Former Coquille man dead at E. Oregon prison

Oregon State Police have opened an investigation into the suspicious death of former Coquille man Monday at the Snake River Correctional Institution in Ontario. It’s the second death of a former Coos County resident at the prison in three weeks.

An Oregon Department of Corrections press release identified the inmate as 61-year-old James Ivan Briggs. Briggs was found dead in his cell at 6:52 a.m. Monday. An autopsy is scheduled at the State Medical Examiner’s Office in Portland on Wednesday.

OSP, the Malheur County District Attorney Office and corrections staff are partnering on the investigation. Briggs’ family had been notified, OSP said. No other information was released.

Briggs was serving a 23-year sentence on sex abuse convictions and had been at the prison since January 2003. A Coos County jury convicted Briggs in November 2002 of two counts of first-degree sodomy, two counts of first-degree sexual abuse and two counts of unlawful sexual penetration.

His conviction followed a six-month investigation in 2002 that began when the victim, a 17-year-old girl, reported she had been sexually abused to child welfare workers after discussing the abuse with religious leaders and family in Coquille. During Briggs’ trial, Coos County Sheriff’s Office investigators told the court the abuse occurred over seven years.

Briggs’s death follows the death on April 25 of inmate Dannie Ray Peck, 42, who was found dead in his cell. At the time, an OSP press release said investigators believed the former Coos Bay man died by suicide, but they did not indicate how.

Peck had been sentenced to life in prison on Aug. 23, 2006, after pleading guilty to the murder of John F. Hildebrand, whom Peck assaulted and kidnapped outside the Wagon Wheel Grocery Store in Hauser on Oct. 4, 2005. He took Hildebrand to the end of the Trans-Pacific Parkway and strangled him. Prosecutors never were able to determine a motive for the killing.

well for me i look at this in a whole different matter considering this guy that raped not only one child but multipule children is in all reality my uncle i am not sad that he was killed i beleave he took childrens child hood away from them i believe he got what he deserves murder or not

I have a family member that is an inmate;one that is guilty of a capital crime. I live with the guilt every day that he has perpitrated a crime on another. Believe me when I say that they have to deal on the inside with their own demons. We on the outside do not know what this was about. We can only hope that what is done will be just. He paid for his crime, and so will the one who took his life.

His victim was likely not the first or only. Not that it matters. One child victim is enough to have death be the sentence. He took her childhood, innocence, and trust. He got off easy and not one more penny should be spent on him.

Oregon, like many states, spends more on prisons than education, and the US now has both the largest number of people imprisoned, and the most per capita imprisoned. So....what are we doing here - raising a society of convicts?

OMG LIZ...Most of us have minds of our own, and our thoughts do not consist of "right" or "left" views. More like right and wrong! Sex offenders have it way to easy, and it is nice to see when they are "taken care of." Should they get out and have another chance to abuse some helpless, naive child, or die in prison? Actually , I'll pick die anywhere. They no longer deserve to breathe the same air I do. Civil rights? What happened to the victims civil rights? I for one am GLAD he is dead!!!! Wish there could be more!!!

Seems to me that once you rape a child or murder someone, you shouldn't have any rights. And on top of that, they were sentenced to 25 to life. As far as I'm concerned they just saved us tax payers some hard earned cash by offing themselves and it's not like they were wrongly accused, they are guilty!

Typically, if you have committed a crime on a child (Predatory Sex Offender) you will be dispatched in the prison system sooner or later. Eszpecially if you are placed in the General Population.

Even cold blooded killers do not like Sex Offenders and Child Abusers.

Assuming they were guilty, it does seem Just. However, I've been told of other mysterious deaths of prisoners there in the past couple of years, and the immediate family couldn't get details or information. Prison deaths are not totally uncommon, but perhaps a more thorough investigation of this facility is in order?
