Powers recall bid moving ahead

Petitions to recall the mayor and three city councilors have been turned in to Powers City Hall, officials said.

If the signatures prove valid, a special election will be scheduled later this summer to determine the fate of Mayor Barbara Cottom and councilors Robert Leckband, Larry Northup and Pete Cunningham.

City Recorder Charlotte Pancheau said she received the completed petitions around 11 a.m. April 7 from chief petitioner Marjorie Kalb. She then turned the petitions over to the Coos County Election Department. The county office now has until Thursday to verify the signatures to make sure those who signed the petition are registered voters from Powers.

Pancheau said each petition had at least 57 signatures, more than the 53 signatures required to qualify a recall petition.

This is not the first time the four city officials have been the target of a recall petition. Kalb and Beverly Elliott submitted petitions in November to recall them, but a pair of filing technicalities nullified the effort.

After beginning the previous recall effort, Kalb said the targeted councilors had mishandled personnel issues and failed to secure grant funding.

Coos County Elections Director Debbie Heller said her office is busy with the upcoming primary election and verifying signatures for state petitions filed before receiving the one from Powers. She said it would likely not be until Thursday that the signatures would be verified.

If the recall proceeds, Pancheau said it would likely be held in late July or early August.

“Probably August,” she said.
