Council extends moratorium on development charges

The city of Coos Bay is extending its moratorium on system development charges to include sewer and storm drain use. The hope is that the fee waiver might entice development.
The City Council previously put a moratorium on SDCs for transportation in May. Both moratoriums are slated to last 180 days. The city will re-evaluate the process given the relative lack of construction in the area. City Manager Chuck Freeman said the SDCs might be inhibiting business ventures.
While the development fee is in limbo for new hookups, the city’s existing sewer users will be paying more starting this month. The city council formally adopted a 5-percent increase to the city’s sewer collection tax this week. The budget committee recommended the rate increase earlier this spring.
Most households will see their monthly sewer fee go up by between $1 and $1.82, starting with the June billing cycle.
The city also awarded a $151,208 contract this week to LTM Inc. to resurface Newmark Avenue from Schoneman Street to Empire Boulevard.
The project is tentatively scheduled to begin July 1. The bid was almost $100,000 less than what the city budgeted, and the council asked staff to negotiate with LTM to see if additional blocks could be resurfaced at the same time.
