COQUILLE — The city of Coquille has offered its top policing job to an Arizona man.

City Manager Terence O’Connor announced Monday that Coquille made a conditional offer to Deputy Commander Mark Dannels of the Cochice County Sheriff’s Office in southeastern Arizona.

Dannels accepted the offer and — if he passes a physical exam, a background check, and a psychological exam — he will be in town by Aug. 18. He then will wait to be certified by the Oregon Department of Public Safety Standards and Training to officially start in the position. The certification will require two weeks training in Oregon law.

Despite the hurdles before he officially starts patrolling the streets, Dannels is anxious to fill his new role and move to a new place.

“I really like it,” Dannels said. “It’s like living in a national forest.”

After 25 years in Arizona, moving to a wetter, cooler climate will be an adjustment, but having grown up in the Midwest, trees and rain aren’t completely unfamiliar to Dannels.

“For me, it’s like going home,” he said.

Former police Chief Michael Reaves, who served with the department since 1996, retired July 31. Sgt. Patrick Smith, who also was among the job’s candidates, is overseeing the department in the  interim.

Coquille Mayor Steve Britton said the choice was tough between the two most qualified candidates, but Dannels was the top choice because he was willing to dive in and get to know the community.

Britton said Dannels brought his family with him for his assessment and interview in July. He stayed in a local motel and took time to explore the area.

“He really had every intention of getting this job and it showed,” Britton said.

Britton also was impressed when Dannels said he would spend a good portion of his days in the field alongside his officers.

“That’s important to have a working chief for a small city,” he said.

After meeting five of the officers in his soon-to-be department, Dannels said he was impressed with their sincerity, professionalism and willingness to learn.

City Councilor Linda Short said she was pleased with the selection process, which consisted of two days and two different types of tests aimed at finding the best of the five applicants the city deemed most qualified.

The city, with the help of police chiefs from around the state, first assessed the five potential chiefs on their ability to respond to situations they may encounter as police chief. They followed testing with a meet-and-greet with the community on July 21. The next day, a panel of city, county, school district officials and citizens interviewed the candidates.

The panelists for the first and second rounds narrowed the field to the same two candidates, Short said.

“I was very impressed,” she said. “I felt it went really well.”

O’Connor said Dannels will be moving his wife and two children, one in high school and one in middle school to Coquille this month, just in time for school enrollment.

“It looks like it will be exciting time for the Dannels family,” O’Connor said. “Hopefully the city of Coquille will extend a hand of friendship to him and his family.”
Chief details

The city of Coquille has offered the police chief position to its top candidate.

Who: Deputy Commander Mark Dannels of the Cochice County, Ariz., Sheriff’s Office.

When: He could start in September.

What’s next: The city will hire an outside entity to do a background investigation on Dannels. That will include a review of Dannels’ driving, employment, criminal and financial records. It also will look into his family background, verify education and check personal references, including references from people not listed by Dannels. There will be an outside in-person interview with Dannels and his family, too.

Congrats to Mark, his family and the City of Coquille. My family has known Mark for 7 years and he is one of the most honest hardworking officers I have ever met. He will give the City of Coquille 100% of his time and energy.

I hope the new Chief will see through all the CR** some of the officers in Coquille have been getting away with. He has my welcome and will get some well needed input on what really goes on in our town.

Hey Tom If a change in the City of Coquille charter is already in the works, where are the petitions? I have looked around town and seen none. No one has come to my door either. Talked to several neighbors and they have not heard about it either. I know this was tried some time ago and it never got the required number of signatures that were needed to get it on the ballot.

People shouldn't be using the forum to drop hints about anyone's background. IF you've got something to share, share all of it; this is anonymous if you choose not to list your name. Otherwise don't say anything at all.

A strong Mayor form of government is not meant for small communities like Coquille. This would mean that a back ground check on good ol boy Britton would most likely put him out of the running anyway. A strong Mayor has much more impact on the running of the City and in doing so the Mayor has to have ethics...and be paid by the City. I highly doubt that anyone with a criminal record woulod be allowed to be Mayor of anyplace.

TO PATSY:: In changing the city charter for Coquille, that is a great idea, and just so you do know, the process for the change is already started. With a Charter changer reguarding the way persons are hired, maybe we won't get stuck ever again with what we have now.

AHA: I don't think that you are understanding me clearly. I did not do any second hand or low class on the job training. I actually went ot Monmouth Oregon where the Law Enforcement academy is located for the State. I have the certification on the wall to prove it. After my stint in Oregon, I joined up with Federal Law Enforcement and went to FLETC (Federal Law Enforcement Training Center) located in Brunswick Georgia. Think what you want! Because of my training, I was one of the few who were allowed to patrol solo without the direct supervision of a Sergeant or Chief. I do not feel that I have to defend my stance. But I am at this point because some do not know that there are some who care about what they do or how they do it. I am not an expert nor do I claim to be one. I like you, just state my opinion like anyone else does with these articles. AHA, Have a nice day and may God Bless you!!!

The whole State of Oregon has Sheriff Offices. The Sheriff is elected. The cities have departments. Their top cop is appointed. Coquille has a police department, the chief is appointed by the city manager and approved by the city council. If you want to elect the chief of police, you have to change the city charter. Have fun with that one!!

Rob wrote on Aug 8, 2008 1:50 PM:

Congrats to Mark and the city of Coquille.

I have had the privilege of knowing Mark both the professionally and personally. The town of Sierra Vista is going to have a void when the Dannels family leaves in a few days. Mark will be a very Mark is not only a cop but a great member of the community. He is very active with the kids in the community. He has enjoyed and been very successful in coaching youth sports.

As the other writers said give him a chance. Both he and his family are going to have a little transition, it will not be easy for any of them leaving there home in the southwest and moving to the great northwest. You will find that the Dannels family will be a great addition to your community.

AHA wrote on Aug 8, 2008 5:15 AM:

Of course, because you are "properly identified" as Samuel.

Of course, now your training and experience grows (not much I might add) to attempt to regain some credibility here.

Don't even attempt to claim that you have had "more training then you will ever know about" as a reserve officer, since reserve officers only get a minute fraction of the training a regular officer gets.

I would wager that the training you received in your one or two officer town (including the chief) consisted of "Here's your gun, now go walk around and do some stuff."

Samuel wrote on Aug 7, 2008 6:46 PM:

AHA: What I think is even more amazing that you cannot come out of your shell and identify yourself properly instead of using some alias. For what it is worth, I have had eight years total in the line of work. I have worked for a few different agencies and have had more training then you will ever know about. I am not even including my military experience. You had better know what you are talking about before you speak!!!

K.C. Coquille wrote on Aug 7, 2008 6:19 PM:

Please let's keep open minds and welcome our new Chief! He'll like it here!!! Give him a year or so to
look things over.

Since I'm relatively new to the area, has a cost-benefit analysis been done recently to see if it would actually be less expensive to contract out our law enforcement to the Coo County Sheriff's Department?

I'm another one of those darn Californians. . . . The community I lived in contracted out to the county and saved the taxpayers much, much money instead of having their own City cop-shop.

To former Coquille-ite:

Me thinks he has not told you everything. :)

It's all coming to lite soon. You can bet on it.

FORMER COQUILLE-ITE wrote on Aug 7, 2008 11:08 AM:

I have just read all the comments made regarding a new police chief in Coquille. Give the man a chance. He hasn't even moved to town and assumed the position. What has happened to the quiet, friendly, make people feel welcome city of Coquille?

And Tara,
Your reference to the mayor, I have know Steve Britton for 35+ years and no nothing of his past that could be as bad as you indicate. Get your facts straight before you type something so rude.

No Vote wrote on Aug 7, 2008 8:49 AM:

For those who want to vote on chief of police... That means people running in an election. We would end up with another wealthy "good ole boy." I think they made the right choice.

aha wrote on Aug 7, 2008 4:32 AM:

Just interesting to see that the "law enforcement professional" Samuel always proclaims to be, was a reserve officer in a town with a population of 2000 people, in one of the most unpopulated and desolate areas you could find. Bet you racked up a lot of experience there... amazing your such an expert.

Tara wrote on Aug 6, 2008 9:10 PM:

I hope he is strong enough to see past the "Concerned Citezen's of Coquille" and the "Blogger" herself.

Plus... If anyone actually looks into the background of the Mayor himself they really could clean house. No one seems to have the balls to do that however.

The former Chief was just a scape goat. the real problems lie at the top.

Some real investigative reporter could point it all out.

Samuel wrote on Aug 6, 2008 11:22 AM:

Lets give him a chance and see just what he does! I am sure he has a lot of questions and work to do just to begin to address the city's concerns. And for what it is worth a Police Chief should be voted in, but they taxpayers. I used to be a Reserve Officer for Vale Oregon Police but the City there decided because nobody in town had any confidence in the Chief there, it should be dissolved and let the county Sheriff's Dept take over. From the last time I heard, it was costing the city $50,000 for the Deputy who patrols it still nobody is too happy with the service. That was information from 2001. Who knows what is happening now!

To. Scott Thank you very much. You summed up the importance of this in one word.
