This states that Fort Chicago is a third owner of the pipeline and is the only ‘foreign’ entity involved in the project. FC is a Canadian company with origins in Illinois. They currently sell great amounts of natural gas to the United States. I’m not sure when Canada became an untrustworthy destabilizing outside interloper.
To respond to the incessant desire to have a vote I have stated a few times that you have direct legislative control in your hands. A petition with 6% of the last general vote total will allow a vote in the next election. 82,769 valid signatures are required to get a ballot measure in the current election. I have heard you have 4,000 so get collecting.

Senate for 4-year terms. Commissioners must be residents of the Port District. So they are a governing body appointed by the Democratic Governor of Oregon an elected official.
The Coast Guard and FERC are employees of the federal government headed by elected officials.
