Oregon let down coastal fishermen

Coast businesses have been shut out of federal salmon disaster relief. The Language in the Farm Bill clearly states commercial and recreational members of fishing communities are affected by the salmon fishery failure in the states of California, Oregon, and Washington designated under 20 section 312(a) of the Magnuson-Stevens Fishery Conservation and Management Act (16 U.S.C. 1861a (a) on 22 May 1, 2008, in accordance with that section.
This language says nothing about ocean only. In fact it addresses all affected areas of coastal communities. This certainly covers in river salmon guides and businesses devastated by negative press announcing to the world that the West Coast would be closed to salmon fishing in 2008. The press release headlines did not say the ocean would be closed they said the West Coast (definition of coast is the beach inland). These press releases were issued by the managing federal agencies.
The state of Oregon is now shutting out in river business related to recreational salmon fishing by refusing to include affected business in the criteria for salmon disaster relief for the state of Oregon. The governor of Oregon and his staff are to be thanked for ignoring rural communities on the Oregon Coast for federal disaster relief, I have to ask myself how does this action benefit Oregon? It makes it clear the rural Oregon coast and its tourist-based economy is of no interest to Gov. Ted Kulongoski.
The governor’s office now tells us that the state’s criteria for disaster relief did not include in river businesses and that the states disaster relief draft has been sent to the U.S. Commerce Department for approval and it is too late to make changes. Maybe next year in river business can be included.
The Oregon guides and packers were in early contact with the governor’s office and requested to be kept in the loop as the disaster relief package moved through state processes. We were assured by the governor’s staff that we would be. The next contact (initiated by us) was to tell us it is a done deal and on it’s way to Washington D.C. for approval.
