The South Coast Interagency Narcotics Team and Oregon State Police Methamphetamine Initiative Task Force raided three houses and arrested 17 people in Coos County Wednesday. The arrests came with the culmination of two months of investigative work.

Officers seized or purchased in excess of 2 1/2 pounds of marijuana, 10 ounces of cocaine, and 4 ounces of methamphetamine. SCINT Director Toby Floyd said that amount of marijuana would sell for approximately $10,000, the methamphetamine for $6,500 and the cocaine for $7,500. Additionally,  agents seized more than $5,000 in cash, nine vehicles used in drug crimes and five firearms. Reports involving seven children will be referred to Child Protective Services, the release said.

During July and August, SCINT detectives, with the help of the task force, a group of OSP narcotic detectives assembled from across the state, gathered evidence on drug trafficking in the Coos County area in an operation called “Barb-Less Hook,” according to a SCINT press release.

In the last year, SCINT has been involved in a variety of narcotics investigations, some of which resulted in Wednesday’s arrests.

“This was a combination of investigations, some longer, some shorter,”  Floyd said.

He said the big push was in July and August when the OSP task force joined forces with SCINT.

During the investigation, agents used saturation patrols,  in which agents in unmarked cars would monitor activity in high drug-trafficking areas and call in dedicated marked cars to make stops and arrests. Additionally, undercover detectives, information gathering, controlled buys of narcotics and drug detection dog searches were used in the investigation.

Police searched houses in Coos Bay, Eastside and Lakeside on Wednesday. Area law enforcement officers executed three search warrants and eight consent searches of residences throughout the investigation. A Coos County Grand Jury handed down 14 indictments resulting in arrest warrants on multiple felony controlled substance-related charges.

“These are very unpredictable circumstances,” Floyd said of the investigation.

No officers were hurt, and nor was anyone from the public.

So far the arrests were all made on state charges, but some may be referred to the federal government for prosecution, he added.

Coos County sheriff’s deputies, OSP troopers and detectives, Drug Enforcement Administration agents, parole and probation officers and police officers from North Bend, Coos Bay, Bandon, Reedsport, Myrtle Point and Coquille were involved in the operation.

Floyd coordinated the investigation that he said involved hundreds of work hours. The SCINT request for assistance was one of only three accepted by the OSP  task force, the press release said.

While police arrested a large number of suspects, they didn’t confiscate a substantial amount of drugs compared to SCINT’s operation Black Ice in March 2005. In that bust, officers arrested nearly a dozen people and seized more than 9 pounds of crystal methamphetamine in Coos and Douglas counties.

These types of undercover operations would not be possible if not for the presence of a narcotics team in the area, the press release said.

Due to space restrictions, the suspects in this latest drug bust were booked and released at the Coos County jail.

If you think that SCINT doesn't make any money off these busts, you are dead wrong. From two people that they arrested, they stand to make over $100k on the seized cars alone! And you have to wonder what kind of kickback they get from the impound yard on those cars that have to be returned, because they had no proof of wrongdoing in court!

Yes...quite possibly a political ploy...definitely a shot in the dark at many who were arrested, and an absolute money maker on those who cannot afford an attorney and have to use a public defender. After all...who pays THAT bill? The courts!

Do not hang these people, for all is not as it seems. Just remember this...there won't be a front page article about those who were NOT found guilty. Their lives and reputations have been seriously compromised by the actions of SCINT and our DA.

HOMEWORK wrote on Oct 2, 2008 6:18 AM:

Do your homework, do you honestly think that they will make any money off of this??? Most of the people that got busted are living off us! The tax payers, who actually work for a living and not off of welfare and do and deal drugs! The police force/SCINT are just doing their job. And believe it or not as sick as it is...there are particular laws that protect the druggies! It is very sad that we allow these people to live off of us.

Jae wrote on Oct 1, 2008 6:10 PM:

I'll be honest, I didn't read this whole article. All I needed to see was that the people involved (the "bad" ones) were booked and released. Yes, that's right, not kept in jail, not put on house arrest or chained to the back fence(just kidding...) but booked and released. A lot of good that does! I suggest that unless someone is going to actually punish these criminals, dont make such a big deal about it! It sure doesn't make me feel any safer.

Your comment is that you believe corruption is already there, I don't see Parker on the list to run again.
However, that is no matter, so since corruption is already there, do you believe we should just keep adding to it. What good is that going to do?
People who are running have no respect for law or government.

NO WONDER why citizens of coquille don't know how to vote, the source they depend on for truth is also a cover up for those wanting to bring corruption to our city!

Publicity Stunt wrote on Sep 15, 2008 3:08 PM:

Toby, how about you investigate the space available in CCJ before you request warrants???It seems moronic to me that SCINT and several other local law enforcement agencies would team together to invest "Hundreds of man hours"(Toby Floyd)only to book and release... This isn't about drugs people it's about $$$ and most definately a publicity stunt to fool tax payers into approving an increase. Don't be fooled people they never intended to hold anyone hence "Operation Barb-less Hook" I believe as a citizen of the United Stated of America under the constitution everyone arrested during an investigation is innocest until proven guilty. Although Coos County Courts and government do seem to operate under thier own constitution.

WHY BOTHER wrote on Sep 11, 2008 3:13 PM:

Why bother to arrest these people? They had to wait to be released, because the jails were full. These are not KIDS, especially when the youngest is 21. They should know better. But, they listen to the losers call friends and not the relatives who care and who probally are supporting them or trying to take care of their kids. THEY SHOULD BE THROWN IN JAIL. Just how many of these so called people had priors. On the list I can think of at least 2. My first question is: When you ask the police for help--They won't. Why? Next Question--Why doesn't the law look for the main suppliers and just not the dealers. Are they protecting them or being paid off?

Excuse Makers wrote on Sep 11, 2008 9:07 AM:

To those of you who are continually making excuses for the welfare, drug users and dealers (which by the way are the same!)It is obvious by some of the comments here some of you think that these OFFENDERS are VICTIMS!!! READ THE ARTICLE AGAIN! It is imperative that we hold these people accountable for their actions so they learn CORRECT behavior if at all possible. If you keep making excuses what does that teach our
children /grandchildren? STOP ALREADY WITH THE EXCUSES it just makes you an enabler and they will never learn!

Just to clear up a lot of people's ignorance, some of these people had already stopped. These charges are from months or even years ago. Some of these people are actually good parents and don't bring their kids around it. Everyone is young and makes mistakes at one point!

Potential Malcontent wrote on Sep 10, 2008 7:56 PM:

I see that you have tried and hung all these people without hearing the whole story. The World, with its decidedly "World-like" spin, reported the charges incorrectly on at least two of the people.

Did it occur to any of you that perhaps some of these people were arrested just to scare them into naming names? Or to make a deal out of fear?

And if you, for one minute, believe that you DON'T know someone that does Meth, then you are lying to yourself.
I'm willing to wager that 85% of the residents of Coos County know someone who does meth, EVEN IF they don't realize it.

I know that at least one of the people arrested doesn't do it anymore..hasn't for a while now...but because they were friends...well

God forbid you ever get arrested or falsely accused of anything.

For those of you who want to see Coos County criminals held responsible for their crimes, vote yes for the up-coming Sheriff's Office bond. Currently, these guys are offered lenient plea deals or given extremely shortened sentences because of the limited jail room. The bond will allow the Sheriff's Office to re-hire all of the deputies previously laid off.

If you have drugs in your home with children you are guilty. Even if you are not the one doing them, you most likely know that it's there. If you are a parent, your priorities should be your children NOT your boyfriend/girlfriend. Turning a blind eye is not ok when it comes to parenting. If the parents truely did not know it was there (which is unlikely) the authorities will figure it out and they will get their children back but hopefully they learn a lesson about putting their children first.

So unless you know them dont judge them. And besides that you all know someone who either does drugs or sales them... It's coos county!! Maybe these people should have been busted months or years ago, instead of waiting.. Think about it..... They waisted all our tax paying money when they in reality found nothing.

Linda wrote on Sep 8, 2008 4:00 PM:

To Coos Bay Citizen, answer to the charges ahh, most of them are probably so messed up they won't remember to show up for court. And the jail has beds they just want more money from us to use them.

Logical wrote on Sep 8, 2008 3:41 PM:

Here's a novel idea, did you ever think that maybe, just maybe, some of these people are innocent and have never touched drugs in their lives? I personally know a couple of these people and they don't even do drugs, maybe they just dated the wrong guys, what happened to "innocent until proven guilty"? All of you out there that are complaining about this should either get the whole story or keep your nasty opinions to yourselves. The reason their is no room or money for the jails is because of the Federal government's lack of responsibility to pay the O&C counties their money that is due them. Let's get to the root of the problem before we flip out guys. The lack of space in jails is a state wide problem not just in Coos County so give the cops a break they're trying to do their jobs to the best of their abilities with the resources they have. Let's stop pointing fingers and work together.

Process is required wrote on Sep 6, 2008 1:38 AM:

You don't get jail time for being accused of a crime, you only get jail time when you are found guilty of a crime. It is common for people to be booked and released until such time you are found guilty of a crime and a sentence is handed down by the courts. Unless you have committed a crime of murder or a flight risk you typically are booked and released. It has nothing to do with budget cuts it has to do with a judicial process. If we just locked everyone up for being accused of a crime we would never have enough jail beds. By the way, Coos County has more jail beds then most counties. Get a clue and understand the judicial process.

I think that operation "barb-less hook" should of been named "hole in net" since they all got out...whats the point in stoping these people for less than 24hours. What happened to do the crime do the time?

Why were those names not released? The public should be aware of who we interact with, and who lives next door, or who our kids' parents are!

Christina wrote on Sep 5, 2008 4:07 PM:

Why were the names not released in the paper? There are many kids and individuals that are affected by the daily ongoings of those people, and not releasing their names is an injustice to all the other people out here trying our best to teach our children to do the right thing, protect our children from being exposed to these people( which happen to be related and HAVE to allow visitation with them) and relate in society to be better people....Those names should be posted to the public in a public fashion.

To "Coos Counnty": Booked and released is what hapens in all but the serious offenders. These people will be prosecuted, they have court dates and many WILL do time. The only legitimite reason to hold an offender is if A: there is a flight risk, or B: The person or persons are a danger to themselves or others. Furthermore, releasing them, in my mind, will prompt them to scurry around and possibly lead investigators to more suspects with more charges that can be filed or ensure the existing charges will stand in court. If you want more jail rooms available for these "scum of the coos" then don't vote down taxes!

Months worth of time and effort, thousands of dollars in tax payers money and putting officers in harms way to make the bust only for them to be booked and released and ready to sell more drugs until their court date, what a waste. And, if the sytsten works the way it usually does, those kids taken out of the home and placed with Child Protective Services will probably be back home within a fews day...

Curious wrote on Sep 5, 2008 3:46 PM:

How about a list of those arrested?

TAXPAYER wrote on Sep 5, 2008 3:40 PM:

Lock them up. Lock them up. What good is it to spend all the tax payers money to catch them in these big stings and then turn right around and let them go.

WHERE IS THE LIST OF NAMES OF PEOPLE WHO GOT BUSTED???
IT IS THE PUBLICS RIGHT TO KNOW!

I agree wrote on Sep 5, 2008 3:10 PM:

I have to agree with Coos County. I would rather have a drunk out on the streets then to have a drug runner. I do know two of the people who were booked and released and I can tell you now they did not learn their lesson!

Linda wrote on Sep 5, 2008 3:10 PM:

Because then the jailers wouldn't be able to play cards on the computer. Duhhhhhh

Coos Bay wrote on Sep 5, 2008 2:35 PM:

If they won't stay in jail for more than 10 years, why bother? Give 'em to me, I'll make sure they never sell drugs around here anymore! Oh wait, it would be going against their human rights huh. Too bad, they go against Mine and all the others that get hooked on their crap.

coos bay citizen wrote on Sep 5, 2008 2:30 PM:

i know alot of people are going to make a big deal about these people being booked and released, but that doesn't mean they still won't have to answer for the charges. that always stands. people don't realize that budget cuts are responsible for this and that its not just a slap on the wrist. no jail room means no jail room. and to be honest, i would rather have a drug dealer driving down the road than a drunk driver. which is truly the lesser of two evils?

Uh Huh! Exactly!!! Good Point!

coquille girl wrote on Sep 5, 2008 1:56 PM:

I think that they should of named the operation "hole in net" if they were gonna just release them all!!! What a waste of time and money! The cops got paid & THE TWEAKERS are back at work!!!

I second that...Just plan Stupid and I don't mean the criminals.

Thanks wrote on Sep 5, 2008 1:45 PM:

Thank you Police for all the hard work.

Just who could be in jail that could not possibly be let out, to make room for these idiots. ????? Do they have that many murderers in the Coos County Jail. How many people in the jail were put there because the police spent hundreds of hours getting the evidence to put them there, like they spent before arresting these 17 people.
I cannot believe after all the WORK getting all the evidence, etc. that these people were booked and let out. What a complete waste of police time and work. You know that these people will be doing the same thing again today and tomorrow, right up to the time they go to court and are then let go scott free. No wonder everyone is in the DRUG business around here, nothing is ever done to them.
I've seen them go to court and the juries are even affraid to convict them for some reason.. why ? ? ?

DO DRUGS AND YOU WONT GET ANYTIME wrote on Sep 5, 2008 12:37 PM:

I agree why bother making the arrest if you just book them and let them go. Thats why people keep doing drugs because they know that the punishment isnt bad. They dont learn a lesson from it either. They get a slap on the hand and they are back out there the next day with their drugs. Maybe the county needs to budget for more jail room . Than wasting it on the other dumb projects like removal of the new carissa or a new airport that cant get any planes to come in. I would like to know where in the heck my tax money gets spent !!! It needs to be used for something useful .

Coos County wrote on Sep 5, 2008 11:56 AM:

What's the point going after them if they get booked and released.. Did they learn there lesson.. UM...... NO!!! Why bother them if there's no punishment or Jail time.. Remove a drunk out of jail and make room
