PORTLAND (AP) — The Northwest Power and Conservation Council forecast says the region should have enough electricity to avoid severe power outages before 2013.

But the council warned Wednesday that the amount of surplus power available for Northwest homes and businesses could shrink unless new generating sources are developed.
