at what he has done for the city of Coquille. Did you know he purchased and installed newlight bars on all 8 of Coquilles police cars? The City paid nothing for this. How about all the volunteer time he has put in. This is not a paid position! He is doing it because he cares about the city.

OK I have lived in this town my whole life. Me and my family have had their share of problems with the Coquille Police dept. The only Man on the police department that has ever stepped up and helped me was Officer Smith...what a coincidence. LOL. Still "my oppinion" is that the whole Coquille police Dept. is all half ass backwards! I have never heard anything bad about Steve. But I can tell you this, when I have had my "issues" I have talked to Reeves on a personal level and it still made me sick. He doesn't give a rip about this town or the people in it,"IN MY OPINION." Steve was still young when he made his mistakes and as far as I know we were all young at one point in time and have ALL made some mistakes. If I get the chance I will vote for steve. Oh and one other thing, This is just a "Personal Oppinion" but it would be nice if sum certain police officers left my bro alone and let him do his thing in the Military.

No matter how Steve Britton tries to spin it, he is a liar. Liars may do good things as well, but it tarnishes their reputation. He did lie on the application at the Sheriff's office. I wonder if that document is public record. Probably not, as it may be considered a personnel record. And those were RECENT lies. Everyone wants to say that his criminal conviction (and there were two of them not one) were 30 years ago, but the job application and DPSST mess were very recent history. Why anyone ever let him be a reserve is beyond me.

This was a quote in the public forum of the coquille sentinel October 23 from Mayor Steve Britton a letter to the people of Coquille. The people should know about this and not sweeped under the rug by the city administrator O'Connor. City Council needs to fire the Administrator. O'Connor and Reaves were buddy buddy together a lot of the times.

The two most recent comments made by LS and Mike2 are very truthful about what a great assest Steve is to Coquille. He is proud to be the mayor of Coquille and has served the county in many ways. I have known Steve for 35+ years and know that he is very dedicated to being the mayor of Coquille. If I were living in Coquille I would vote for him. I hope the residents of Coquille can see past these accusations that Mr. Reeves is throwing out there and let Steve's past be his past. Has anybody ever added up all the hours Steve has volunteered (without pay) as a reserve police officer for the city of Coquille? For the city of Myrtle Point? For Coos County? How many traffic stops, arrests, handling of calls did he answer to help out the regular officers that are being paid. He worked thousands and thousands of hours for free to help the two cities and county be a safer and better place to live. You would be hard pressed to find anybody that has donated as much time to a good cause as Steve Britton. With everybody's budgets being cut and law enforcement always taking the brunt of it, we could use several Steve Britton's working as reserve police officers to free up the regular officers to maybe solve some crimes. Steve is hard working, dedicated and loyal. Why wouldn't you vote for him? You won't find anybody more dedicated than Steve as your mayor. Vote for Steve, he has earned it.

Under Reeves command a young girl's death will never get solved, a woman's murderer was set free because of poor police work, several of the officer's Reeves hired have had questionable problems in their dealings with the public, the officers are more concerned about traffic stops than crime not having good probable cause to stop the vehicles and Reeves told citizens that his officers do not make mistakes.

If anyone should drop out of the race it should be Reeves.

Please call the St. Lucie County Sheriff's Dept in Ft Pierce, Fl and talk to Sheriff Kenny Mascara. He'll tell you that Mike Reaves is one of the finest deputy's we ever had. He has recieved more awards...he has more guts...and more heart than anyone in law enforcement that I know personally. He is a great guy. You people have no idea what real crime is. I worked with Mr. Reaves in Oakridge. I be if you actually ask him why he left Oakridge he would tell you. I am still here and I know why. It was all political. It was the Council, not Reaves who had the problems. Not one of them lasted after he left. They all folded like dominoes. He was the only good Chief I ever worked for. The present chief is a joke. Ask him if you want to know. He didn't leave for any "problem". The problem was the council its self. They were a bunch of lunitics. They didn't want a police department when they hired Mr. Reaves. Mr Britton has never come clean. Blames Andy Jackson for his lying on the application. Please, because he did not support him for for Sheriff?? The bulk of the Sheriff's office did not support him and they are still there. Mr. Jackson has never made that an issue. Dave Hermann is still there, and was promoted during that time. Nice try. I think that the information shows a pattern of lying. Both in Cannon Beach and Coquille. I think Official Misconduct is a big deal, no matter what he should have taken the time to put the things in evidence. And if you have been arrested for or convicted of a crime, don't "forget" that on your application.

Why doesn't The World put one of it's ace investigative reporters on the case and check out the Oakridge allegations being dropped here. Unlike these people, I don't know. When someone makes such an accusation though, I think it should be looked into. After all, the New Carissa is gone now and you must have reporters hanging around all over the office.

If the Coquille voters were TRULY who you had in mind here, then BY FAR the bigger story is the disqualification from the ballot of incumbent councilor Kathy Hagen who, in relocating out of Coquille, has made herself ineligible because of the 12-month residency requirement.
No matter how well you like her, a vote for Kathy will be an uncounted vote.
PS: When the Sentinel hosted the well attended Coquille Candidate Forum (announced six weeks in advance) Mr Reaves was too busy with business to attend.

If Britton had just told the truth aabout this stuff in the first place it wouldn't be out there now.

Quit skimming over it like it doesn't matter. It does matter when people in authority lie or break the law. He was wrong...he got caught...and now he should resign. Period.

He just keeps lying about it over and over and making light of the fact that it was a long time ago. Who cares? He lied and me makes a big deal out of pointing out other peoples faults and calling them out on it. He needs to resign. Either that or move out of his glass house.

I do know about the incident in Cannon Beach and do know that it was a situtation that a person in the higher office wanted a fall guy and Steve got stuck with it. Why don't people just leave Steve alone and look at all the good things that he has done for Coquille. You will not find a better person to represent Coquille as Mayor. Steve is and always will be good for Coquille. If you do-gooders want to get some past facts, why don't you go up to Mike Reeves and ask him why he was on administrive leave when he left Oakridge. He was givin a choice, either resign or get fired. Nowthat is the truth, check into it and you will find out the same information that I did. Been here most my life. I havent thought about moving for a long time now. I will be thinking about it if reeves gets more votes than Steve. I have known Steve off and on, for over 40 years. This incident, that happened over 30 years ago, is the very first time I HAVE EVER HEARD ANYTHING NEGATIVE ABOUT STEVE. You know being a former Law Enforcement professional from Oregon, I have seen a number of good people get the shaft from the system who worked for the system. I do not know Mr. Britton personally nor have I ever met him, but it seems that if you make the tiniest mistake in anything that you do, your life is ruined forever! I left law enforcement with a clean record because I did not want to become wrapped up in something so sinister and degrading. If this is what it means to work in Law Enforcement, then I will have to say no thanks!!! Give it to someone else who is perfect because you cannot be human and do the job that they expect of you.

Good Luck Mr. Britton! I have several friends who had something like this similar happen to them and they left for greener pastures and are much happier today!

Reaves may not have any records on file since he has served in Oregon but certainly has them during his career. Britton should not be judged on an error 30 yrs ago. His records for the last 6 yrs as Mayor show he is capable of running a City while maintaining a successful business and a family. Come on we all have skeltons in our closets!! Remember when Leah Freeman was murdered?? Did you know Reaves, who "doesnt have any records in Oregon" was in charge of that investigation. Reaves didn't want ANY help from outside agencies. He wanted his agency to handle it since it started in Coquille. His record as Police Chief is CERTAINLY an indication of how he would be as Mayor!!! Mike Reaves didn't have the respect of his employees as Police Chief and many in the community. Reaves appears to always be self centered, more concerned about he "looks" rather than doing the right thing for the community. I do not feel he has the ability nor the knowledge to run the City of Coquille. Reaves couldn't even run the local Police Department!

Mike Reeves was the worst police chief I have ever seen in my 65 years in Coquille. As far a records, check up on two of the officers past. It not a pretty record. Mr. Reaves needs to take a good long look into the mirror. First, the then Chief Reaves and his department totally blotched and ruined the investigation of Leah Freeman. Leah Freeman was murdered right under his nose and he was not able to do a damn thing about it. The murder is still unsolved. Why not spend some time talking about how that can be solved. Second, a Coquille man was paralyzed under the watch of "Chief Reaves" and the community was outraged.

This is outrageous. Typical politics, but why doesn't Mr. Reaves try to tell the community what he can do to improve it and help it, rather than tying character attacks on a conterpart.

Britton was also part of a group of people dubbed "The Gamblers" who conspired to fabricate information against Chief Reaves to make his department look foolish and incompetent.

Britton tried on many occasions with the hlp of "The Gamblers" to cause the Coquille PD much grief.

"The Gamblers" are still at it today under the umbrella of Concerned Citizens of Coquille.

Britton must drop out of this election.

Steve is one of the most fair people that I know.I have known him since he was about 15 years old in all those years I have never seen this man loose his temper & if you ask his wife or children the same question they will tell you the same thing.
This speaks much about him as a person he is one of the finest & most trusted people I know.
Steve has served his town of Coquille for many years in which he has risen above & beyound the call of duty.
He might not be a hansome sole but I would trust him with my sole.(SMILING)

It's about time someone actually did an investigation into this. I've heard rumors about this for years but no one ever wanted to do anything about it. The good ol boys club abounds in Coquille. Someone should also investigate the business dealings of Capco and the way they "find" their salvaged metal.
