DeFazio: ‘We don’t easily give up’ on flights northbound

U.S. Congressman Peter DeFazio made it perfectly clear Tuesday — he is not going to let the South Coast be without commercial flights to Portland.

He made assurances he will advocate for the airport to the approximately 320 invited guests, who were predominantly current or former government officials, at the grand-opening gala for Southwest Oregon Regional Airport’s new terminal. The ceremony came four days after Horizon air announced it would discontinue service at the airport on Oct. 11.

“I was looking forward to flying from here to Portland to Washington, D.C.,” he said. “I was a little miffed.”

On Tuesday, the entire Oregon congressional delegation sent a letter to William S. Ayer, chairman, president and CEO of Alaska Airlines-Horizon Air, asking him to make time to meet with them in hopes of negotiating a deal.

“We understand the difficult climate the airline industry has encountered, but changes such as these could be devastating to small communities in our state,” the letter said.

At the podium, and behind the scenes, DeFazio said he talked with the airline’s president about a year ago.

“It looked at the time like Horizon might like out,” DeFazio said. “I asked him what I could do to keep them here. At the time, federal air service contracts were two years at a time. He said he needed five years.”

DeFazio pushed for a Federal Aviation Administration reauthorization bill that would allow for the longer contract. The House Transportation and Infrastructure Committee approved legislation for HR 2881 on June 28.

“I have been working on this issue long before this happened,” he said.

His next step was joining an aviation committee to come up with a solution.

“We don’t easily give up,” he said.

Bandon Dunes Golf Resort General Manager Hank Hickox was at Tuesday’s ceremony and said he has been in discussions with DeFazio and other officials to try to keep the northbound flights alive. A significant number of the resort’s customers have relied on Horizon’s Portland service for years, he said.

“Horizon has been a great business partner over the 24 years,” Hickox said. “The airline has provided very good service. We’re sorry to see them leave. We hope they’ll reconsider.

“I believe we will prevail — that the situation will be OK,” he added.

In the meantime, SkyWest Airlines is preparing to start service between North Bend and San Francisco on July 7. Coos County Airport District Board Chairman Mike Lehman said the airport is attempting to negotiate adding northbound flights to its contract. SkyWest spokeswoman Amber Hunter, who was at the grand opening, said her company is focusing on southbound flights.

“As far as SkyWest Airlines is concerned, we’re just really excited about our southbound service,” Hunter said. “There are no other changes right now.”

Coos County Airport District Board Chairman Mike Lehman announced that Sen. Joanne Verger, who had been scheduled to introduce DeFazio, did not attend because she had undergone minor surgery. He thanked the members of the government who attended — city councilors, county commissioners and state officials, including Rep. Wayne Krieger and democratic Senate candidate and Speaker of the House Jeff Merkley.

The ceremony was closed to the public, despite requests the public be able to attend. Earlier in the day, airport employees found some people wandering around inside the new terminal, but asked them to leave since the event was invitation only.

Lehman joked about the $1,000 stainless steel trashcans located throughout the terminal that had recently been in the news.

“Be easy on the garbage cans, they’re expensive,” he said.

Zimmer Gunsul Frasca designed the new terminal and members of the project manager group Heery International Inc. and contractors with Skanska U.S.A. built it.

Airport District Commissioner Clair Jones thanked former airport district commissioners and other local dignitaries and airport staff who had been key in bringing the $20 million terminal to fruition.

“Five and a half years ago when I was chairman it was No. 1 on our list to build a new terminal and get southbound service,” Jones said. “This terminal will help economic development for a very long time.”

The new terminal and an airport control tower, currently under construction, will be able to accommodate three airlines and up to 120 passengers. The old terminal only served 40. The new one incorporates design elements such as, ribbed wood beams as a tribute to lumber and shipping industries, iridescent steel tiles reminiscent of salmon scales and a curved roof reflective of surrounding sand dunes.

Amidst all the speeches of gratitude, comments were rampant from officials about the new 27,000-square-foot terminal’s beauty.

“Imagine somebody landing here,” DeFazio said.

Not a whole lot of comments about how the Airport Board raised Horizon's monthly fee a whole lot. I've heard up to $220k/mo. No wonder they pulled out! How long before Sky West say's they can't afford to fly south and pull out too?

First an investigation (Who knew what and when did they know it?) and then a recall. The recall is a forgone conclusion regardless of the future outcome of any investigation or even keeping the northbound service. The board and LeTellier are incompetent. In fact two of them may be guilty of a felony or two, or at least a cover up. They are out PERIOD. Joeben, thanks for the invitation. I think I will.

In this very article it mentions DeFazio knew of the possibilty of Horizon pulling out nearly a year ago. Why then did work continue on a terminal large enough for 3 airlines? I believe many of the insiders knew of this and continued on anyway.

Claire why are you thanking the board and others for building a terminal it turns out we didn't even need. They are certainly empty thanks as far as I can see. Empty words just like everything else done at and by airport board members past and present and especially Letillier, who is getting paid too large a salery for what he's doing and already done (terminal) and for nothing.

It's very simple. Congress can just pass a law making it compulsory for companies to operate at a loss. At least until they go bankrupt. Then you can eat the goose that laid the golden egg...once. Politicians like DeFazio simply have no understanding that companies have to make a "profit" to meet their overhead and pay their employees........and pay for the gas that is made from oil that is in short supply because of congressional restrictions.

Why is anyone surprised at this fiasco? I have honestly never seen anything like the constant mis-management of the Bay Area. I can only think that the people of Coos Bay/North Bend are perfectly content with watching their cities spiral into decline. Someone please tell me another town on the Oregon coast that has done a worse job with attracting businesses and tourists. Don't get your hopes up. Unless NB want's to start paying subsidisy to keep Horizon here, there is no federal requirements to keep them in the market. DeFazio and others have no power in this situation and can talk all they want, in the end, it is Horizon's decision. Pendleton is an EAS market, K-Falls and NB are not. The legslations Defazio is refering to is EAS.

To Comment - you are way off base , we are upset because they are taking the flight to pdx out of this community , it's rude for the gala to be invatation only - but we need the flight to pdx. not only to see family/friends but for medical appointments and emergency's also .

To Comment: The airport board and administration were "in the dark" about the northbound flights going away as well as everyone else. Horizon only announced they were pulling out last week. Only one who can foresee the future could have foretold departure of northbound flights due to the current turn of the economy. Perhaps those who feel a need to vent their frustration should do so to Horizon or the Congressional delegation where it might have a positive influence.

to Informed Observer: when we asked the board to make the southbound flight and terminal a priority, there was never a mention of the Northbound flight going away. So please hold your judgement as well. I would say that most of the negativity is out of frustration of being kept in the dark and being told the truth!

DeFazio is "a little miffed", paleeeezzz, if he wants miffed, he should move to Coos County and live in the real world where the thought of a flight being cancelled from here to Portland is causing a lot of stress on families that already feel the crunch of a depressed area (lets see, no jobs, high gas, forclosures, etc, etc).....these politicians have no idea what the "real world" is like anymore. Geez, get real, they can charter a private jet to get them to wherever they need to go.

Hate to break it to DeFazio, but like Steve P indicates, that legislation only works for essential air service subsidized routes. North Bend is not one of those. Once SkyWest enters the picture, it satisfies the minimum requirement for service levels.

The reporter on the other hand is a marvel - I would like to know what they are doing in Kfalls, Redmond, Pendleton etc. But, apparently that would take too much work -easier to keep write about garbage cans. I have to admit, congressional power over the airlines is quite hearty. DeFazio may be able to strongarm Horizon into staying. Since the airlines are at the mercy of congress, Horizon may just buckle under the pressure.

I have been reading all the negative comments about the airport. It is interesting that none of those critisizing the airport board and administration have taken the time to attend the many public meetings and public hearings over the past 3 years to become informed and offer constructive input on a direction for the airport. Instead they wait until something negative happens to express their knee-jerk comments. If they had become informed, they would have learned that a majority of the community asked the board to make southbound service their top priority. They would have also learned that a new terminal was also listed as a priority. It's really too bad that all their uninformed comments are negative.

If you had attended the meeting today you would know the picture is not nearly so bright as the politician speak would have us believe. It seems after deregulation Horizon couldn't pull out even if they wanted to (which it turns out they did) A federal regulation tied them here whatever happened. By bringing in another Airline they were released from their obligation to stay and remain profitable. So they took the loophole and bailed. The commission and the administrative staff should have been aware of this loophole. After all one of the members is an attorney.

It looks like DeFazio will save the day and did so with some legislative work set in motion some time back. Once Alaska/Horizon has their 5 year contract and in addition to that, gets a wakeup call from the entire Oregon congressional delegation, look for them to backpedal and not drop the route.


I'm just sorry so many people got upset and in so many ways. The grand opening should have been a public one. Heck, if they announced a public opening with a lots of politicians to speak, I bet few of the general public would give up their time to go see it...LOL! However, if you tell people they cannot come, then you invite a lot of speculation and controversy.
