Complaints plague airport

NORTH BEND — Handling problems such as cracked panels, rusted shingles, stuck bathroom stall doors and a slow baggage claim process is keeping airport officials busy these days.

There are bound to be a few hassles starting up any new business, and Coos County Airport District commissioners have found the new $20-million terminal at Southwest Oregon Regional Airport has its share.

There have been myriad problems associated with the terminal, according to Airport Operations Manager Gene Cossey. Most of the issues are being resolved.

Several concrete panels at the airport’s new fuel farm have cracked, Cossey said.

These are the concrete pads where trucks park at the site near the new terminal. It’s here where fuel is transferred from trucks to storage tanks to mobile fuelers, before it’s taken to fuel the airplanes. The storage tanks hold 5,000 to 12,000 gallons of fuel, and the mobile fuelers hold about 3,000 gallons, according to Rainse Anderson, director of aviation for the engineering firm, WH Pacific in Portland.

At an airport meeting last week, Commissioner John Briggs asked whether the contractor had done a sloppy job.

Anderson explained that after the concrete is poured, a few hours later it must have a square pattern cut into it — called green sawing. That’s what keeps the concrete from cracking.

“The contractor failed to green saw the panels right after he put them in,” Anderson said.

Not all of the cracks are contractor’s fault, he added.

“The wind caused some of the surface cracks because it dried very quickly,” he said.

Despite the look of the concrete, it’s still safe to use, according to Anderson and Airport Executive Director Gary LeTellier. The state fire marshal has given the airport permission to continue the pads, temporarily, LeTellier said.

“We have until the 15th to repair it,” LeTellier said.

Commissioners were worried whether the repairs would meet the fire marshal’s deadline. Anderson believes the work will be completed by mid-September.

The subcontractor, Brock Concrete & Construction of North Bend, is repairing the concrete panels at no cost to the airport district, Anderson said.

Concrete cracks aren’t the only issue. The iridescent blue-green shingles on the terminal appear to be turning a shade of rust.

“Our lifetime stainless steel shingles are rusting,” Commissioner Clair Jones said.

Cliff Newton, project director with Heery International, said the orange hue was due to adhesive put on the shingles by the contractor.

“That’s a pretty good answer, but I don’t believe it,” Jones said.

“We’re taking some samples and getting them tested to make sure we got what we paid for,” Newton said.

There are other problems, too.

The baggage claim for passengers from Portland has been slow.

“I heard comments that the flight from Portland is quick and easy, but getting your baggage is slow,” Lehman said.

 LeTellier said Horizon Air’s staff are working on getting the luggage to the claim area quicker.

“It’s a staffing issue,” LeTellier said. “We’ll do what we can with that, but it’s really not under our control.”

Although a Transportation Security Administration inspection went well on Aug. 1, Cossey said there have been a few bugs in the security access control system.

“These minor problems do not affect the functionality of our security system,” Cossey said.

Cossey suggested the most perplexing issue has been dealing with suppliers of the advertising display system — LED signs that rotate advertisements throughout the day.

“This has been due mainly to poor performance by the supplier of the equipment,” Cossey said. “We have been working with the president of the Digital Sign Group to resolve the issues that we are having with the company’s installers and programmers.”

One more complaint came from commissioner Helen Brunell Mineau. She wants to know when the locks on the women’s restroom stalls will be fixed.

A woman was briefly trapped in a stall in the first few days after the new terminal opened.

“I don’t want some little old lady getting stuck in there again,” Brunell Mineau said.

Airport officials have turned their attention to the old terminal, too.

Coos County Airport District commissioners agreed that they need to move quickly on leasing out the 17,000-square-foot building.

Negotiations are set to begin with two of the airport’s existing businesses — Coos Aviation and Ocean Air. Commissioners authorized airport staff last week to begin those talks.

Ocean Air has expressed interest in taking over the old terminal, while Coos Aviation has said it wants to build a new facility.

the problems with the termial are expected especally when the job is awarded to the lowest bidder. the siding rusting is probley from the arcitect specing a lower grade stainless wich probley save alot of money but will cost more money to fix then the cost saving of the lower grade stainless the arcitect should be held responsible if this is the case not the contractor who was following the spec book the board should have done there home work first and if they did not know then ask the only bad questions are the ones that are not asked

The PA system at the new building is worthless. The security guard had to tell waiting passengers that the security line had opened because the announcement could not be heard. It appeared to be a task he was used to doing. I've flown Horizon four times in the last month, and on every flight I heard passengers ask the steward/ess about the service termination. They all said it was because of the rent hike.

The people who think all the complaining should stop and just enjoy the building, must not be taxpayers who always get stuck with paying for things that don't work out. That is a way more expensive building than North Bend Airport needed (thats the name I use for the airport IN NORTH BEND) in the first place, and now Horizon is pulling out, we may or may not get another Portland flight, and now the building is having one problem after another, AND we are not supposed to complain ???

I think the new terminal looks great and there will be a few bugs that need to be worked out as with anything new. However, if repairs are to be made it "SHOULD NOT" come out of the taxpayers money. The contractors should do the work at no cost to the airport or traxpayers. I AM RUNNING FOR A SEAT ON THE COOS BAY COUNCIL. Vote 4 Daniel L. Baumann Coos Bay Councilman.

I think the new airport is a beautiful building. It is suppose to resemble a salmon. The tiles are amazing how they change colors as you are walking toward the terminal. I never have seen anything like it. I wish people would stop complaining and just enjoy it. There is always problems at first which always get sorted out. If all the negitive, complaining people thought they could do it better why don't you get involved and been seen not just heard!!

Also just a side note from us seniors. Why no sidewalks? You have to walk in the traffic lanes at night, with our misty windshields I foresee a problem of pedistrians getting struck by irritated people leaving our showpiece. Steve - first of all don;t patronize me. Second ... if you read the newspaper you will realize that the Board is trying to find a northern solution. They are in negotiations with SkyWest to take on the north bound flights. I think the board is doing a wonderful job and needs to be left alone. The only thing that I feel they need to do now is get rid of Mr. Letellier.

As to the issues at the airport, yes there are start up problems. That I accept.

But the design from the parking lot side resembles an old green shingled gymnasium and will soon look like a brown shingled gymnasium. From the inside or runway view it is beautiful and a real jewel in the Coos Bay landscape, but I just can't get over the resemblance to some of the old hangers and warehouses on the water front and the feeling it is a blimp hanger.

It is too late to change it so now we must embrace it for what it is. If the current board can not find a way to restore service north (or keep it) then maintenance or repairs will be only a small part of the history that will be written about this.

Actually a Blimp Hanger theme is kinda cool at the airport.

Yep! They got low bid work. There is a policy to have construction work, material ( Siding) and procedures ( Concrete curing )inspected on Public Money Work. It appears we were saved the cost of proper inspection work on the facility. When we went to see our new showpiece of the South Coast we made a actual count of close to half the plantings dying. . .

I was over at the airport as well ealier today and I agree with KRIS, the terminal looks great. Anything new will always have bugs to work out. I have made one trip to the "Real Bay Area" and the service was great.

I hope that grinding the stainless isn't the solution. Otherwise add another staff position to constantly "fix" them. Whatever they use to remove the rust will transfer metal that rusts easier than the stainless. My money is on the rood being installed without enough thought. Whatever is found to be the root cause here will likely be silly.

Kinda funny in a pathetic kind of way, that the new airport (Airport Executive Director Gary LeTellieris & rest of the Coos County Airport District commissioners clowns) are worried about everything but the important thing.....a new airline company to replace Horizon airlines!!!

P.S. Not sure who's the worse between the BIG 3 (Coos Bay counsel members, Port Commissioners members or Coos County Airport District commissioners)...a real toss UP on what I call the 3 stooges....

I was also locked in the womens bathroom again last week. My husband had to get me out after I called him on my cell phone. We only had to wait 45 minutes for our bags this time.. Much improved. PDX was 20 minutes.I feel this airport mess has many more problems to come. The board has blood on their hands.

Yes, let's enjoy this airport for the month and a half left with service to Oregon's commercial hub. Let's enjoy the constant mismanagement of millions of dollars, and the shoddy contracting work done on the airport. The vast majority of citizens in this area who will never use the airport should ENJOY it!

I can tell you for a fact that it is GROSS NEGLIGENCE for a concrete contractor to forget sawing joints in a concrete pad. There's no excuse for it, and they should, without question, foot the bill for those issues (seems like they are, luckily). As for some concrete drying too early, it is apparent that the contractor AND Mr Anderson forget that there are methods to keep this from happening (one of the simplest is to postpone concrete pouring until the weather is adequate... keeping the concrete moist is also routine). Maybe if we had people who knew what they were doing AND were from this area, we'd have alleviated these problems.

sawing concrete does not prevent cracking, it directs the cracking to where the cut is made. The crack occurs beneath the cut. As far as drying too quickly, that's why you'll see a sprinkler in use on some new pours. Glad to see this will all be corrected without additional cost.

Are the Southwest Oregon Regional Airport and Southwestern Oregon Community College located in Brookings or Medford, Gold Beach or Grants Pass? Is The World newspaper published in London or Tokyo? It would sure help the rest of the planet find us, or at least know we exist, if the name of the best known geographical feature, Coos Bay, were included in their titles. Since North Bend is the north bend of Coos Bay, and there is a city in Washington State bearing the same name, it seems that Coos Bay would be the shortest and simplest identifier.

I have to say I was impressed with the new airport. It felt like "BIG" city (so to speak) There is always bugs to be worked out with any new building along with the changes that has happened. I wish people would quite pissing and moaning about something that is a whole lot nicer than this area has seen in a long, long time. I too, agree it was a lot of money, but now that its done, lets enjoy it. By the way, I didn't think it took an overly long time to get my baggage when I returned home from a trip. The difference is, you don't have to walk ten miles to get to the baggage claim area.

Well what is that old saying? you get what you paid for? Maybe they should have spent $21 million...who knew? This isn't the first time the concrete company has had to re-do a project. Across from Benetti's the plaza had to be redone also. (Benetti's Walkway)
