Officials say county needs tax levies to maintain services

COOS BAY — County officials want to make one thing clear: The federal timber payment renewal is temporary and payments won’t measure up to those in the past.

They want voters to pass their proposed measures to fund law enforcement and public health.

At a League of Women Voters forum Thursday night  in Coos Bay, officials discussed the three county measures voters will consider when their ballots come in the mail for the Nov. 4 election.

Whether two of them — one for Coos County Public Health and another for the Coos County jail and South Coast Interagency Narcotics Team — are necessary any longer with federal timber money coming in for the next four budget seasons seemed the question of the night.

The first payment of the timber aid renewal will bring in 90 percent of the last one received in the 2006-07 fiscal year. Payments will shrink each year. The last payment may only amount to 40 percent of what Coos  County received in 2006-07, Commissioner Nikki Whitty said.

If the county managers decide to save some of each payment — the money going into the general fund won’t replace what was lost when the payments expired the first time.

“We would not be able to bring back the services that we cut,” Coos County District Attorney R. Paul Frasier said.

With smaller and smaller amounts coming in, officials contend the tax levies are still needed to provide services.

The Public Health measure would provide $450,000 to the department each year for three years. Officials say the money is needed to maintain the current level of services. The law enforcement levy revenue would open more jail space and fund SCINT operations. Taxes would not be collected until 2009 for both levies.

County leaders also emphasized the levies are paying for services everyone in the county uses.

“There is not a citizen in Coos County that does not benefit from Public Health,” Commissioner Kevin Stufflebean said.

Even those who have never been in a county clinic are affected by restaurant inspections and drinking water monitoring carried out by public health staff, Coos County Public Health Administrator Frances Smith said.

The money is needed to keep local control over county public health until the state can figure out a way to fully fund all the services it mandates, Stufflebean said.

Sheriff Andy Jackson made the same point about the jail and SCINT.

“If this tax levy does not pass, it will put the onus on each city to do it’s own drug enforcement,” Jackson said. “If you think the problem is bad now ... it will get worse.”

Still audience members wondered: Why not pay for patrol deputies rather than only jail staff?

Frasier said when law enforcement officials visited with city representatives, they got the message that the cities didn’t want to pay for deputies. Levy supporters changed their focus.

“We felt it had a better chance of passing,” he said.

When asked what would happen if the levies did not pass, county officials said citizens would see more service cuts. Frasier said funding instability affects recruiting in his office and the types of crimes prosecuted. Jackson said he would have to look to the commissioners to know what his department would be able to operate.
Coos County is sponsoring a third ballot measure, and while it isn’t asking voters for more money, it’s all about money.


The Coos County Forest Fund measure proposes to cap the amount county managers can take out of the timber revenue fund each year. It’s revenue raised by timber harvests, special forest products sales, mining, oil and gas leases and other activities. The money eventually flows into the county’s general fund.


The county takes out money based on a rolling, five-year average. But first, the county deducts the county forester’s office expenses. Once the revenue flows into the general fund at the beginning of each fiscal year, county officials blend it into the budget. The measure would officially limit the transfer to the rolling average.


The only time more money could be used is in the case of an emergency, such as a natural disaster.


The ballot measure also has a provision that, if the fund where to exceed $10 million, 50 percent of the excess over that amount would be put into a capital improvement fund.

Commissioner Kevin Stufflebean said commissioners are trying to plan for the future. The county’s infrastructure is deteriorating. Putting money into the fund may prevent the county from having to ask for an infrastructure repair bond measure, he said.


The fund, which commissioners created in 1999, has provided the county with some stability in tough financial times, Commissioner Nikki Whitty said. In years prior, fluctuations in the timber market created big swings in the amount of money coming out of the fund. That led to uncertainty surrounding the services and jobs the county could maintain from year to year.

From the comments the County Bosses need to release Job Descriptions and along with that list, list just what that person does for 8 hours. Time management isn't new but can be underutilized are not used at all. Within all business there is 'time' being held by someone waiting for action/something to do. One of the concerns all Managers have is who do they have to (please) report to. For example, Labor Unions, State and/Feds mandates, their workers, public and finally what they were hired to do. Maybe, the County needs more 'Working Supervisors' which means they work just like the workers who work for them. Finally, public servants should not have their salary frozen they should suffer just like the people they serve. Geno

i'm sorry, but with all the bond measures on the ballots lately, my pocketbook can only take so much. I'm all for supporting the police, but you're asking for money that I'd rather use to protect myself from the failing economy.

I voted yes on public health, for $15 a year, its a bargain as to what it will save me on my own medical insurance if others are taken care of through this.

I'm sorry, but since the sheriff's bond is for 3 years, and you have timber payments coming in for another 4 years, well ask me again in a few years to support you, don't ask me now.

People who constantly say "no more taxes" are pretty ignorant. Don't you know you have to pay for producing and keeping a decent community? Funds have to come from somewhere. A little bit paid by many is not too much to ask. The people that yell the loudest about paying to improve or sustain community services, roads, parks, public health are the ones who are screaming how patriotic they are. How can one be patriotic if they don't even want to support basic services? Everyone needs to contribute to create a postive environment for families. People seem to expect "entitlement" to goods and services.....wake up people....you need to contribute to create a successful, thriving community and society. Somebody else cannot always do it for you.

Geez, you the summary didn't even estimate the proposed tax rate per $1,000 of assessed value. Please, just do the simple math for the voters!

We need to get rid of all three commissioners and go to one administrator with volunteer board members to run the county. Look at how much we can save in wages and benefits. That is how hospitals and the cities run their businesses.
I am with every one else NO NEW TAXES WE HAVE HAD IT UP TO OUR EYEBALLS. Families can not make ends meet now, county start cutting the budget and take a pay cut. People need to stand on their own and try to live on a budget.
Lets get some one to get this to a vote of the people and give the three commissioners the boot they are living high on the hog and giveme,, giveme giveme, more money. Yes, privatize the County Road department, the schools also need to contract the buses out and get the same benefits for a lot less money.

I am not voting for this measure as I feel the county needs to figure out how to spend their moneys with what they got.
Iam one of those county empoyes however our department is so short handed that it has become a night mare, however our coutny commission report they are hireing so therefor we continue to have our services with less people and sucking pay and benefit.
Just because you see some county empoyess "cushy" does mean all department that work for the county. Vote No take a stand to our local govement. Maybe they should look at taking a pay cut line Lane county commistion did. YA right.

The County could adequately fund law-enforcement if they made it their priority. The Commissioners have millions in unappropriated cash reserves. They also have millions in the county forest fund. Soon they will receive around 6 million dollars in additional Federal Timber money.

This money could be used to restore all cuts in law enforcement. Tax payers should understand the "forest fun" ordinance placed on the ballot by County Commissioners limits the money anually available for public safety or other purposes. The ordinance also requires that 50% of all money in the fund over $10,000,000 be used only for "capitol improvement". Sadely the Coos County Commissioners have made "Capitol Improvements" a higher priority than community safety.

This sounds like a threat from the county. They soon forget don't they that we the people are their bosses. The road dept. is a total joke. Look everywere you go! Sheriff cars and road dept. crews sleeping with a shovel in hand. Whitty and company are so out of touch with the public they have no idea what's going on. Sheriff Jackson and Fraizer are a huge reason why there in the so called shape there in. Both need to be voted out of office. I am another NO vote.

Well darn! The county needs more money to operate on? Just take more rateable properties and turn them into another useless park.Which, by the way, will need an extra 3 million to make it handicap excessable for the 5 people who may need special access. Come-on county, if you want money for the jails and courthouse security, maybe. But to put deputies into cars so they can be revenue collectors( writing tickets on 101 and 42), my NO vote is awaiting. Road working deputies are NOT NEEDED here. The State Police must be made to patrol the unincorporated areas of the county, if you can get those "debutants" off 101 and 42 also.

We will all have to live with reduced government services for now until the economy improves.

During an economic downturn most of us just don't want to hear from each level of government - Federal, State, County, City, Special Districts - telling us they need more money to maintain services. Some administrators and politicians just don't get it.

Vote for change. Vote out incumbents and give some new folks a chance to lead.

This would just increase our texes. Perhaps we could TAX the LNG plant, and then have those taxes replace the lost Timber Revenue.

The Coos County residents can not handle a 15% increase in taxes for SCHOOLS and then FURTHER increases for items such as this. They have not asked for a bond measure YET, but the COUNTY will for sure!
