COOS BAY —  Marine reserves, Oregon’s land-use system and the South Coast’s economy. Many coastal residents are talking about those issues these days and the topics are central in the debate between the District 9 state House of Representatives candidates.

Rep. Arnie Roblan, D-Coos Bay, and Florence Republican Al Pearn spent much of Wednesday night discussing their differences on issues at a League of Women Voters Forum in Coos Bay.

Roblan, the incumbent, presented his two terms in office as an ongoing challenge of explaining the differences between rural and urban life to his colleagues in the Oregon Legislature. Pearn countered that Roblan had forgotten the distinction and the incumbent’s voting record is more like that of a representative from Portland.

On timber

Pearn repeatedly referred to a bill from the 2007 session regarding forest management that Roblan voted against. He said this action suggested Roblan is not serious about bringing timber jobs back to Oregon.

Roblan countered by saying the bill was going to be vetoed, so he went directly to the forest board instead to ask it to increase harvesting. He admitted the results so far haven’t been encouraging.

Landowner rights

While Pearn frequently focused on his opponent’s record, he also presented himself as a supporter of public safety and landowner rights.

One project he would pursue is to re-establish an Oregon State Police crime lab on the South Coast.

He also criticized the ongoing effort to deal with land-use issues in the state for not addressing the financial impacts on individual landowners.

Roblan agreed the system needs work, though he defended his decision to support modifications made with Measure 49, a ballot measure limiting rights of landowners. It was landowners who came to the Legislature asking for modifications to Measure 37 that produced Measure 49, he said.

“We know that one size does not fit all in terms of land use,” he said.

Economics

Both men agreed that the recent economic downturn will require difficult decision making when preparing a state budget.

“I fear there may have to be cuts,” Pearn said, though he did not say what specifically would face reductions under his watch.

*Arnie Roblan, Democrat

Roblan said he had experience dealing with cuts, having dealt with them as Marshfield High School principal. He also declined to say what programs would see reductions. He did say there may be new revenue created and also noted that the Legislature created a rainy-day fund during his past term.

Both candidates talked about education and transportation infrastructure, though they differed on health care.

Roblan listed it as one of his three legislative priorities, while Pearn referenced the state’s budget deficit when talking about it.

Pearn said he thinks the state should ensure health coverage is provided to the neediest residents, the young and the elderly.

He also talked about the need for tort reform, so quality doctors aren’t scared away by large liability insurance premiums.

LNG, marine reserves

Both candidates talked about liquefied natural gas, but neither candidate came out in favor or opposition of the project. They both said they would want to make sure landowners affected by the pipeline are adequately compensated for use of their property.

When it came to marine reserves, they were a little more opinionated.

Pearn said he opposes marine reserves as presented in the governor’s plan. He said the more important thing is to get salmon back in the area. He suggested this could be done by getting the Salmon-Trout Enhancement Program operating fisheries again.

Roblan said he favored marine reserves in some form, though he specifically opposes the one proposed off of Cape Arago.

“We need to make sure we put reserves where they are appropriate and where communities want them,” he said.

I will NOT vote for ANYONE that runs the race with SMEAR campaigns! Pearn you are a dog go run with that pack! Arnie you are my man!

Roblan wants to give our fishing rights and more to the eviromentalists. Pearn has my vote. I know most liberals feel guilty for living and breathing the precious air that some endangered rat or parasite could be breathing but for me I see this environmentalism for what it is: part of the Marxist agenda to strip us of more freedom and give more power to the govenment.

Danny, I don't care what you drive.

doesn't everyone realize gas prices always nosedive around elections? Then go back up afterwards?

Coos Bay Kid wrote on Oct 21, 2008 4:04 PM:

Gas today was $2.88 per gallon. Damn that George W. Bush. If the guy wants to pay high gas prices that's his prerogative. There are big tryck sales increases because you can buy one for less than 20k. People can afford to drive them now.

Danny wrote on Oct 21, 2008 12:51 PM:

Kelli, you know I don't drive a hummer but a low emissions vehicle getting 35 mpg. thanks for the comment about the hummer though, made me laugh!

Danny wrote on Oct 21, 2008 12:50 PM:

sorry I wasn't specific about the issues. There is a word count limit so I try to be brief... There are issues mentioned in my previous post, just not specifically. They are (and related to his truck): Gas prices and the environment. Why are there big truck sales? because it is ridiculous to buy such a vehicle when our Earth is in danger from the damage and polution we've inflicted upon it as well as our lack of oil and need to move to other energy technologies. Also, it's funny that gas was $1.46 when Bush took office and went up to 4ish? now down in time for the election? give me a break. Al Pearn isn't George Bush, but it's obvious what the republican party stands for - Condeleeza Rice has an oil tanker named after her after all. he is also mean-spirited (in his many races) and has a lack of ability to answer questions. He doesn't know about submerged/submersible land issue? that's HUGE for Coos Bay (and if he does know, it's implied he doesn't by refusing to answer the question).

Coos Bay Kid wrote on Oct 21, 2008 10:36 AM:

Danny:
What difference does it make what type a vehicle a candidate wants to drive? It looks like he took advantage of a down truck market. Hmmmmmmm. It's none of our business what type a car anyone drives. People like you get caught up in these "non issues" that have nothing to do with anything. Study the real issues and vote for the candidate who will do the best job. Please.

What, was he standing still when you 'drove past him' in your '09 Hummer? Pot, Kettle, Black?

Danny wrote on Oct 21, 2008 8:09 AM:

Al Pearn and his losing campaigns are like the chiewawa that is yapping at your ankles that you try to kick away but you can't quite get it gone. I drove by him yesterday in his 2009 Red Dodge Truck. real gas guzzler! must be nice!!!! perhaps he's just a little out of touch to relate to us coos county folks and represent us. Vote for Roblan!

thom wrote on Oct 20, 2008 3:59 PM:

Mr Roblan definitly has my vote...It seems we've way too much political back-biting going on both locally and nationaly. Let us focus on the issues and the work that needs to be done. Arnie is the man for the job ! ! !

Heather wrote on Oct 20, 2008 3:11 PM:

I sure hope that Pearn doesn't win this election.

Roblan is firmly entrenched in the communities of the Southern Oregon Coast. He understands the nuances of politics. And get this people, if he doesn't play nice with the big power brokers in Portland, then the Coast will be completely forgotten.

There are some not so subtle lessons about playing nice with others that Al Pearn should learn from a gentleman like Roblan. IMHO

kat wrote on Oct 19, 2008 9:05 PM:

i'll definitely be voting for Roblan. I agree that Pearn seems to be mean spirited and a bully.

Mr. P Bodain wrote on Oct 17, 2008 6:19 PM:

I don't know about Roblan, but I do know I'd rather leave that space blank than mark it for Pearn.

mark me down for Roblan that other guy just strikes me the wrong way.

Pearn is nothing but negative wrote on Oct 17, 2008 2:43 PM:

Unfortunately Mr. Rich's article does not do justice to Mr. Pearn's demeanor. As you will see when the debate is aired on local Channel 14, Al Pearn was disgraceful and ill-informed. Again, Pearn seems to be running simply to attack Representative Roblan, instead of showing the public that he could do better job if elected as State Representative.

A number of questions asked during the debate in which Mr. Pearn gave no/unclear answers to the issues- instead deciding to use his time to misconstrue Rep. Roblan's voting record. When asked whether the Department of State Lands should look at current laws surrounding submerged and submersible lands, it was clear that Mr. Pearn had no clue to this subject matter, so decided to avoid it. Instead he chose to use this time to degrade the work Rep. Roblan and the bi-partisan Land Use Committee did with trying to fix Measures 37.

After 16 years of Republican control of the House, the Democrats are finally moving our state in a progressive direction, and voting Al Pearn into the Oregon Legislature would be nothing but a giant leap backwards for our area.

Thomass better half wrote on Oct 17, 2008 2:41 PM:

Thomas this is your wife writing... I have two things to tell you. 1.) Roblan is a billion times better than the alternative (that nasty ol' Al Pearn) and 2.) Dinner is ready honey!

xoxo

Thomas wrote on Oct 17, 2008 8:28 AM:

Mr. Roblans votes as a representative has been devastating to working families on the south coast. The policies that he has endorsed has clearly resulted in loss of jobs, locking up of forest land, locking up of fishing areas and seasons, etc... Yet, people keep voting for the liberal representative from Marshfield, it truly baffles logic...

Shaun wrote on Oct 16, 2008 9:39 PM:

LOL @ "running man"!!

I watched Mr. Pearn during one of his many "runs" during a community forum, and I'm sorry, but the man was just nasty. His fliers against Verger proved he has a serious mean streak. Like my President, I expect my state representatives to represent me better than that.

Daniel L. Baumann wrote on Oct 16, 2008 6:42 PM:

I will also be voting for Mr.Roblan as well...

The Running man wrote on Oct 16, 2008 2:21 PM:

I do not always agree with Roblan and have told him so. He listens and we discuss. Not much more I can ask. Agree with David - think I read that Pearn has run 6 or 7 tims here and in Washington, always losing. Sounds like the voters see throught he veneer. But, also makes me question why he wants this so bad that he run and tears down whoever he runs against. He really took cheap shots at Verger a few years ago and not Roblan. Give it up running man.

Just An Observer wrote on Oct 16, 2008 12:50 PM:

Pearn's your typical GOP attack dog. That doesn't fly in the district he's running in. Maybe he should move to Brookings or Roseburg...LOL! Roblan wins this race easily.

What we need for transportation infrastructure is something more than a fancy airport terminal with one airline located there these days. US 101, 42 and 38 have their needs and gaps, so let's work on the highways since the railways are certainly not working.

David wrote on Oct 16, 2008 11:58 AM:

Al Pearn seems to be a power hungry mongrel; He's always running for something, and verbally attacking some one or another. I'm not a fan, and will be voting for Roblan.
