COOS BAY — Local residents will get a chance next week to ask the proponents of the proposed liquefied natural gas terminal on the Coos Bay North Spit questions about the project.

Members of the Coos Bay-North Bend Rotary Club got a question-and-answer test run Tuesday, as Jordan Cove Energy Project manager Bob Braddock paid a visit to their weekly luncheon. Braddock said the LNG project-approval process is solely in the hands of the government. Jordan Cove and Pacific Connector Gas Pipeline can’t change anything at this point following the Federal Energy Regulatory Commission release of its draft Environmental Impact Statement on the project.

Most of the Rotarian questions centered around the potential economic impacts of the terminal.

Braddock said Jordan Cove will employ about 60 people. The jobs will pay about $35 an hour, he said, and about two-thirds of employees will be hired from within Oregon. There also would be about 1,000 people employed during construction of the terminal, which  would take about 36 months.

Local residents would be considered for employment, Braddock said, noting the company would need electricians, welders and electronic technicians.

“The people we will hire need to have a mechanical inclination and basic common sense smarts,” he said.

In addition, the energy company will pay local agencies to hire additional staff to fulfill safety measures required by the federal agencies. Braddock said the North Bay Fire Department would receive enough funds to pay 16 full-time firefighters who would work out of a new station built by Jordan Cove on the North Spit. Funds also would be made available to hire some county deputies and a dispatcher.

He also said the LNG terminal would produce about $10 million a year in property taxes, while the portion of the pipeline in Coos County would average about $2.5 million a year.

Braddock conceded that LNG has about a 20 percent larger carbon footprint than natural gas because of the cooling, heating and transportation involved. But he said it is about 20 percent less expensive to import LNG from other countries than to tap natural gas fields domestically.

If all goes according to plan, Braddock said construction on the new terminal could begin as early as next fall.

“Whether that happens or not is still very much up in the air,” he said.

A final decision on the project is expected in late April or early May.

The federal board has two options, either accept the proposal or deny it. There can be no middle ground.

“It’s basically a ‘go’ or ‘no go’ type of decision,” he said.

By the time the federal process runs its course, Braddock expects all county land-use applications to have completed the state appeals process.

Jordan Cove had its application for an LNG terminal approved last fall. Opponents subsequently appealed to the Land Use Board of Appeals, which remanded Coos County’s decision. Around the same time, the LUBA case was appealed to the state Court of Appeals on a separate issue.

The county approved another application to build a marine container terminal on the North Spit shortly after the LNG terminal. It, too, was appealed, but LUBA denied the appeal.

Whether the project moves forward depends upon the potential customers for an LNG import terminal. Braddock noted that two other LNG terminal projects are in the FERC application process on the Columbia River. All three are competing for contracts with LNG shippers from around the Pacific Rim.

“If they get built, we will not get built,” he said. “I guarantee that.”

But Braddock is confident the shippers will choose his company’s site.

“At the end of the day, we believe ours is the best situation,” he said.

    Earthquakes, Tsunamis, Terrorists? when is the last time we REALLY had one of these? The only earthquake we have had in the bay area I remember was in the early 90's I was laying in my bed and it shook a little as if a semi drove by (WOW that was scary!) and Tsunamis, We had one back when I was a kid. They evacuated Charleston and Empire. The result, a 6 inch swell! (Once again very scary!) and Terrorists! we get them every year but it is pronounced "TOURIST" They come into town wrecking thing and thinking they own the place only to leave when they are done. I'm not for or against LNG but come on, how ignorant can you be and think everyone is?? Come up with some REAL excuses! Some of you have good comments both for and against. Keep them up, only if people are truly informed can they make an educated decision.

    Tourism doesn't pay the bills for the cities or the county. Other work will follow this plant. Everything from trucking to rail to long shoring. The economy is the worse in history. Ma and pa from San Jose buying saltwater taffy isn't going to fix this mess.

    Poeple are not forced to sell their land, they are compensated( well more than actual worth) to have a pipline through THEIR(Still will belong to them) property. AS history shows, piplins in place do not explode, leak, and are extremely flexibe if an earthquake were to happen. First for everyone how is scared of an LNG explosion. The most common place for these explosions is at an EXPORT terminal. Coos Bay will be an import terminal. Second, Does anyone know what it takes to have an explosion? Let me break it down for you. In order for Liquefied Natural Gas to ignite it requires 15% oxygen and 100% Natural gas. If there is anymore or any less than 2% of OXYGEN the gas will not ignite. The chance of it igniting is 1 in 100. And there is no such thing as an LNG spill. As soon as LNG makes contact with OXYGEN it evaporiates LIKE WATER. GOES UP IN THE SKY!!!!! Its NOT like OIL!!!!!!!!! There will be no toxic cloud!!!!! Get your facts straight. Get a diploma!

    It amazes me how misinformed you all are but with lack of experience and knowledge in the actaul fields it can be tolerated. First, having LNG is a blessing that EVERYONE can benifit from in the community. There is tons of money involved and sure gas and oil companies will make a killing, but so will our economy. You also must realize that there is not gas leaks or harmful gasses pollutiong our air, no gas line explosions or "fall-out" possibilities. And trully there is very little if any reprocutions with the environment.

I have been working in the gas/oil field for the past 3 years in UT,CO,and Wy and see people making a fortune(1500-7000$)/week. Economies(local, county, etc.) drastically benefit and despite lack of realization, the Enviroment does not suffer in any way(no leaking pipes, mass or any explosions, dying veggitation, "Fall out zone" effects), none of it. A path is made, pipe is laid, Economy gets paid and house payment is made! It is that simple!!

    I remain firmly against the building of the LNG terminal in Coos Bay. first on the list os concern for safety. The captain of the port of Coos Bay has already stated his concerns for the narrow channel, and close proximity to airport, residents and schools. If there was a serious breach of gas from either the ship or holding tanks at the upper end of the bay in the summer months....prevaling winds patterns would carry the toxic clouds southward along the city towards Empire, along cape Arago Hway towards Charleston. Say goodbye to tourism forever!!!!

This SCAM totally ignores Oregon's citizen's safety, just so Oregon can get a few extra tax bucks (To pay for their failed projects, like the rail line, New Airport, etc. etc.) & so rich foreign investors can get RICHER!     This last winter I was at Seven Feathers when LNG had a public meeting.
    The meeting was very proper in which the folks that worked for LNG were very very non confrontational.That was the whole point of the meeting to be just plain ole Joes like the rest of us.
    You could feel this in the air.
    I ask one of the guys why they just didnt step up to the plate & give the property owners, that the gas line crosses a royalty from the money that is made from the gas.

    At a debate/meeting with Bob Braddock himself with LNG opponents earlier this year, Bob said quote:

    Did he really say or write somewhere that the pipeline would withstand a 9.0 earthquake? I have been pretty neutral on this until now. That is ridiculous. I doubt that much of downtown Coos Bay (where the public library is built on fill)could withstand an earthquake of that magnitude.

    Dems = new energy infrastructure for America = LNG no.

    This is a great opportunity for Senator Wyden. He can pitch in and help you prevent the building of an LNG terminal here, or anywhere else. Then he can excoriate the oil companies for selling the LNG to Japan. What are they supposed to do with the LNG if they can't sell it in their own country?? The Senator can use this as an excuse to limit further oil drilling and add taxes to your gasoline costs, all the while blaming the mean Bush-Cheney-Halliburton axis of evil. It's a win-win-win for the Senator and a lose-lose-lose for the consumer, taxpayer, and worker. And nobody notices.
