CB sets deadline on Lockhart building

A hearings officer has given the owners of downtown Coos Bay’s Lockhart building one last chance to fix structural deficiencies. If they don’t, the city will have the power to do it for them.
Milo Mecham, the city’s hearings officer, agreed with Coos Bay that the building is dangerous, due in part to a failing roof and a deteriorated foundation.
The owner, a limited liability corporation, Coos Bay Central Avenue Property, has until the end of November to submit plans on how it would make repairs.
Should the corporation provide plans, it would then have six months to complete the repairs.
Property manager Gary Mountain, of Cupertino, Calif., has estimated the cost to repair the building is $120,000. He reportedly asked investors for the additional funding, though Coos Bay City Manager Chuck Freeman said he has yet to receive any plans to refurbish the building.
If neither of the city’s deadlines are met, Coos Bay could make the repairs or demolish the building. The city would then put a lien on the property to recoup its expenses.
The building became an issue in June, when Building Official Barry Hardman posted notices declaring it substandard. City records suggested the building was generally dilapidated. An engineer’s report confirmed that the roof is failing, part of the second floor is sagging and the foundation had settled to the point where a false floor was added to provide level surfaces.
The city eventually declared the building is dangerous and contacted the hearings officer, who issued his decision Sept. 30.
The city ordered the one remaining tenant in the building, Hair Co. Etc., to leave. The business did so last week, when it relocated to 196 S. Second St. The Lockhart Building is now vacant. |
